HomeMy Public PortalAbout006-2010 - State Highway Timetable.docCOMMON COUNCIL CITY OF RICHMOND, INDIANA RESOLUTION 6-2010 RESOLUTION URGING GOVERNOR DANIELS TO RESTORE TWO ROAD CONSTRUCTION PROJECTS IN RICHMOND TO THE PRIORITY LIST OF THE 2011 STATE BIDDING LIST WHEREAS, Two Richmond road construction projects, one for the reconstruction of Eighth and Ninth Streets (U.S. Highway 27) through the city of Richmond and the second for the complete replacement of South A Street from Third to 11th Street and on to East Main Street, were both scheduled to be on the priority list for the state bid list in 2011 for a 2012-2013 construction schedule; and WHEREAS, City officials learned in August of 2010 that The Indiana Department of Transportation (INDOT), citing lack of money, dropped the two projects described above from the priority list of the 2011 state bid list, resulting in the city not being eligible for priority consideration for funding until at least 2016; and WHEREAS, INDOT has since announced that the Eighth and Ninth street road reconstruction project and the complete replacement of South A Street from Third to 11th Street and on to East Main Street, are now being considered for the priority list for 2011 bidding, which, if approved, would return the projects to the 2012-2013 construction schedule; and WHEREAS, Both of these two road projects are critical infrastructure that are necessary and crucial keys to enhance our economic development efforts to support job retention and creation; and WHEREAS, Richmond has planned many required infrastructure projects to coincide with these two road projects, including our court-ordered handicapped ramp project and our court-ordered Combined Sewer Overflow (CSO) sewer projects; and WHEREAS, Eighth and Ninth streets through the city of Richmond are the major North-South artery through the city which are in dire need of repair, being subjected daily to heavy semi-trailer truck traffic along with high volume vehicular traffic; and WHEREAS, South A Street is a key commercial corridor and a crucial segment of the Historic National Road, US 40, that runs through the center of our city. This part of the road is in such terrible condition that in many places the holes in the road are so big that you can see below the original bricks from US 40; and WHEREAS, Reconstruction of Eighth and Ninth streets through Richmond and the complete replacement of South A Street from Third to 11th Street and on to East Main Street are essential to our economic development and to the vitality of our businesses as well as the economic impact for east central Indiana. NOW, THEREFORE, Be it Resolved by the Common Council of the City of Richmond that Common Council urges Governor Daniels to restore to the priority list of the 2011 state bidding list the reconstruction of Eighth and Ninth streets through the city of Richmond and the complete replacement of South A Street from Third to 11th Street and on to East Main Street.
