A RESOLU':L'ION OF THE CITY COUNCIL OF THE CITY ~OF
LYNWOOD SETTING FORTH THE SALARIES BY CLASSIFICATION
OF iTS OF'FTCERS AND EMPLOYEES, AND OTHER BENEFITS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LYNWOOD AS FOLLOWS:
Section l; That Resolution No. 62-~43 of ~:he Cj.ty of
Lynwood adopted on the 3rd .day of July, 1962, prescrj.bes the
time and method of paying salaries and wages of the officers
and employees of said City, as required by Section 37106 of the
. Government Code of the State of California.
. Section 2:. That the salaries and wages for officers
and employees for the various classifications falling within,
the schedules,. are attached hereto and made a part hereof .
A. Salaries. .For those employees under the basic
five-step salary plan, the beginning salary shall be at Step
"A" or the lowest salary shown for the position. However,
where.. circumstances so warrant, appointment may be made at
other than. the first step, or after appointment, an 3.nterrnediate
-step may be skipped when recommended by the City Manager.
Increases throughout the remainder of the ,steps
shall be given upon 'recommendation of the Department Head and
approval o.f-the City Manager, until. the highest.~or top step is
reached. Step raises shall generally be at six month intervals
from the effective day`of employment, commencing on the next
succeeding pay period date from the actual anniversary date.
Salary schedules are attached, as Appendices I through V.

B. Standby Pay. Standby pay is determined to be a
flat-rate payment for performance of all-typical services and
rout~n~e~. standby functions. Where standby man in emergency
functions, all personnel including the .standby man shall be
paid at straight time rate during the period of such work.
Should situations develop where the standby man is not required
to assist in these emergency operations but continues to perform
his noraml.standby functions, such shall be accomplished under
the basic flat-rate pay program.
A public works standby shift for all working days is
hereby fixed as a,duty period extending from 4:00 p.m: to
8:00 a.m. of the following day. From 8:00 a.rn. on Saturdays,
Sundays, and holidays to 8:00 a.m. of the following day shall
be considered as two (2) standby shifts. .
All employees during the period they are scheduled
for such duty shall perform such services as may. be designated
by their respective Superintendent, Supervisor,- o~' the City
Manager, and shall be available at all times during the duty
shifts f.or emergency work. N~o overtime credit shall be accrued
to employees working standby shifts.
C. Tool, Allowance. Garage employees who are required..
to use personal tools for City business shall receive an annual
tool allowance of $75.00.
D. Mileage Reimbursement.. With the approval of the
Department Head and the City Manager, the City will reimburse
full-time employees and hourly recreation personnel required to
use their personal vehicles for the purpose of conducting City
business on the following basis:

Hourly recreation personnel will be compensated only
for out-of-town job-related mileage. Necessity for and payment
of out-of-town mileage must be approved by the employee's
' .supervisor. The employee must document the date, destination
and beginning and ending odometer reading from his veh~.cle in
supporting the request. Said information must be logged.. on
Expense Reimbursement form when requesting payment.
_r E. Uniform and Clothing Allowance.. The City will
furnish annually to all hourly recreation employees two (2)
shirts and one (1) windbreaker identifying them as City employees.
-.All Natatorium personnel shall be provided with one (l) swimsuit
annually to identify them as City employees.
The City will furnish Public Works and Park Department
employees whose duties require wearing uniforms, three (3)
uniform changes per .week plus orie (l) additional laundered shirt
per week.
Fire personnel for the ranks of Fireman through
Captain sYlall receive annually a uniform replacement allowance
of .One Hundred Fifty Dollars ($150}. An annual purchase order
will be issued for replacement.
Payment for-all uniform and clothing allowances shall
be made at the completion of the fii°st regular pay period
following August 2, 1977.

Section 3• Overtime. The City shall accord overtime
~ benefi s to all employees provided 'by the Fair .Labor Standards
Act of 1974 • ..
All fire suppression employees will have all overtime -
limi-ted to 60 hours annually and shall. be reconciliated annually
.. (by December 31).

Section 4. Premium Pay. To encourage employees in
undertaking-outside study: to the end that they may perform their .
- duties in a more efficient manner, a system of premium :pay, ,over
` ~ ahd above established pay schedules, is hereby established. '
~- .Premium.-pay is allowable for completed courses of
"
approved subjects at accredited schools, and 'is fixed`at $1.00
per month for each semester hour of work satisfactorily completed .
~' by the. employee with a grade. of "C'' or better. Maximum pay is
.fixed at $40 per month. .
;,
{ ~ A..semester hour is defined as one hour of classroom
. work per week for one, semester of lti weeks, plus necessary
outside study. A11 courses of study must have prior approval by .
the Department Head and the~City Manager in order to receive
premium. credit . ".
Accredited schools are horein defined as college,
junior colleges,. or universities, or such institutions.as.may
•• be approved by the, City Manager.
Suitable written certification.frorn the school showing
satisfactory completion of each course shall be submitted to the
Personnel Officer for personnel records. Premium pay shall
commence the first pay period after the first~of the month

' following the submission of, written certification.

