HomeMy Public PortalAbout1993-079Member Ann Thies introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION NO. 93-79 RESOLUTION ACCEPTING BID FOR CO. RD. 116 TRUNK SANITARY SEWER AND TRUNK WATER MAIN IMPROVEMENT PROJECT WHEREAS, pursuant to an advertisement for bids for the construction of a trunk sanitary sewer and water main project from the area near Co. Rd. 116 and T . H . 55 northward to serve the property owned by Wallace F . Doerr, bids were received, opened and tabulated according to law, and the bids received complying with the advertisement are shown on the bid tabulation attached hereto as Exhibit A; and WHEREAS, it appears that Richard Knutson, Inc. of Savage, Minnesota is the lowest responsible bidder. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota as follows: 1. The mayor and clerk -treasurer are hereby authorized and directed to enter into a contract with Richard Knutson, Inc. of Savage, Minnesota in the name of the City of Medina for the base bid of the above described project according to the plans and specifications therefor approved by the city council and on file in the office of the clerk - treasurer. 2. The clerk -treasurer is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed. Olson James F Engelhardt Bids were opened for the CSAH 116 Sanitary Sewer & Water Main Improvement Project on Friday, September 24, 1993. Transmitted herewith are ten (10) copies of the bid tabulations for your files and city council members. Louis Construction $459,822.50 $481,145.00 $544,266.00 $564,857.50 573,041.40 $593,508.50 $597,867.00 The low bidder on the project was Richard Knutson, Inc. with a bid amount of $459,822.50. This bid has been reviewed and found to be in order. The low bid also compares favorably with the engineer's estimate of $460,000.00. The bid is 17% higher than the amount presented in the preliminary report. As a result, it is expected that assessments will have to be increased $400 per acre to cover the increased cost. 2335 West Highway 36 • St. Paul, MN 55113 • 612-636-4600 City of Medina File No. 19059 October 1, 1993 The following shows Richard Knutson's bid amounts for the five alternate bids and how they compare to the average of the lowest five bidders. We would expect the floating option to have a 90% chance of success. However, there is some risk involved in the base bid in that it is possible that failure of the pipe could occur. If this were to happen, piling would need to be placed to support the pipe. Placing piling to correct the situation in the event of pipe failure would be required at a cost of $77,300.00 based upon Alternate Bid No. 3. If the City were to select Alternate Bid No. 3 at the onset of the project, the increase would be $55,814.00. Alternate Bid Nos. 1 and 2 provide for other alignments for the pipeline between Manhole 281 and 285. Based upon the bid amounts, I would recommend that the City pursue Alt. Bid No. 2 - East Alignment to provide the alignment between Manholes 281 and 285. This alternate provides an alignment option that is shorter, but results in greater trench depths and closer working conditions. Sheeting may be necessary to protect building foundations adjacent to the trench. Alternate Bid No. 2 will add $3,010.00 to the base bid amount. Alternate Bid No. 4 provides for construction of lateral sewer to serve the five residents along County Road 116 near Meander Road. Alternate Bid No. 5 provides for construction of lateral sewer and water main on Evergreen Drive near the Thorp Building. We would expect that the City could save $5,000 on each of these projects if they were rebid. We would not recommend award of these alternatives. We are therefore recommending that the contract be awarded to Richard Knutson, Inc. for the amount of $462,832.50 which includes Alternate Bid No. 2 only.
