Roll Call The City of Tiffin City Council held a work session Tuesday, March 16, 2021 at the City Hall Council Chambers. This was a meeting open to the public through the Iowa Open Meeting Law but due to the current public health emergency (Covid-19) most councilpersons were participating in the meeting electronically as allow by the Iowa Code, Chapter 21. Mayor Berner called the meeting to order at 6:04 PM. Upon roll being called the following members were present: Al Havens present via Microsoft Teams, Jim Bartels via telephone, Eric Schnedler, Chris Olney, Skylar Limkemann. Others present City Clerk Abigail Hora, Public Works Director Brian Detert, and Building Official Brian Shay. B. Agenda Additions/Agenda Approval Motion to approve agenda by Schnedler. Second by Limkemann. All ayes, agenda approved. C. Discussion of Fire Department Transition and Timeline for City of Tiffin Fire Chief Discussion: Mayor Steve Berner does not believe the City should hire a full-time fire chief. Council person Eric Schnedler discussed other funding options like through the building department, and the townships. Council person Chris Olney believes we should have a plan to transition in a few years down the road. Council person Skylar Limkemann is in full support of hiring a full-time fire chief. He wants to ensure we get the right person for the job. Limkemann provides factual data to support this position. Former Chief Brian Detert does not believe the City should hire a full-time fire chief. Current Chief Brad Hill is willing to run the department as a volunteer chief. Council person Jim Bartels likes the idea of advertising for the position but not in favor of a full-time position. Council Person Al Havens does not want to hire a chief and find duties if they are not needed, we should concentrate on compensating the current fire department. D. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Approval of City Council Minutes Motion to approve consent agenda which includes City Council Minutes by Limkemann. Second by Bartels. All ayes, consent agenda approved. F. Mayoral Proclamation 1. G. Motion to table Resolution 2021-020 A Resolution Approving the Name Change of a portion of Ireland Avenue to Roberts Ferry Road by Limkemann. Second by Schnedler. All ayes, motion carried. 2. Resolution 2021-021 A Resolution Approving Alliant Energy to Install the Street Lights within the Ridgeway Heights Part Two and for the City of Tiffin to Accept Financial Responsibility Thereof. Motion to approve Resolution 2021-021 A Resolution Approving Alliant Energy to Install the Street Lights within the Ridgeway Heights Part Two and for the City of Tiffin to Accept Financial Responsibility Thereof by Schnedler. Resolution 2021-022 A Resolution for the Final Acceptance of the Soccer Field Parking Lot Expansion Project, Tiffin, Iowa Contractor LL Pelling Co. Motion to table Resolution 2021- 022 A Resolution for the Final Acceptance of the Soccer Field Parking Lot Expansion Project, Tiffin, Iowa Contractor LL Pelling Co. by Bartels. Second by Limkemann. All ayes, motion carried. 4. Resolution 2021-023 A Resolution for the Final Acceptance of the Original Town Urbanization Phase One. Motion to approve Resolution 2021-023 A Resolution for the Final Acceptance of the Original Town Urbanization Phase One by Limkemann. Second by Olney. Consideration of Pay Estimate #11 Final LL Pelling, Original Town Urbanization Project Phase One Motion to Approve by Olney. Second by Bartels. All ayes, motion carried. 5. Discussion and Consideration of Proposal Renewal from the Community Cat League for the Trap- Neuter-Return Program and Council Action as Needed. Motion to approve by Schnedler. Second by Bartels. All ayes, motion carried. 6. Discussion and Consideration of Additional Utility Bill Assistance for 819 Jackson Street and Council Action as Needed. Discussion: Motion to disconnect water at 819 Jackson Street on th March 17, 2021 by Schnedler. Second by Olney. All ayes, motion carried. L.
