Home My Public Portal About13-8664 Qualified Design Build Contractor for the Gateway Sponsored by: City Manager RESOLUTION NO. 13-8664 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE CITY MANAGER TO ADVERTISE AND ISSUE A REQUEST FOR PROPOSALS ("RFP") FOR A QUALIFIED DESIGN BUILD CONTRACTOR FOR THE GATEWAY ROUNDABOUT AT THE INTERSECTION ON NW 27TH AVENUE AND OPA-LOCKA BLVD, IN AN AMOUNT NOT TO EXCEED TWO THOUSAND ONE HUNDRED DOLLARS ($2,100.00), PAYABLE FROM PTP FUND, ACCOUNT NUMBER 47-541807, NOT A BUDGETED ITEM; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-locka ("City") desires to advertise and issue a Request for Proposals ("RFP") for a qualified professional contractor to provide design-build services for the Gateway Roundabout at the intersection of NW 27th Avenue and Opa-locka Blvd.; and WHEREAS, the Gateway Roundabout will improve the aesthetics of the intersection and offer digital display of traffic emergency alerts, weather warnings, commission/public meeting notices, and different visual effects; and WHEREAS,the intersection of NW 27th Avenue and Opa-locka Blvd is one of the gateways into the City of Opa-locka,and this location will be an integral part for the enhancement of the City; and WHEREAS, the Request for Proposals ("RFP") will require the bidder to provide design concepts with different options, WHEREAS, innovative concepts will be considered, but must comply with regulatory compliances; and Resolution No. 13-8664 WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City Manager to advertise and issue an RFP for a qualified design build contractor for the Gateway Roundabout at the intersection of 27th Avenue and Opa-locka Blvd. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka,hereby directs and authorizes the City Manager to advertise and issue a RFP for a qualified design build contractor for the gateway roundabout at the intersection on NW 27th Avenue and Opa-locka Blvd, in an amount not to exceed Twenty-One Hundred Dollars($2,100.00),payable from the PTP Fund,Account number 47-541807,not a budgeted item. Section 3. This Resolution shall take effect immediately upon adoption. Innovative concepts will be considered but must comply with regulatory agencies requirements. The scope will include design, all required permitting and construction of the Gateway Roundabout along with all necessary components, i.e. lighting, digital display system, landscape, sidewalk, pavement, drainage, marking, stripping, etc per Miami-Dade County and/or 11 ` Florida Department of Transportation (FDOT) standards, and construction per local, County, State and other applicable standards, rules and laws. The northwest intersection of NW 27th Avenue and Opa-locka Blvd is one of the gateways to the City. The current geometry at the intersection will allow safety improvement, aesthetics and vehicular movement enhancement, as well as provide information dissemination with the use of the digital display board as shown in the attached sketch. The Gateway Roundabout will increase the City's image to the public. 1 Page Analysis The Gateway Roundabout will provide an opportunity to improve the aesthetics of the intersection and digital display at the Roundabout will provide weather warning, traffic/ emergency alerts, commission/public meeting notices, and different visual information.
