CALL TO ORDER: CITY OF TEMPLE CITY CITY COUNCIL MINUTES FEBRUARY 16, 1982 Mayor Merritt called the regular meeting of the City Council to order at 7:31 p.m. on Tuesday, February 16, 1982, in the Council Chamber of the City Hall. 2. The invocation was given by Dr. Ed Linberg, Temple City Christian Church, 9723 Garibaldi Avenue. 3. The Pledge of Allegiance to the Flag was led by Mayor Merritt. 4. ROLL CALL: Present: Councilmen- Atkins, Dennis, Gillanders, Tyrell, Merritt Absent: Councilmen -None Also Present: City Manager Koski, City Attorney Martin, Assistant City Manager Kimbrough, Planning Director Shaw, Parks and Recreation Director Kobett, and Julie Estrada, Temple City Times At this-time Mayor Merritt presented former Planning Commissioner, Jerry Seibert, a plaque, expressing Council's appreciation for his service over the past eight years. Mr. Seibert thanked the Council, stating he had enjoyed working with the Council and appreciated the opportunity to serve. 5. CONSENT CALENDAR: In presenting the Consent Calendar, City Manager Koski stated the City had received an appeal to Planning Commission decision relating to Item C(1) and requesting 30 days in which to abate the nuisance. Councilman Gillanders moved to grant the appeal and approve Items A through H on the Consent Calendar as recommended, seconded by Councilman Atkins and carried. A. APPROVAL OF MINUTES: Regular Meeting of February 2, 1982 Approved as written. B. RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of February 3 (1) CLOVERLY AVENUE AND GIDLEY STREET - PARKING REGULATIONS AND STALL MODIFICATION Rescinded the two hour regulation zone on the west side of Cloverly Avenue north of Gidley Street. (2) GRACEWOOD AVENUE (SANTA ANITA CONVALESCENT HOSPITAL AND RETIREMENT CENTER) - PARKING REGULATIONS AND STALL MODIFICATION Extended the passenger loading zone on the east side of Gracewood Avenue north of Daines Drive, and modified the passenger loading zone southerly of the main entrance adjacent to a wheelchair ramp north of Daines Drive. (3) LOWER AZUSA ROAD AND TEMPLE CITY BOULEVARD - COMMERCIAL LOADING ZONE Approved a commercial loading zone on the south side of Lower Azusa Road east of Temple City Boulevard, and rescinded the "Mail Box Use Only" white zone on the east side of Temple City Boulevard south of Lower Azusa Road. Council Minutes, February 16, 1982 - Page 2 C. RECOMMENDATIONS FROM PLANNING COMMISSION - Meeting of February 9 (1) PROPERTY NUISANCE CASE NO. 82 -73 - 5535 N. Pal Mal Avenue Adopted Resolution No. 82 -2050 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DECLARING CERTAIN PREMISES TO BE A PUBLIC NUISANCE, AND ORDERING ABATEMENT THEREOF, providing 30 days in which to accomplish the abatement. (2) PLANNING COMMISSION ACTION Received and filed memo relating to action taken by the Planning Commission at their regular meeting held February 9, 1982. D. APPROVAL OF SURVEY MONUMENTS: TRACT NO. 32644 - 9925 -9941 GARIBALDI Approved the monument work and released the surety bond in the amount of $370.00. E. APPROVAL OF VENDORS ALONG PARADE ROUTE - 38TH ANNUAL CAMELLIA FESTIVAL Approved five vendors recommended by the 38th annual Camellia Festival for Saturday, February 27, 1982 subject to the required Certificate of Insurance where applicable. F. RESOLUTION NO. 82 -2047: ESTABLISHING VOTING PRECINCTS Adopted Resolution No. 82 -2047 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, ESTABLISHING VOTING PRECINCTS FOR-GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, APRIL 13TH, 1982, FOR THE ELECTION OF CERTAIN OFFICERS OF SAID CITY AS REQUIRED BY THE PROVISIONS OF THE CHARTER OF THE CITY OF TEMPLE CITY. G. RESOLUTION NO. 82 -2048: EMPLOYMENT OF PERSONNEL Adopted Resolution No. 82 -2048 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL. H. RESOLUTION NO. 82 -2049: WARRANTS AND DEMANDS Adopted Resolution No. 82 -2049 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $100,419.09, DEMAND NOS. 3477 THRU 3538. 1 6. UNFINISHED BUSINESS: None. 7. NEW BUSINESS: None. 8. COMMUNICATIONS: A. Claim for Damages - Sperling, 9902 Howland Drive City Manager Koski presented claim for damages alleged to have resulted from the chip seal project. Councilman Tyrell moved to deny and refer to JPIA, seconded by Councilman Gillanders and carrie 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward. RECESS TO CRA: At this time Council recessed to meet as the Community Redevelopment Agency. all members being present; approved the minutes of the February 2, 1982 meeting and adopted a resolution approving warrants and demands. ACTION ON REQUEST BY CRA: There was no action to be taken. 11. MATTERS FROM CITY OFFICIALS: A. Rate Deregulation of Cable Television Systems - AB 699 City Manager Koski stated the California Public Broadcasting Commission is currently holding hearings regarding rate deregu- lation, community programming and other aspects of AB 699 which became effective January 1, 1980 and which will sunset January 1, 1984. Councilman Atkins moved to instruct staff to communicate with the California Public Broadcasting Commission opposing rate deregu- lation, seconded by Councilman Tyrell and carried. B. Transportation Service for the Handicapped and Elderly City Manager Koski stated a memo went to Council on Friday regarding the Mid - Valley Manpower Consortium which has been providing service in surrounding communities. Estimated cost of participating is $35,000; 30% City, 60% local transportation fund, and 10% fare box revenue. Councilman Atkins moved to instruct staff to prepare a letter of intent to participate in the consortium, seconded by Councilman Tyrell and carried. C. Councilman Tyrell noted that Sheriff's Temple station commander wrote a letter of commendation to William Hart, Animal Control Officer, who was instrumental in picking up juveniles in the process of a burglary. D. Councilman Atkins directed Council's attention to the San Gabriel Valley Association of Cities meeting to be held Thursday, February 18, 1982; the Association will also conduct a seminar for candidates to be held Saturday, February 20 in Monterey Park. 12. ADJOURNMENT: On motion by Councilman Atkins, seconded by Councilman Tyrell, meeting adjourned at 7:47 p.m. Next regular meeting of the City Council will be held Tuesday, March 2, 1982, at 7:30 p.m. in the Council Chamber of the City Hall.
