ORDINANCE NO. 23-2015
AN APPROPRIATION ORDINANCE AUTHORIZING THE ACCEPTANCE AND
APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF NATURAL
RESOURCES RECREATIONAL TRAILS PROGRAM
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or any other
source, and said documents are prepared and executed by the City executive
administration, provided that the Common Council of the City of Richmond as the
legislative body of the City approves an ordinance for the appropriation of any monies
received in accordance with IC 36-4-6-18; and
WHEREAS, The Indiana Department of Natural Resources (DNR) has grant funding available to
communities for trail development through the Recreational Trails Program (RTP); and
WHEREAS, The City of Richmond has submitted or will submit a grant application to obtain the funds
in partnership with the Society for the Preservation and Use of Resources (SPUR); and
WHEREAS, The funds obtained will be used for trail development along the East Fork of the
Whitewater River in Richmond; and
WHEREAS, A local match is required and will be met through donated land from SPUR valued at
Thirty-seven Thousand Five Hundred Dollars and Zero Cents ($37,500).
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
as follows:
1. The City of Richmond in accordance with IC 36-1-4-10 has submitted or will submit a RTP
grant application to the Indiana DNR for trail development related activities along the East Fork of the
Whitewater River.
2. The City of Richmond, in partnership with SPUR, is hereby authorized to accept from the
Indiana DNR grant funding in an amount up to One Hundred Eighty Seven Thousand Five Hundred
Dollars and Zero Cents ($187,500.00).
3. The local match consisting of donated land will valued at $37,500 will be provided by SPUR.
