A RESOLUTION OF THE CTTY COUNCIL OF THE CTTY OF
LYNWOOD DIRECTING THE OWNER OF THE BUILD'TNG AT
4217 CARI~IN AVENUE TO APPEAR BEFORE THE
CITY COUNCTL TO SHOW CAUS~ WHY SUCH BUILDING
SHOULD NOT BE CONDEMNED AS A PUBLIC NUISANCE
AND SAID NUISANCE ABATED, AND PRESCRIBIIVG THE
FORM OF SAID NOTICE
WHEREAS,the Building Ofticial of the City of Lynwood
has filed with the City Council a report stating that Allstate
Savings & Loan Association is the owner of the building on that
lot or parcel of land hereinafter described, and ~hat said building
is substandard as defined in the Uniform Building Code and that
said building constitutes a public nuisance in the following particu-
lars that the building has an unsanitary plumbing system, unsafe
electrical system, unprotected swimming pool, infested with rodents
and insects, broken windows, lack of screens, unsanitary disposal
of garbage, general dilapidation and lack of maintenance a~ithe
entire p~°operty is a health haza~d, fire hazard and an attractive
nuisance.
WHEREAS, the lot or parcel of land hereinabove referred
to is described as follows: Lot 2 of J.J. Bullis Tract in the City of
Lynwood, in the County of Los Angeles, St~te of California, as per map
recorded and commonly known as 4217 Car3.in Avenue, Lynwood, California.
NOW, THEREFORE BE IT RESOLVED:
1. That the Building Official and the City Clerk notify
the owner of said building and if said building is encumbered by
a mortgage or a deed of trust or record, the beneficiary of said
deed of trust in the manner hereinafter s~ated, directing the
owner of such building and the mortgagee or beneficiary, if any,
to appear before the City Council at ~the Counci~. Chambers in the
City Hall at 11330 Bullis Road, Lynwood, California, on
September 7, ].976 at the hour of ~:30 p.m. or as soon thereafter as
the matter can be heard, and show cause why such building should

not be condemned as a nuisance and said nuisance be abated by
reconstructing, or properly repairing said building or razing or
removing the same.
2. The notices required in this resolu~ion ~hall be
given in the following manner; The Building Official, or any
employee in the Building Department who he sha11 delegate, shall
post conspicuously on the building alleged to be unfit at
least one copy of the notice and shall send another copy by
registered or certified mail, postage prepaid, return rece~.pt
requested, the person owning the lot or parcel of land on
which the building is located as such person's name and address
appear on the last equalized assessment ro11 or as knowl'~ to the
City Clerk and to nay mortgagee or beneficiary, and if such address
is unknown to the enforcement agency, then such fact shall be
stated in said copy so mailed and it shall be addressed to him at
the County seat of the County wherein the property is situa~ed.
The Building Official, or employee of the Building
Department upon giving notice as aforesaid shall file an affidavit
thereof with the City Clerk certifying the time and manner in which
such notices was given. He shall also file therewith any x°eceipt
card which may be returned to him in acknowledgement of receipt of
such notice by registered or certified mail. The failure of
any owner or other person to receive said noticeshall not effect
in any manner the validity of the proceedings taken hereunder.
The City Clerk shall cause a notice of the time and place of said
hearing to be published in a newspaper of general circnlation
published in the City of Lynwood. Said publicat~.on shall be made
at least 10 days before the date set for sa~d hearing.
