RESOLUTION 1- 2015
SLUM AND BLIGHT AREA DECLARATORY RESOLUTION
WHEREAS, The City of Richmond, Indiana (City) desires to eliminate blighted areas within the corporate
limits of the city and specifically within the Downtown Stellar Enhancement area boundaries;
and
WHEREAS, Identifying such areas is necessary for effective action to eliminate blighting conditions; and
WHEREAS, Public improvements such as sidewalks, parking lots, streets, and lighting have deteriorated,
contributing to slum and blight conditions; and
WHEREAS, The City's downtown area has experienced a decrease of private investment since 2010; and
WHEREAS, Forty-three percent (43 %) of the City's properties within the downtown area are currently
underutilized and/or vacant; and
WHEREAS, Sixty -six percent (66 %) of the City's properties within the downtown area are 100+ years old;
and
WHEREAS, Fifty -three (53 %) of downtown structures have deterioration as evidenced by crumbling
facades, broken /missing windows, unrepaired vandalism, growth of vegetation, and presence
of litter in and around the downtown area; and
WHEREAS, Downtown has lower property values relative to other areas in the community; and
WHEREAS, The project activities designated by address slums and blight on an area basis as defined by 24
CFR 570.483(c)(1); and
WHEREAS, A resolution declaring such area as a slum and blighted area is a necessary prerequisite for
certain Federal and/or state grant applications.
NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
INDIANA, THAT the following areas of downtown Richmond hereby be designated as an area in need of
redevelopment as defined by Indiana Code (IC) 36 -7 -14:
5th Street to 10th Street, from North A Street to South A Street, in Richmond, Indiana, also known
as the Stellar Downtown Enhancement area.
