Work Session - Call to Order 6:00 PM
A. Roll Call
The City of Tiffin City Council held a work session Tuesday, March 16, 2021 at the City Hall Council
Chambers. This was a meeting open to the public through the Iowa Open Meeting Law but due to the current
public health emergency (Covid-19) most councilpersons were participating in the meeting electronically as
allow by the Iowa Code, Chapter 21. Mayor Berner called the meeting to order at 6:04 PM. Upon roll being
called the following members were present: Al Havens present via Microsoft Teams, Jim Bartels via
telephone, Eric Schnedler, Chris Olney, Skylar Limkemann. Others present City Clerk Abigail Hora, Public
Works Director Brian Detert, and Building Official Brian Shay.
B. Agenda Additions/Agenda Approval
Motion to approve agenda by Schnedler.
Second by Limkemann.
All ayes, agenda approved.
C. Discussion of Fire Department Transition and Timeline for City of Tiffin Fire Chief
Discussion: Mayor Steve Berner does not believe the City should hire a full-time fire chief. Council
person Eric Schnedler discussed other funding options like through the building department, and the
townships. Council person Chris Olney believes we should have a plan to transition in a few years down
the road. Council person Skylar Limkemann is in full support of hiring a full-time fire chief. He wants to
ensure we get the right person for the job. Limkemann provides factual data to support this position.
Former Chief Brian Detert does not believe the City should hire a full-time fire chief. Current Chief Brad
Hill is willing to run the department as a volunteer chief. Council person Jim Bartels likes the idea of
advertising for the position but not in favor of a full-time position. Council Person Al Havens does not
want to hire a chief and find duties if they are not needed, we should concentrate on compensating the
current fire department.

2. Resolution 2021-021 A Resolution Approving Alliant Energy to Install the Street Lights within
the Ridgeway Heights Part Two and for the City of Tiffin to Accept Financial Responsibility
Thereof. Motion to approve Resolution 2021-021 A Resolution Approving Alliant Energy to
