HomeMy Public PortalAbout76-053 (06-29-76), RESOLUTION N0. 7E_G3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD SETTING FORTH THE SALARIES BY CLASSIFICATION OF ITS OFFICERS AND EMPLOYEES, AND OTHER BENEFITS BE IT RESOLVED BX THE CITY COUNCIL OF THE CITY OF LYNWOOD AS FOLLOWS: Section l. That Resolution No. 62-43 of the City of Lynwood adopted the 3rd day of July, 1962, prescribes the time and method of paying salaries and wages of the officers and employees of said City, as required by Section 37106 of the Government Code of the State of California. Sect~_ion 2. That the salaries and wages for officers and ernployees for the various classifications fallin~ within the schedules, attached hereto and made a part hereof, effective at the beginning of the first regular pay period subsequent t~o the adoption of this resolution. 1 A. Salaries. For those employees under the basic five-step salary plan, the beginning salary sYlall be at Step "A" or the lowest salary shown for the position. However, where circumstances so warrant, appointment may be made at oLher than tYie first step, or after appointment, an inter- mediate step may be skipped vahen recommended by the City ~ Mana~er. ~ncreases throughout the remainder of t:ne steps r shall be g~iven~upon recommendation of the department head and approval of the City Mana~;er, until the highest or top step is reached. Step raises shall generally be at six-month intervals from the effective day of employment, commencing on the next succeeding pay period date from the actual anniversary date. Salary increases, over and above the top step, snall be grar.ted police officers through the r°ank of Lieutenant upon receipt of an "Intermediate" or "Advanced" POST certificate. B. Standby Pay. Standby pay is determined to be a flat-rate payment for performance of all typical service and routine staridby functions. Wnere standby man in emergency functions, all personnel including the standby man shall be paid at straight time rate during the period of such work. Should situations develop where the standby man is not required to assist in tYiese emergency operations but continues to perform hi.s normal standby functions, such shall be accomplished under the basic flat-rate pay program. A public works standby shift for all working days is hereby fixed as a duty period extending from 4:00 PM to 8:00 ANi of the following day. From 8:00 AM on Saturdays, Sundavs, and Holidays to 8:00 AP1 of tne following day shall be considered as two (2) standby shifts. All employees during the period they are scheduled f'or such duty shall perform such services as may be designated by their respective Superirltendent, Supervisor, or the C~ty Mariaf,er, and sha11 be available at all times during the duty shifL- for emeroency work. No overtime credit shall be accrtzed to employees working standby shifts. A police detective standby schedule is hereby fixed as a continuous seven-day period wherei_n a police detecti.ve is on emergency call to provide investi.gative assistance. -2- All detectives during the peri.od they are scheduled for such duty shall perform such services as may be desionated by the Chief of Police, Watch Commander, or Detective Lieutenant, and shall be available at times during the duty schedule for emergency work. C. Tool Allowance Garage employees who are required to use personal tools for City business shall receive an annual tool allowance of $75. D. Mileage Reimoursement. With the approval of the Departnient Head and the City Manager, the City will reimburse full-time employees and hourly recreation personnel required to use their personal vehicles for the purpose of conducting City Business on the following basis: Mileage During Calendar Month Amount Per ~ile 1-100 $ •13 101-500 .10 Over 500 ,~g Hourly recreation personnel will be compensated only for out-of-town job related milea~e. Necessity for payment of out-of-town mileage must be approved by the employee's supervisor. The employee must document the date, destination and beginriin~ and ending odometer reading from his vehicle in supporting the request. Said information must be logged on Expense Reimbursement Form when requesting payment. E. Uniform and Clothing Allowance. Uniformed Police Officers shall supply their initial complements of -3- ur,ii'orms at their own experise. Thereafter the City will furnish annually, during each fiscal year, a uniform replacement allow- ance of $80 to each employee in the position cf Police Officer, Sergeant, and Lieutenant. Uniformed officers shall receive a jacket as a repl.acement of initial equipment on the basis of necessity upon the determination of the Chief of Police. It is contem- plated that such replacement will normally be necessary once every four (4) years. The City will furnish annually to all hourly recreation employees two (2) shirts and one (1) windbreaker identifying them as City employees. Al1 Natatorium personnel shall be provided with one (1) swim suit annually to identify them as City employees. The City will furnish Public Works and Park Department employees whose duties require wearing uniforms, three (3) uniform changes, plus one (1) additional shirt, per week. rire Personnel for the ranks of Fireman through Captain shall receive annuall~ a uniform allowance of One Hundred Twenty-Five Dollars ($125) for each fiscal year. Payment for all uniform and clothing allowances shall be made at the completion of the first regular pay pe.riod following August l, 1976. Section 3. Overtirne. The City shall accord overtiMe benefits to all employees provided by the Fair Labor Standards Act of 1g74. -4- Section ~. Premium Pay. To encourage employees in undertaking outside study to the end that they may perform their duties in a more efficient manner, a system of premium pay, over and above established pay schedules, is hereby established. Premium pay is allowable for completed courses of approved subjects at accredited schools, and is fixed at $1.00 per month for each serriester hour of work satisfactorily completed by the employee with a grade of "C" or better. Maximum pay is fixed at $40 per month. Police Officers, upon receipt of a salary increment as a result of attaining an Intermediate or Advanced POST Certificate, shall cease to receive any premium pay accrued prior to the effective date of the above-described increment. Said police officers may begin anew to undertake outside studies as herein described and shall receive premium pay for acceptable courses undertaken subsequent to the receipt of the In~ermediate or Advanced POST Certificate up to a maximum pay of' $40 per month. Firemen, upon completion of 30 units, 21 units in Fire Science and 9 in fire science related courses, shall be paid 2-1/2% of base salary. Upon attainment of a 2.5% achievement level, a fireman may receive $1.00 per semester unit in addition to the 2.5% for job-related courses taken subsequent to achieving the 2.5% level with a maximum of $40 per month or until attainment of a Associate in Arts degree in Fire Science from an accredited institution, at -5- which time such employees shall receive 5% of base salary. A fireman may receive an additional $1 per semester unit for job-related courses subsequent to achieving the 5% level up to a maximum of $40 per month. A semester hour is defined as one hour of classroom work per week for one semester of 18 weeks, plus necessary outside study. Al1 courses of study must have prior approval by the department head and tne City Manager in order to receive premium credit. Accredited schools are herein defined as college, junior colleges, or universities, or such other institutions as may be approved by the City Manager. Suitable written certification from the school showing satisfactory completion of each course shall be submitted to the Personnel Officer for personnel records. Premium pay shall commence the first pay period after the first of the month following the submission of written certification. The City will contribute 50% of the cost of tuition over $10 where the cost of such tuition exceeds the sum of $10 per semester couz°se while the employee is accruing tYie $40 per month maximum pay. For members of the Lynwood City Employees Association, the City will contribute 50% of said costs not to exceed the sum of $10 per course unit. The provisions of this section do not apply to hourly ernployees or employees undertaking an approved course durirlg a regular work day or assigned shift. -6- Section 5. Longevit~ Program. A longevity program is hereby established for all regular full-time City employees as follows: 1% of base salary at the end of seven (7) years of ser~vice; an additional 1% of base salary at the end of twelve (12) years of service; and an additional 1% of base salary at the end of severlteen (17) years of service. Emplo,yees in the Police Department rnust obtain either an Intermediate or Advanced POST Certificate prior to receiving lon~evity pay~ . Section 6. Acting Supervisory Compensation. At such time as a Miscellaneous or Police Supervisory position becomes vacant for reasons of sick leave, leave of absence or injury or. duty status, for a period exceeding thirty days, t,1en the employee replacing said supervisor shall receive compensation at a rate equal to the "A" step of the rate of the supervisory position or sucn step in that range next hi~,her than that rate which the o£ficer is currently receiving. Such additional compensation would commence on tl-ie thirty-first da~~ and would continue until such time as the supervisor returr~s to work_. Tne employee performing those duties as desi~nated in this Section shall be selected by the Depar.tment Head. Section 7. Employee's Insurance Coverage. The City will contribute the employee's share toward any health insuranc?, accident insurance, or life insurance policies which the City Council agrees to provide. If desired, the -7- emp~o~aee may obtain coverage for members of his family. Such premium shall be borne by the employee and payment will be made by payroll deduction. Section 8. Nothing herein contained sha11. be construed in any way as affecting Personnel Ordinance No. 671 o~ the City of Lynwood, or the Rules and Regulations adopted pursuant thereto. Section 9.
