CALL TO ORDER: Mayor Merritt called the regular meeting of the City order at 7:35 p.m. on Tuesday, March 2, 1982, in the Chamber of the City Hall. 2. The invocation was given by Dr. Jim Von Tungeln, Jr. Pastor, Arcadia Congregational Church. Council to Council Associate 3. The Pledge of Allegiance to the Flag was led by Mayor Merrit 4. ROLL CALL: Present: Absent: Also Present: Councilmen- Atkins, Dennis, Gillanders, Tyrell, Merritt: Councilmen -None City Manager Koski, City Attorney Martin, Assistant City Manager Kimbrough, Parks and Recreation Director Kobett, and Julie Estrada, Temple City Times At this time Mayor Merritt presented Captain John Butler expressing Council's appreciation for his service to the commander of Temple Station. Captain Butler thanked the it has been a pleasure to be commander of Temple Station joyed a good relationship with Council and staff. 5. CONSENT CALENDAR: with a plaque, community while. APPROVAL OF MINUTES: Regular Meeting of February 16, 1.982 Approved as written. B. PLANNING COMMISSION ACTION - Meeting of February 23, 1982 Received and filed memo relating to action taken by the Planning. Commission at their regular meeting held February 23, 1982. C. STREET IMPROVEMENTS: CAMINO REAL ET AL (FY 1981 -82 - HALIFAX ROAD,,. MUSCATEL AVENUE, LONGDEN AVENUE /BURTON) Approved plans and specifications and authorized staff to advertise and receive bids. D. AUTHORIZATION TO PURCHASE SIGNAL CONTROLLERS Accepted bids and awarded purchase of signal controllers to low bidder, Multisonics of Fullerton, California, for $6,870 each. F. RESOLUTION NO. 82 -2052: EMPLOYMENT OF PERSONNEL. Adopted Resolution No. 82 -2052 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL. . G. RESOLUTION NO. 82 -2053: WARRANTS AND DEMANDS Adopted Resolution No. 82 -2053 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $195,886.16, DEMAND NOS. 3539 THRU 3596. Council Minutes, March 2, 1982 - Page 2 6. UNFINISHED BUSINESS: None. 7. NEW BUSINESS: A. RECOMMENDATION FROM PARKS & RECREATION COMMISSION - Special Meeting of February 24, 1982 - REQUEST FOR FUNDS TO OPERATE SWIMMING POOL, TEMPLE CITY UNIFIED SCHOOL DISTRICT City Manager Koski provided background information, stating the 25 year agreement between the School District and the County ex- pired in September 1981 and have since entered into an agreement for an additional five years, but on a limited basis by the County. The County will provide manpower for general public recreation activities and swimming lessons. The District has requested the City support the continued use of the swimming pool in the amount of $2,770 to provide maintenance of the pool. Mrs. Shirley Norman, President of the Temple City Unified School Board stated the Board is requesting financial support of the City on the basis the program is strictly a recreation activity and with the reduction in school revenues the Board cannot pro - vide funding for non - educational programs. Councilman Gillanders moved to approve the request for funding in the amount of $2,770 to support community use of the swimming pool at Temple City High School from June 19 to September 12, 1982 and approve a budget adjustment for funds required prior to the new fiscal budget, seconded by Councilman Tyrell and carried. 8. COMMUNICATIONS: A. Temple City High School Performing Arts - Request to Hang Banner, March 6 through March 21, 1982. City Manager Koski presented a request from the Performing Arts Boosters to hang a banner at Temple City Boulevard and Las Tunas Drive from March 6 through the 21st. to advertise the annual musical. Councilman Tyrell moved to approve the request subject to the required Certificate of Insurance, seconded by Councilman Atkins and carried. 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward. RECESS TO CRA: 1 At this time Council recessed to meet as the Community Redevelopment Agency, all members being present; approved the minutes of the February 16, 1982 meeting. The minutes are set forth in full in the records of the Agency. RECONVENE AS CITY COUNCIL: 10. ACTION ON REQUEST BY CRA: There was no action to be taken. i1.. MATTERS FROM CITY OFFICIALS: A. City.Manager Koski presented a letter from Captain Callas regarding a new program they are implementing for the purpose of familiarizing.;new personnel assigned to Temple City. Council received and filed the communication. B. City Manager Koski directed Council's attention to a memo regarding a donation to the Temple City.Emergency Reserve of three Johnson hand -held radios by Frank and Barbara Stunden. The items were surplus material for Ruane Corporation where Barbar;i is employed. Cuunci ,Ran Atkins moved to adept the donation with appreciation 1 Council Minutes, March 2, 1982 -,Page 3 and request letters be sent to Frank and Barbara Stunden and to Ruane Corporation, seconded by Councilman Gillanders and carried. C. Councilman Gillanders inquired about the progress of the City's inclusion in the Mid - Valley Manpower Consortium. City Manager Koski stated a letter had been sent to Mid - Valley advising them of the City's interest and they have filed application, in- cluding Temple City. It is feasible the program will begin during this fiscal year. Councilman Gillanders stated 800 people ran in the Camellia Festival Run - for -fun and thanked the school board for the use of the high school. D. Councilman Atkins stated he had heard a preliminary report on the Camellia Festival. The midway booths were highly successful, the Camellia Festival having grossed over $50,000, which money goes to service within the community. E. Mayor Merritt expressed his pleasure at the success of the Camellia Festival. 12. ADUOURNMENT : On motion by Councilman Gillanders, seconded by Councilman Tyrell, meeting adjourned at 7:55 p.m. Next regular meeting of the City Council will be held Tuesday, March 16, 1982, at 7:30 p.m. in the Council Chamber of the City Hall. .4,11 MAYOR ATTEST: Chief Deputy City Clerk 0
