A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Thursday, March 18, 2010, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Cmieret, New Jersey.
Upon individual roll call vote the following were noted present:
Councilmember Vincent Bellino
" Jorge Diaz
" Dennis DiMascio
" Randy Krum
" Susan Naples
Noted Absent was Councilmember Joseph W. Sitarz.
Also noted present was Kathleen M. Barney, Municipal Clerk and
Borough Attorney Robert J. Bergen.
The meeting was opened with a minute of silent prayer and The
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated on January 4, 2010 the 2010 Annual Notice was
mailed to The Home News Tribune, The Star Ledger and posted on
the Bulletin Board. It was published in The Home News Tribune
on Janumy 6, 2010 and in The Star Ledger on January 8, 2010.

Upon MMS&C by Councilmembers Diaz and Krum and
unanimous affIrmative vote of the five (5) Councilmembers
present, the Minutes of February 18, 20 I 0 were approved,
transcribed and engrossed by the Clerk
ORDINANCE #10-3 was introduced and adopted on First Reading
and the Clerk authorized and directed to adveliise same for Public
Hearing to be held on April 8, 2010, upon MMS&C by
Councilmembers Diaz and Naples. Upon individual roll call vote
Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted
in the Affirmative. Councihnember Sitarz was noted Absent.
"AMENDING & SUPPLEMENTING CHAPTER 7 ENTITLED
"ALCOHOLIC BEVERAGES" OF THE CODE OF THE
BOROUGH OF CARTERET"
Mayor Reiman explained this ordinance will implement a training
requirement for all ABC License holders and their employees,
which will be provided by the Cmieret Police Depmiment , so prior
to annual renewal of their license they would have to make sure all
of their employees, as well as the ownership, have gone through
this very brief training program which will educate them on J.D.
check and provide them with celiain security for their facility and
other matters. He said it models the Woodbridge ordinance.
PUBLIC PORTIONS ON RESOLUTIONS/AGENDA ITEMS
AND NEW BUSINESS:
Upon MMS&C by Councilmembel's Diaz and Naples and
unanimous affIrmative vote of the five (5) Councilmembers

present, the public pOliion on Resolutions/Agenda Items and New
Business was opened to the public.
There were no comments fi'om the public.

to Steven J. Hurley.

LLC, Re: Specialized Legal Services.
#10-79 Urging the State Legislature to Reform Interest Arbitration.
# 10-80 Approving Leave of Absence for Eric Bentancomi.
#10-81 Awarding a Lease for a POliion of the Municipal Annex.
#10-82 Refund of Tax and/or Sewer Fee Overpayments.
#10-83 Authorizing the Issuance of a Taxicab Driver's License to
Mohammed S. Atiq and Zia U. Janjua.
#10-84 Professional Services - T&M Associates, Re: Herman
A venue Phase II Reconstruction.
Mayor Reiman explained in reference to Resolution #10-81 there
was one (I) bid for a lease of $2500.00 per month to Investors
Savings for a net of $30,000.00 per year. He said it is a one (I) to
two (2) year lease and a month to month lease.

Mayor Reiman explained in reference to Resolution #10-84,
Governor Corzine awarded us $485,000.00 for the Construction of
the Phase II Reconstruction of Herman Avenue last year.
Councilmember DiMascio questioned Resolution #10-80, asking if
the employee would be gone for sixty (60) days.
Mayor Reiman said it is retro-active and said he had
administratively approved a thirty (30) day leave and explained he
does not get paid and gets no medical and after sixty (60) days if
he does not come back he is tel'minated. He said he has taken a
position with the Depal'tment of Corrections.
Mayor Reiman asked for a motion on the Consent Agenda.

Councilmember Sital'z was noted Absent.
Mayor Reiman said they received their notification from the State
as far as the Governor's Preliminary Budget, which he will soon
introduce and he said the proposed budget has a 53% cut in aid to
the Borough of Carteret , which is a $695,000.00 cut., which is
about $100.00 to the homeowner. He went on to speak about the
Governor's speech.

