A RESOT~TJT'ION OF ~ CITY C~OUNCIL OF THE CITY OF
LYNWOOll, CALIFORNIA, iPR.GING IIN~~DIATE OOnM~INCE-
MENT OF CONSTRUCPION OF THE I-105 (~QV'I'[TRY)
FREEWAY,
WHEREAS, the Ca.lifornia Department of Transportation, lmown as
CAi.;1~tANS, has proposed a Transportation Project, the I-105 (Century) Free-
way, r„o meet che growing traffic congestion in the southern area of Los
Ar~geles County; and
WHER.EAS, existing and projectect traffic volwnes as stated in studies
prepaxed by CALTRANS establish an identifiable need for the I-105 FY~eeway as
ax~ eight-lane facility, including a center transitway; and
WHEREAS, the California Division of Highways made ntunerous studies
of alternative routes over which the I-105 F`reeway could be built, and the
Caiifornia Highway Comni.ssion held hearings on and made a final decision upon
the final routing for said highway; and
Wf~R:E,AS, the City and County of Los Angeles and all but one of the
cataes along the finally selected route of said freeway have signed binding
fr°eeway ~greements, and the cities through which the proposed I-105 Freewa.y
will pass a,re in favor of the eight-lane facility; and
~, the I-105 project will provide significant relief from the
growi.ng congestion in the area, enhance the operation of the entire Los
Ang~les ~x°ea ~xeeway system, including access to Los Angeles International
Airport, a.nd provide increased mobility of residents in South Central Los
Angel.es; and
WHEREAS, CALTRANS has acquired approximately 85% of the I-105
Ccrridor right-af-way properties and a majority of the affected residents
and businesses in the freeway corridor have been relocated, and the
, remaining property owners in the project corridor are being denied their
individual Civil Rights due to a court injunction restraining them from
sel.ling their properties; and
WHfftF,AS, the~e is an urgent need to avoid deterx`or~tion of the
ne.ighborhoods in the projeat corridor, and the State of California is
~pending in excess of $100,000 per month for maintenaxice and secwraty
costs in the pro,7ect corridor, and this rmney could be better spent on
constru~tion coats for said project which would provide needed jobs for
*he ~,r°~a; and
Wf~:EAS, Federal A~d is available to pay 92% of the total con-
struction costs of' the proposed I-105 eight-lane with a center transitw~ay
facility; and
WI~REAS, the environmental effects of the project have been
e~austively~ studied, mitigating procedures ha,ve been proposed, and the
total effects f°ound to be rcpre favorable than any alternate considered,
including the "no project" alternative; and
WHII~EAS, the construction of the I-105 Freeway has been delayed
due to litigation on the ~vironmental Impact Stat~nent, and any major
down-scoping of the freeway will require new designs, new public hearings,
ne~v Environmental Impact Staternents and increased delays~
NOW, THEREFiORE, BE IT RESOLVED tha.t the City Council of the City
of Lynwood does hereby:
1. Reaffirm its support of the eight-lane with a center transit-
way I-105 (Century) Freeway design;
2, Desire to impose a"Freewa,y-use only" restriction on all
I--105 (Century) Freeway right-of-way properties presently
owned and yet to be acquired;
3, Petit.ion Donald Eo Burns, Secretary of the St~te Business
and Transportation Agency, to irm~ediately allocate State of
California funds, 8% of total project costs, as matching
funds for #he 92% in available federal aid for construction
of the T-105 eaght-lane facility with a center transitway;
4. Urge the Cali~ornia Highway Conmission and Division of
Highways to proceed irrmediately, without further debate or
delay, with the construction of said I-105 (Century) Freeway;
