HomeMy Public PortalAbout1983-01-25 MeetingCOUNCIL MINUTES January 25, 1983 The Council of Bal Harbour Village met Tuesday, January 25, 1983 at 9:30 A.M. in the Village Hall. Present: Messrs. Printup, Taplin and Miss Gray Absent: Messrs. Beatty and Sherman Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village Clerk and Anthony O'Donnell, representing Alan S. Gold, Village Attorney. On motion of Mr. Taplin, seconded by Miss Gray and voted the minutes of November 30th and December 14, 1982 were approved as submitted. Mr. Maley told the council that an experimental light has been installed on the beach behind the Beau Rivage Hotel. He asked the council membem to look at the effect of the lighting and he had asked the hotel owners and managers to look at it. Mr. Taplin said he still favors lighting from the roofs of the oceanfront buildings so that the ocean could be seen and also he considers it a safety factor. He suggested that the village engineers come and inspect his installation. Mr. Maley said that lighting the beach and building bus shelters and re- placing the street furniture on Collins Avenue had been placed in the budget, contingent on the outcome of the Great Lakes Dredge and Dock suit. As reported in December the suit has been settled and our liability is only the final pay- ment to Great Lakes. Mr. Stanley Whitman, chairman of the Resort Tax Advisory Committee said they still want the lighting and street furniture and bus shelters. Mr. Maley said that the shelters were part of the original landscape plan and that he would have the landscape architect prepare sketches for the next meeting. The council considered the financial statement for the first three months operation of all village departments. On motion of Mr. Taplin, seconded by Miss Gray and voted the statements were filed for audit. It was announced that Bal Harbour will host the Dade League of Cities monthly meeting on March 3rd at the Sheraton Hotel. Miss Gray inquired about the water still standing on the streets in some places and there are some bad cracks in some places on the curbs. Mr. Maley said he would have the village crew fill in the cracksand holes in the curbs. Wet wells or french drains in places where the water still stands would be part of a future project, he said. The Mayor reported that Mayors and Managers of Bal Harbour, Bay Harbor Islands, and Surfside met with Mike Freidman, our State Representative for Miami Beach, North Bay Village, Bal Harbour, Bay Harbor Islands and Surfside. Problems concerning the cities discussed included a fairer distribution of the additional slaes tax to resort cities and the licensing of building inspectors. Mr. Maley said that Ultr-Com Cable TV Company had met the terms of their franchise and had all cables laid within the year. Attest: Village Clerk January 25, 1983 COUNCIL MINUTES February 22, 1983 The Council of Bal Harbour met Tuesday, February 22, 1983 at 9:30 A.M. in the Village Hall. Present: Messrs. Beatty, Printup, Sherman, Taplin and Miss Gray Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village Clerk; and Alan S. Gold, Village Attorney. On motion of Miss Gray, seconded by Mr. Beatty, and voted the minutes of January 25, 1983 were approved as submitted. Mr. Maley reported that the plans for the Collins Avenue Bus Bay, new sidewalk in front of the Bal Harbour Shops and a temporary sidewalk across the triangle north of the Sun Bank, have been completed and are ready for bid in accordance with the Council's direction. It was also reported that Dade County will relocate the pedestrian crossing to a more appropriate location south of the existing crosswalk. The plans were presented to the Council. It was moved by Mr. Taplin, seconded by Mr. Beatty, and voted that bids be obtained for the March meeting. Mr. Maley and Mr. Douglas Ruth, Landscape Architect, presented a tentative sketch for the bus shelters that would be placed at five of the nine bus stop locations in Bal Harbour. Mr. Maley said he had asked Mr. Ruth to prepare the sketch so that foundation supports for the structure could be placed in the new Bus Bay location. The council discussed having an over all design for Collins Avenue and 96th Street, including landscaping at the bus shelters, the bus shelters, signing and street furniture similar to the original plan done by Edward Durell Stone some years ago. It was suggested that the Village Manager work with the Resort Tax Committee for input. It was moved by Mr. Taplin, seconded by Miss Gray and voted that the Village Manager contact some landscape architects including firms of Bozes, Ruth, Stone, and Taft and have them come to the next meeting. The council discussed the beach lighting project using fixtures installed in landscape beds. As no decision could be reached regarding these lights or the suggestion to light the beach from the oceanfront buildings, it was decided to hold the project for some time in the future.