COMMITTEES:
BUILDINGS & GROUNDS: Committee Chairperson Naples
reported the crew has been very busy working on the Teen Center
in the Libl'ary and configul'ing the space in the Aimex for the lease
project and a clean up in the Recreation Center. She then
conunented that she has gotten many compliments in reference to
the way the clean up ofthe storm was conducted.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
commented that the Mayor had just announced the cuts that the
Governor announced the other night and how it is going to affect
the municipal budget. He then went on to say we are also
understanding that the Board of Education is facing a 2.5 million
dollar deduction in state aid, so we will be working closely with
them preparing their budget for April. He reported the Tax
Collection Depmiment has been working on tax forms for our
Senior Citizens, to see who qualifies for the $250.00 tax deduction
and we are also trying to find out what the status is with the
Property Tax Reimbursement Forms for the Senior Citizens. He
explained this reimburses them on a particular base line and we are
not sure ifthat will still be in effect .conunenting there was word it
may be reduced 25%.
Mayor Reiman said in the Governor's initial budget it called for
the complete elimination for all property tax rebates for this year,
calling it a suspension, explaining it would then kick in again in
2011 as a direct credit. He said he suppOlis the concept of the
direct credit because then it shows the reduction right on the
individual property tax bill, but this is in the early stages and still
has to be worked out.
Councilmember Diaz said as we get that information we will report
it accordingly. He then reported Continued Progress in Finance and
Administration.
FIRE & DOMESTIC PREPAREDNESS - Committee Chairperson
Krum repOlied the Fil'e Department responded to eighty one (81)
calls of assistance in regards to the storm the previous week. He

also thanked the Volunteer and Career Firefighters for their efforts
during the storm and gave special thanks to Dan Beasley and the
OffIce of Emergency Management for all the work they did and for
their assistance to the Fire Depmiment. He went on to repOli that
the firefighters assisted with the storm recovery, cleaning the
Borough's dock and are now washing down our streetscape each
day when time permits. Progress.
PARKS, RECREATION & PUBLIC PROPERTY - Committee
Chairperson Bellino repOlied tree damage and flooding after
Saturday's storm. He said he went to the Mayor and in
conjunction with the Department Heads a decision was made to
help the residents of Cmieret with flooded basements and tree
daJllage by relaxing the charges on the appliances picked up
because of flooded basements and eXplained a time limit of a week
will be applied to this. He went on to explain for any tree removal
due to damage from the storm, the first factor, in the order of
process, would be stl'eets blocked, trees down or sidewalks up and
the second order of process would be safety, explaining for any
house with a safety issue they will go and sUPPOli the resident to
the extent that our employees are safe and that it doesn't cause any
hazards and the third factor would be the one-week call in process.
He then congl'atulated the Parks and Streets and Roads
Depmiments who are working together. Progress.
PUBLIC WORKS: Committee Chairperson DiMascio reported
the Streets and Roads Department working together with the Parks
Depmiment He explained the pot holes would not be able to be
filled until all the work related to the storm damage was
completed. Progress.
BOARD OF EDUCATION: Committee Chairperson Naples
repOlied that the school districts were notified today of a 2.5
million dollars reduction of state aid, in addition to that with rising
costs of health insurance, salaries, etc., we may be looking to be
from four (4) to six (6) million dollars in the hole. She conunented
that this is not just in Cmieret, but all over the state

Mayor Reiman cOllUnented that it is amazing that it has taken years
for the Abbott District and School Funding Formulas to be written
and finally it was adopted two (2) years ago when Governor
Corzine proposed it and that would have allowed for a sixteen
million dollar increase in funding to Carteret Schools. He said
what Governor Christie has cut, just in the School Board for this
year is two and one half million dollars which will call for
reduction of between sixty (60) and seventy (70) teaching
positions.
