RESOLUTION NO. 13-8657
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, SETTING THE
PROPOSED MILLAGE RATE OF 9.3000 OF AD VALOREM
TAXES FOR THE CITY OF OPA-LOCKA, FLORIDA, AS
REQUIRED BY LAW, FOR THE BUDGET FOR FISCAL
YEAR 2013-14; ESTABLISHING THE DATE, TIME AND
PLACE FOR THE FIRST AND FINAL PUBLIC HEARINGS
TO CONSIDER THE PROPOSED MILLAGE RATE AND
TENTATIVE BUDGET FOR FY 2013-14; AND DIRECTING
THE CITY MANAGER TO FORWARD A COPY OF THIS
RESOLUTION TO THE MIAMI DADE COUNTY PROPERTY
APPRAISER; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, Section 200.065, Florida Statutes, provides that a taxing authority
shall advise the Property Appraiser and Tax Collector within thirty-five (35) days of
service of the Certification of Taxable Value on July 1, 2013, of its proposed millage rate,
its current year rolled-back rate, and the date, time and place of the first and final budget
hearings, at which time public hearings will be held to consider the proposed millage rate
and the tentative budget; and
WHEREAS, the City Manager of the City of Opa-locka has recommended a
proposed millage rate of 9.3000 for Fiscal Year 2013-2014, commencing October 1,
2013, and ending September 30, 2014.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The proposed tax levy and millage rate for the City of Opa-locka,
Florida for Fiscal Year 2013-2014, commencing October 1, 2013, through September 30,
2014, is hereby proposed to be 9.3000 mills, which is $9.3000 per $1,000.00 of assessed
property value within the City of Opa-locka. This represents a 3.00% increase over the

rolled-back rate of 9.0295 mills, which is $9.0295 per $1,000 of assessed property value
within the City of Opa-locka.
Section 3. The date, time and place of the public hearings to consider the above
proposed millage rate and tentative budget shall be as follows:
FIRST BUDGET HEARING:
Date: Wednesday, September 11, 2013
Time: 5:01 pm
Place: Town Center

SECOND BUDGET HEARING:
Date: Wednesday, September 25, 2013
Time: 5:01 pm

In the event that the Board of County Commissioners of Miami-Dade County,
Florida or School Board schedule any County Budget Hearing on a date set for a City
Budget Hearing, the City Manager is authorized to change the date of either or both of
the Budget Hearings.
Section 4. The City Manager is hereby directed to transmit a certified copy of this
Resolution to the Miami-Dade County Property Appraiser and the Tax Collector of
Miami-Dade County.
Section 5. This Resolution shall be effective immediately upon its adoption.

Staff is recommending a proposed millage rate of 9.3000. This millage rate would be considered a 3.00%tax
increase. Due to reduced property values,the rolled-back rate is calculated at 9.0295. This would be considered
a 0%tax increase; however budgeted tax revenue would be reduced by$169,530.

Description: Florida Statute 200.065 requires the City of Opa-locka to provide budgetary information
to the Miami Dade County Property Appraiser's Office including the proposed millage
rate, the rolled-back millage rate and the date, time and place of the first and final budget
hearings to be held to consider the proposed millage rate and the tentative budget for the
upcoming fiscal year.
Financial Impact: The millage rate of 9.3000 is expected to generate total taxes of $6,135,302. We will
budget 95% of this amount or$5,828,540.
Implementation Timeline: Before August 1, 2013.

Recommendation(s): Staff recommends approval.
Analysis: Staff is recommending a proposed millage rate of 9.3000. This millage rate would be
considered a 3.00% tax increase. Due to reduced property values, the rolled-back rate is calculated at 9.0295.
This would be considered a 0%tax increase;however budgeted tax revenue would be reduced by$169,530.
