Approval of the January 19, 2022 Park Commission Meeting Minutes 25 26 A motion was made by Morrison and seconded by Sharp to approve the January 19, 2022 Park 27 Commission meeting minutes as presented. 28 29 A roll call vote was performed: 30 31 Bernhardt aye 32 Hutchinson absent 33 Norman aye 34 Sharp aye 35 Webster aye 36 Morrison aye 37 38 4. CITY COUNCIL UPDATE 39 40 Councilmember Cavanaugh provided an update from recent council meetings and activities including 41 finalization of rooftop elements, easement vacation, the industrial park proposal near Willow and 42 Medina Park Commission Meeting Minutes - DRAFT February 16, 2022 Page 2 of 4 Highway 55, and the BPS Properties and Medina Ventures projects off of Arrowhead and Highway 55. 1 There were no questions. 2 3 5. LAKESHORE PARK SURVEY RESULTS DISCUSSION 4 5 Morrison detailed the three parks west of County Road 19: Walnut Park, Maple Park and Lakeshore Park. 6 She noted the survey results, and varied comments. 7 8 Scherer noted the playground equipment was last updated fifteen plus years ago, and the goal for 9 Lakeshore Park is to add more variety for more age groups. 10 11 Norman noted that a majority of survey participants asked for more picnic tables (three to five) that could 12 be placed under the pavilion or picnic shelter. She also noted the consensus of participants want to see 13 added functionality for ages five to twelve; and if we do change the swing sets add two traditional so two 14 friends could swing side by side. 15 16 Sharp stated the park is a beautiful, underutilized area, and if we proceeded with a court it would seem 17 like a half court is most we could consider without eating up all the space. Whatever we finalize, we need 18 to make sure any updates meet accessibility requirements. 19 20 Bernhardt echoed other commission comments and added that parking considerations might be an 21 important topic. 22 23 Webster agreed with adding more seating and a pavilion. After visiting the park recently, his first 24 impression was the park could be more welcoming, with designated spots for parking. The play structure 25 could be replaced with something for a broader age group, like something that could vary from ages two 26 to twelve. A non-permeable surface like a basketball court doesn’t feel like a good fit for this area, but if 27 we do consider it, maybe the court could be multi-purpose, to accommodate other sports mentioned in the 28 survey, like pickleball. 29 30 Cavanaugh liked the idea of a multi-purpose court. The survey recognizes that the area is underutilized. 31 32 Jans takeaway from the survey was a desire to preserve the open space feel, that welcomes all ages, from 33 five to twelve. 34 35 Morrison mentioned noise associated with any court or hard surface. Also, strong comments in the 36 survey about keeping or taking down trees. She also mentioned parking issues in this area. 37 38 Discussion took place about considering hard surface areas to be located at Maple Park and whether the 39 right of way across from the park could be used to create a few parking spaces. The commissioners 40 agreed that further discussion to pinpoint whether our goal is to welcome residents from outside the 41 neighborhood vs. within the neighborhood should go back to the subcommittee (Hutchinson and Webster) 42 to refine and for a phasing plan. 43 44 Medina Park Commission Meeting Minutes - DRAFT February 16, 2022 Page 3 of 4 6. PARK ACQUISITION – 2120 CHIPPEWA ROAD 1 2 Finke referenced the memo included in the packet pertaining to the park acquisition purchase. Based 3 upon housing development in this vicinity, the tentative park opening date is 2026, which would suggest 4 that some preliminary engagement planning should commence in 2023. The main question to think about 5 is how much land the City wishes to hold for a neighborhood park. The parkland purchase totals 6 seventeen acres. In comparison Fields of Medina park is 10 acres. There is no formal action required by 7 the Park Commission at this time, however, is something we should think about. 8 9 Bernhardt commented that parkland north of highway 55 has potential to offer pickleball courts and 10 basketball courts, more acreage is better to possibly offer some of these amenities. 11 12 Morrison echoed Bernhardt’s comments; this land is especially valuable for the multitude of young 13 families and growth in this area. Open spaces and walking paths seem more important than additional 14 houses. 15 16 Finke presented a visual showing an overhead view of the acquisition property and a six-acre parcel 17 located just to the southeast, which will be deeded to the City once Weston Woods is recorded. This 18 entirely wooded area, as well as construction of a paved trail, is part of the Weston Woods development 19 agreement. 20 21 Scherer noted the Weston Woods development includes connecting trails up to the intersection of 22 Mohawk Drive and Chippewa Road; so the City would make a connection to the 2120 Chippewa Road 23 parkland. 24 25 7. PARK COMMISSION FUND UPDATE 26 27 Scherer talked through the balance of funds and the dent the new parkland will make to these balances. 28 For the Hunter Park renovation project, Scherer’s desire is to finish the current phase which includes the 29 ballfield, pickleball courts, and salvage the basketball court, or a portion of it, then stop for the time 30 being. This will allow the turf to establish and will still offer amenities for parkgoers to enjoy now. 31 32 Scherer clarified that if a portion of the seventeen-acre park acquisition was sold the park dedication fund 33 would be replenished. 