The City will contribute 50% of the cost of tuition
over $l0 where the cost of such tuition exceeds the sum of
$10 per semester. course while the employee is accruing the
$40 per month maximum pay.
The provisions of this section do not apply to hourly
employees or employees undertaking an approved course during a
regular work. day or assigned sh~..f't .
The City agrees to pay.Fire personnel for ranks of
Firefighter through Captain. incentive for job-related
educational achievements as follows:
30 Units: 21 Units Fire Science and
(total) 9 Units Fire Science Curriculum - 2.5% of Base Salary
Upon attainment of 2.5% achievement level, an employee forfeits
the~$1.OO per unit accrual to that point. An employee may
additionally receive $1.00 per semester unit in addition to the
2.5%, as per current policy, for job-related courses taken
subsequent to achieving the 2.5% level with a maximum of $40 per
month, or until attainment of an Associate in Arts degree in
Fire Science from an accredited instLtution, at which time such
employee shall receive 5% of base salary, as is present policy..
An employee may additionally receive $1.00 per semester unit for
_ ,job-related courses taken subsequent to achieving the 5% level
up. to a maximum of $40 per month.
Section 5. Longevity Prog.rarn. A longevity program is
hereby established for regu7:ar full-time City employees except
Firefighter through Captain as follows: 1% of base salary at
the end of seven (7} years of servir.e; an additional 1% of base
salary at the end of twe:~ve (l~) years of service; and an

additional l% of base salary at the end of seventeen (17)
years of service.
Fire Sixppress.on. Employees shall receive longevity
pay as follows:
After 5 years of continuous employment (in the sixth year),
$250 a year additional pay will be paid.
After 10 years of continuous employment (in the eleventh
year}, $350 a year additional pay will be paid.
After 15 years of continuous employment (in the sixteenth
year), $50G a year additional pay will be paid.
Section 6. Acting Supervisory Compensation. At such
time as a Miscellaneous or Fire Supervisory position becomes
vacant for reasons of sick leave, leave of absence or injury on
duty status ,. for a period exceeding thirty (30) days, then the
employee replacing said supervisor shall receive compensation at
a rate equal to the "A "step of the' rate of the supervisory
position or such step in that range next higher than that rate
which the officer is currently receiving. Such additional
compensation would commence on the thirty-first day and would
continue until such time as the supervisor returns to work. The
employee performing those duties as designated in this Section
shall be selected"by the Department Head.
_ Section 7. Employee's Insurance Coverage. The City
will contribute the employee's share toward any health insurance,
accident insurance, or life-insurance policies which the City
Council agrees to provide. If desired, the employee may obtain
coverage for members of his family. Such premium shall be borne
by the employee arra payment will be made by payroll deduction..

Section 8. Fire Suppression Work Schedule.
.Firefighters; Engineers and Captain governed by memorandum of
understanding shall work a fifty-six (56) hour schedule.
Section 9. Holidays.
A. All Lynwood Fire Suppression personnel shall be
permitted .five (5).twenty-four (24) hour shifts off in lieu
of holidays based on one.(1) full year of service and prorated
for service of less than one (1) year which may be taken
subJect to the terms and provisions of the .memorandum of
understanding.
Holidays may be used to extend vacations or may
be used to take working shifts off during the year in increments
of one (1} or more twenty-four (24) hour shifts as determined
by the Fire Chief with regard to the employees' needs and needs
of the City and fire service, two (2) of which are to be paid
the remainder assigned:
B. The City and Association agree that the following
holidays be eliminated as formal holidays and that in their
place a floating holiday will be designated. The holidays to
be eliminated are: Washington's Birthday, Lincoln's Birthday,
Columbus. Day and Admission Day.
The City and Association agree further that no
employee covered under the memorandum of understanding will
take more than two (2) floating holidays per month and shall
not take more than one (1) floating holiday in conjunction
with a designated holiday. All floating holidays will be used

up in the year or shall be lost. There sha1.1. be no accumulation

departmental approval with stipulation that not more than two
(2) floating holidays be used in conjunction with vacation.
Section 10. Retirement Policy. The City. of Lynwood
agrees to amend its contract witk? PERS so that retirement

earnings,
Section 1.1... Siok Leave~Poli~. It is proposed. that
Resolution No. 6g-68 wil:1 be amended to provide that at the
time of resignation or. termination {except for cause) after
ten years employment with the City, the general employees will
be compensated for one-qu.arte.r of their unused sick leave which
has been accrued to the effecrive date of resignation or
termination (except for cause). .The method of compensation
shall be on a sLr.aight; time pay basis at the rate of pay in
effect at the time of a,ccru.a,1..
Effective Ju~..y 1, 7.971, accrual of sick leave shall
be limited to a maxi.nlurr! of .riirrety-six (96) work days for which
50% compensation shall b~. ~~°ec~ived upon- regular service
retirement . Sick l.ea.ve earned in excess of 96 ,days prior to
July 1, 1974, shall be retain~.:d.a.nd frozen effective June 30,
1974, and upon, regular service retirement, 50% compensation
for said frozen sick .Leave also be received. 25% of sick leave
earned beyond 96 days or t,r~e 'f°rozen amount shall be annually.

of sick leave earned prior to that date.
Section 12. Steward Leave. The ,City.sha.ll p.rovi.de

conferences.
Sectj.on ].3. Discx~irnination. It is agreed that neither
the City nor the i.Tn3_or~ shall discriminate against any employee
because of race, .,n.ati.onal origin, age, sex or union member. sh]..p
or activity.
Sect:ion 14 . Bulletin Boards . A bulletin board wi1.l
be provided for the recognized employee organizations of fire.

` Section 15. Ca. 1.1. Back Pay. In the event an employee
is cal.7..ed. back s.n.d required to report to work, such employee
shall be-paid a mi.r~imum of two (2) hours at straight time.

On the first pay period , after May 1, 1978, the Lynwood Firefighters'
Association salaries(Fi refighters, Engineers and Captain) will be
ad~usted~to the average of the Mutual Aid. Area "E" Cities. The
mutual aid cities will be Compton, Santa. `Fe Springs, Downey,-Lynwood;
:Montebello and Vernon. On the fir st pay period following August l,~
1978, the salaries of t he Lynwood Firefighters' Association
' (Firefighters; Engineer s; Captain) will be adjusted to-.the. average -
