DESIGNATION OF FEDERAL AID URBAN ROUTES IN SAID CITY
WHEREF.S, Title 23 U.S. Code Secti.on 103(d) states that;
After June 30, 1976, the Federal-aid urban system shall be located
in each urbanized area and such other urban ar~as as the State high-
way departments may designate and shall consist of arterial routes
and collector routes, exclusive ol urban extensions of the Federal-
aid primary system. The routes on the Federal-aid urban system
shall be desig~nated by appropriate l~cal otficials, with the con-
currence of the State highway departments, subject to the approval of
the Secretary and in the case of urbanized areas shall also be in
accordance with the planning process required pursuant to the provisions
c~f Section 134 of this Title; and,
SVHEREAS, the 1973 Federal Aid Iiighway Act Section 143D
states that Federal-Aid Systems real.ignment shall be based upon anticipated
functional usage in the year 19F30 or a planned connected system; and,
WHEREAS, the 1980 runctional Usage Study will serve as
the basis for determining eli~;ibilit,y for lederal-Aid Systems and has
served as the basis for requesting streets to be on ~tlie Federal- Aid
Urban System; and,
~VHER~AS, the approval o~ the 19E0 Functional Us~ge Study
v~ill not preclude future adjustments of street classit'ications due to
changing population, travel and land use; and,
~UHEREAS, the Functional Us<i~e Stuc.y map is consistent with
the 1980 Functional Usage Systeins of' contin~;uous jurisd.ictions and is
satisfactory to the California Department of Transportation; and,
NOZV, THI;REFORr, I3E IT RIsSOLVI;D that the CitS~ Council of
the Cit.y ot Lynwood hereby rec~uest approval of the 19~0 Functional Usage
Study and the Federal-Aid Urban System as forwarded by the City to the
California Department of Transportation.