34 35 Norman asked if an over-all look at the budget is available for park commission to view. She understood 36 parks received funding from entities like cell towers and wondered if those entities replenished funds 37 annually. 38 39 Finke added that often times developers whose projects are near undeveloped parkland show interest in 40 partnering with the City to develop the park as it is an incentive when marketing their homes. 41 42 Bernhardt commented that she walks past Hunter Park nearly every day and agrees with the 43 recommendation to move forward slowly and thoughtfully. 44 Medina Park Commission Meeting Minutes - DRAFT February 16, 2022 Page 4 of 4 1 8. STAFF REPORT 2 3 De Mars talked through the staff report and mentioned a call received from Hamel Hawks, to discuss 4 scoreboards and artificial turf, and that more information is expected for the March park packet. She 5 asked the commissioners to think about proposing a shuffle of park responsibilities, to include Will 6 Gunter, after his appointment. 7 8 9. ADOPT 2022 PARK COMMISSION GOALS 9 Item will be postponed until after Will Gunter’s appointment so park assignments can be updated. 10 11 12 10. HAC is seeking input on the concept to update and move scoreboards in order to provide a better gameday experience for the fans and players; and to allow for more fundraising opportunities for the Hamel Hawks and Hamel Athletic Club. Recommendation Review attachments, call upon HAC, Hamel Hawks, Daktronics to speak, poll commissioners for comments and input. Attachments 1. It was great to meet you in person, and we really appreciate everything you and the city do in partnering with the Hamel Athletic Club! In follow up to our meeting - We are providing the additional detail you requested for the exciting new scoreboard that we would like to put up at Fortin Field. I have attached the following: Fortin Field Scoreboard concept with a sample picture and dimension details. - You will notice that this also includes detail about the sponsorship blocks. As you can see, there is a side panel on each side which are each 7.2 Height X 5.9 wide , and includes spots for 3 sponsors on each of those sides. Those are DIGITAL, and will only be seen while the scoreboard is on and operating. The rest of the scoreboard is digital as well. The only static signs include the sign at the top for "Paul Fortin Memorial Field", and the sign at the bottom for "Donated by Hamel Lions" -The total scoreboard is 16.2' high, and 25' wide. The additional attachments provide more detail, including the costs breakdown. - As you will see, the bid estimate for the installation of the new scoreboard and take down of the existing scoreboard is, $23,850. Together with the Hamel Lions, we will take care of the costs of the new scoreboard and installation. If the city needs to pay for the installation, we will pay the city for that cost. We propose that the city would just take care of the electrical, which is outlined in the second attachment with those details above as well. We do already have sponsors that are on the existing scoreboards at Fortin, and a sponsor sign on the Quad 3 scoreboard. I have attached pictures of the quad 3 scoreboard that shows "Medina Entertainment Center" on the bottom. As well as the other 2 scoreboards that already have the bottom blocks there for a sponsorship sign to be attached, but we didn't have sponsors for those yet. So we would just attach the sign to that existing space as we sell those sponsorships. The existing Fortin Field scoreboard is approximately 18' X 14'. When we install the new scoreboard, that existing scoreboard would be moved to the Quad 3 field (back southwest corner). The scoreboard that is there now at Quad 3 is approximately 14' X 10' (so not much bigger). We appreciate you getting this in front of the park commission for their meeting next week. We plan on having Greg from the Hamel Hawks, one member from our HAC group, as well as the rep from Daktronics who is doing the scoreboard for us. CONTROL CONSOLE CONTROL OPTIONS All Sport® 5000 (see SL-03991) Wired (standard): One-pair shielded cable of 22 AWG minimum is required. MOUNTING Scoreboard is typically mounted on two or three vertical beams that require specific spacing. Hardware to mount scoreboard on two beams is included; hardware for more beams is at additional cost. Standard mounting uses I-beam clamps. Optional mounting method using angle brackets is also offered; maximum beam width is 12" (305 mm) and maximum beam depth is 22" (559 mm). SERVICE ACCESS Digit panels and electronics are serviced from either the front or rear of the scoreboard. GENERAL INFORMATION Scoreboard provides scoring capabilities for two teams. 100% solid state electronics are housed in an all aluminum cabinet. Scoreboard is shipped in two sections. Scoreboard power is to be provided on a dedicated circuit to prevent loss of game information due to failure of another component on the circuit. Applications to re-apply have been emailed to Youth Commissioner Cavanaugh and Jans, who both expressed interest, dependent upon their school schedule. Medina Morningside 2022 Field Reservations. The Orono Westonka Soccer Association and the Orono Baseball Association have reserved field space for the 2022 season. Subcontract Park Agreements. 2022 agreements have been negotiated for lawn and grounds maintenance and portable sanitation services for all City properties, and with HAC for the grounds and concession agreement at Hamel Legion Park. Clean-Up Day. Mark your calendars for Saturday, April 30th from 8:00 a.m. to noon! Lunch will be served from 10:00 to noon and Mayor Martin has volunteered to grill hotdogs.
