Steering Committee
Meeting Minutes YI_I
December 19 , 2017, 4 pm , Brewster Town }fall
Attending: Allin Thompson , Chris Miller, Judith Bruce, Chuck Bartlett
The meeting was called to order by the Chair at 4 ; 02 pm .
Minutes of November 14, 2017 were unanimously approved on a motion by Judith
and ra second by Chuck .
Report on activities ;
1 . Watershed Permit Pilot Project - Carole reported on the three components bring
developed under the Watershed Permit Pilot Project. A draft intermunicipal
agreement (IMA) has been sant to MassDFP and Cape Cod Commission for legal
review, Once comments are received , the draft IMA will be submitted to the Boards
of Selectmen for their review , Wright Pierce is putting together information
requests to the towns for information needed to develop a targeted watershed
manaage ►taent plan . MassDEiP is developing a draft set of conditions for the permit
It A summary of the l.) ilot project was submitted to the Bo7a'CIs of selectmen in
the last two weeks . 'rhe plan is to meet with each Board in January or caarly
February to review the status of these elements and a possible town meeting vote .
Chris suggested that it may not be necessary to present a placcholder article to (all
Boards, and perhaps meet only when the IMA is ready to sign . Carole agreed that it
should be up to each town 's Select Board as to how they want to handle the review.
In preparation for the third watershed pilot project workshop on January 17 , Chris
moved authorization to spend up to $ 500 for lunch for the next two workshops.
Judith seconded , noting that many participants travel frons off Cape For the
afternoon long workshops and this is a helpful gesture . The vote was unanimous .
Carole presented a revised proposal to continue technical support Form Wright
Pierco . Wright Pierce is compiling the 'rargeted Watershed Management Plan which
is a central part of the watershed permit, The proposalwas rev
rised aas requested by
the Steering Committee to fit within available funds. Mike Giggey of Wright Pierce
has noted that the completion of the TWMP may require more time depending on
how much information is provided by the towns, particularly on non - traadltlonal
technologies , Carole is continuing to explore other funding sources, Including SNEP
and MassDEP monitoring funds . Allin moved to authorkze the extension of the
lauachasu orde ►• with Wright; Pierce. for watersheckbased nutrient management
technical assistance in an amount of $ 33 , 000, to be paid out of the following grant
find sub -accounts of the Alliance account that contain available funds ; Sudbury
Foundation , Kelley Foundation , Freshwater Fund , Fertilizer Study. Chuck seconded
the motion and the vote was unanimous.
2 . Conversations are continuing to refine the scope of work provided by SMAST to 1 )
rein the current MGP linked model for the existing; town scenarios represented ill the
Composite analysis, 2) Collect the ecological data necessary to update the MEP
model, 3 ) use an updated MEP model to run an optimized nutrient reduCtioal
scenario (ie , TWMP ) , and 4) provide reports and meetings/ presentations. Bisect on
the anticipated next revision to the scope , task 1 may be something the Alliance
could undertake in 2018 to complete the composite analysis, however the
remaining tasks would require town appropriations. This will be discussed at the
December 27t1i watershed work group meeting,
3 . Permitting reviews and updates .
o In follow up to discussion at the November 141h Steering Committee meeting,
Nauset Marine East qualified for an amendment to the existing Ch 91 license .
A revised letter was sent to MassDEP concluding that a license amendment is
not subject to the categorical restriction ,
o The public hearing for a Catwalk at Countryside Drive is continued to
February 28t1r .
o There has been no further communication from Pleasant Bay Community
Boating.
4 . RMP Update 2018
The update of the Resource Management Plan is underway. "file Alliance has
requested GIS services from Cape Cod Commission with an offer for payment of
services . Carole proposed $ 3 , 000 in funds which Chuck reported are remaining
from FY17 funds. Judith moved to authorize the use of $ 3 , 000 of FY 17 funds to pay
the Cape Cod Commission for assistance in preparing maps for the 2018 resource
management plan update. Chris seconded the motion which passed unanimously ,
Carole also noted that there may need to be revisions to Memorandum of
Agreement forming the Alliance, to reflect the Watershed Permit 1 MA, Proposed
revisions will be discussed at the January 91h Steering; Committee meeting,.
5 . Administrative matters :
The 2018-Q1 meeting calendar has been distributed . FY2019 budget requests wore
submitted to the towns.
The ineeting was adjourned at 5 : 05 pm .
