The City Council of the City of Lynwood hereby does resolve
as follows:
SECTION 1. Section 1 of Rule IX of Resolution No. 2843
hereby is amended to read as follows:
Section 1. Types of appointment: All vacancies in the
competitive service shall be filled by re-empioyment, transfer, lateral
entry, demotion, or from eligibles certified by the Personnel Board from
an appropriate empl oyment or promotional list, if available, ln the aUsence
of persons eligible for appointment in these ways, temporary appointment
may be permitted in accordance with the Personnel Ordinance and these
rules.
SECTION 2. Section 2 of Rule IX of Resolution No. 2843
hereby is amended to read as follows:
Section 2. Notice to Personnel Officer: Whenever a
vacancy in the classified service is to be filled, the appointing authority
shall notify the Personnel Officer. The Personnel Officer shall advise the
appointing authority as to the availability of employees for re-employment,
requests for transfer, or demotion, and of eligibles on employment or
promotional lists for the class. In the event the vacancy to be filled is a
position in the Police or Fire Departments, the appointing authority may
request that the~position be filled through lateral entry. If the Personnel

Officer determines that said position can best be filled t~irough the
recruitment of experienced personnel, the request of the appointing

authority shall be granted, and the position shall be filled through lateral
entry.
S~CTION 3. Section 3 of Rule IX of Resolution No. 2843 hereby
is amended to read as foltows:
Section 3. Order of certification: Whenever certification is to be
made, the employment lists, if each exists, shall be used in the following
order: Re-employment list, promotional list, open competitive list:
provided, however, that in the event the Personnel Officer has agreed to
fill the position through lateral entry, said lists may be disregarded and a
lateral entry list may be used in place thereof. Whenever there are fewer
than three names on a promotional list or an open competitive list, the
appointing authority may make an appointment from among such eligibles or
may request the Personnel Board to establish a new list. When so requested,
the Personnel Board may authorize holding a new examination and establishing
a new employment list.
SECTION 4. Section 2 of Rule VII of Resolution No. 2843 hereby
is amended to read as follows:
Section 2. Open competitive examinations: Open examinations
shalbe conducted for all entrance positions in all departments and in all newly
created positions unless it is determined by the Board that there are classified
employees who meet the requirements as prescribed in the specifications for
the position for which the examination is to be held. However, in the event
that the Personnel Officer has determined to fill a position through lateral
entry pursuant to Section 3 of Rule IX, a lateral entry examination, if such is
deemed necessary by the appointing authorities, shall be administered in lieu of
an open competitive examination. Examinations for all department heads may
also be open if it k~as been previously determinecl by a 4/5 vote of the City Council
that such examination shall be open. When an examination is declared open,
any permanent classified employee of the city shall have five (5) additional points
added to his final score as credit for service while in the employ of said city,
provided such employee shall have first received an earned passing grade.

SECTION 5. Section 3. 5 hereby is added to Rule VII of
Resolution No. 2843 to read as follows:
Section 3. 5. Lateral entry examinations: When the
Personnel Officer has determined to fill a position through the recruitment
of experienced personnel, pursuant to Section 3 of Rule IX hereof, the
advertisement for the position shall indicate the degree of ~xperience '
required and the examination, if any is to be given, shall be restricted
to candidates possessing the requisite experience and the other qualifi-
cations established for the position. Except as otherwise provided,
experienced personnel hired through lateral entry shall be subject to
the same rules and regulations as personnel with no prior experience.
Upon meeting all of the above requirements, lateral entry candidates
may be appointed to the subject position at any authorized step within the
salary range established for the position, subject to the approval of the
City Manager.
