HomeMy Public PortalAbout76-068 (08-03-76)r , . ~. , (~'\ ~~ ~ ~ RESOLUTION No. 76-68 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD SETTING FORTH THE SALARIES BY CLASSIFI- CATION OF ITS OFFICERS AND EMPLOYEES, AND OTHER BENEFITS. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LYNWOOD AS FOLLOWS: Section 1. That Resolution No. 62-43 of the City of Lynwood adopted the 3rd day of July, 1962, prescribes the time and method of paying salaries and wages of the officers and employees of said City, as required by Section 37106 of the Government Code of the State of California. Section 2. That the salaries and wages for officers and employees for the various classifications falling within the schedules, attached hereto and made a part hereof. A. Salaries. For those employees under the basic five-step salary plan, the beginning salary shall be at Step "A" or the lowest salary shown for the position. However, where circumstances so warrant, appointment may be made at other than the first step, or after appointment, an intermediate step may be skipped when recommended by the City Manager. Increases throughout the remainder of the steps shall be given upon recommendation of the department head and approval of the City Manager, until the highest or top step is reached. Step raises shall generally be at six-month intervals from the effective day of employment, commencing on the next succeeding pay period date from the actual anniversary date. Salary increases, over and above the top step, shall be granted police officers through the rank of Lieutenant upon receipt of an "Intermediate" or "Advanced" POST certificate. ~ SALARY RESOLUTION N0. Page 2 ~ B. Standby Pay. Standby pay is determined to be a flat-rate payment for performance of all typical service and routine standby functions. Where standby man in emergency functions, all personnel including the standby man shall be paid at straight time rate during the period of such work. Should situations develop where the standby man is not required to assist in these emergency operations but continues to perform his normal standby functions, such shall be accomplished under the basic flat-rate pay program. A public works standby shift for all working days is hereby fixed as a duty period extending from 4:00 p.m. to 8:00 a.m. of the following day. From 8:00 a.m. on Saturdays, Sundays, and Holidays to 8:00 a.m. of the following day shall be considered as two (2) standby shifts. All employees during the period they are scheduled for such duty shall perform such services as may be designated by their respective Superintendent, Supervisor, or the City Manager, and shall be available at all times during the duty shifts for emergency work. No overtime credit shall be accrued to employees working standby shifts. A police detective standby sehedule is hereby fixed as a continuous seven-day period wherein a police detective is on emergency call to provide investigative assistance. All detectives during the period they are scheduled for such duty shall perform such services as may be designated by the Chief of Police, Watch Commander, or Detective Lieutenant, and shall be available all times during the duty schedule for emergency work. C. Tool Allowance. Garage employees who are required to use personal tools for City business shall receive an annual tool allowance of $75.00. D. Mileage Reimbursement. With the approval of the Department Head and the City Manager, the City will reimburse full-time employees and hourly recreation personnel required to use their personal vehicles for the purpose of conducting City business on the following basis: ~ , SALARY RESOLUTIQN N0. Page 3 Mileage During Calendar Month 1 - 100 lol - 500 Over 500 ~ Amount Per Mile $ .13 .10 .08 Hourly recreation personnel will be compensated only for out-of-town job related mileage. Necessity for and payment of out-of-town mileage must be approved by the employee's supervisor. The employee must document the date, destination and beginning and ending odometer reading from his vehicle in supporting the request. Said information must be logged on Expense Reimbursement Form when requesting payment. E. Uniform and Clothin~ Allowance. Uniformed Police Officers shall supply their initial complements of uniforms at their own expense. Thereafter the City will furnish annually, during each fiscal year, a uniform replacement allowance of $250.00 to each employee in the position of Police Officer, Sergeant, and Lieutenant. Uniformed officers shall receive a jacket as a replace- ment of initial equipment on the basis of necessity upon the determination of the Chief of Police. It is contemplated that such replacement will normally be necessary once every four (~4) years. The City will furnish annually to all hourly recreation employees two (2) shirts and one (1) windbreaker identifying them as City ~mployees. All Natatorium pers~nelshall be provided with one (1) swim suit annually to identify them as City employees. The City will furnish Public Works and Park Department employees whose duties require wearing uniforms, three (3) uniform changes per week plus one (1) additional laundered shirt per week. Fire personnel for the ranks of Fireman through Captain shall receive annually a uniform allowance of One Hundred Twenty-Five Dollars ($125) for each fiscal year. • . ~ SALARY RESOLUTI~C7N N0. Page 4 The City of Lynwood will provide Sixty Dollars ($60) per year Uniform Allowance for the Parking Enforcement Officer. Payment for all uniform and clothing allowances shall be made at the completion of the first regular pay period following August l, 1976. Section 3. Overtime. The City shall accord overtime benefits to all employees provided by the Fair Labor Standards Act of 197~• Section 4. Premium Pay. To encourage employees in undertaking outside study to the end that they may perform their duties in a more efficient manner, a system of premium pay, over and above established pay schedules, is hereby established. Premium pay is allowable for completed courses of approved subjects at accredited schools, and is fixed at $1.00 per month for each semester hour of work satisfactorily completed by the employee with a grade of "C" or better. Maximum pay is fixed at $40 per month. A semester hour is defined as one hour of classroom work per week for one semester of 18 weeks, plus necessary outside study. All courses of study must haveprior approval by the department head and the City Manager in order to receive premium credit. Accredited schools are herein defined as college, junior colleges, or universities, or such institutions as may be approved by the City Manager. Suitable written certification from the school showing satisfactory completion of each course shall be submitted to the Personnel Officer for personnel records. Premium pay shall commence the first pay period after the first of the month following the submission of written certification. The City will contribute 50% of the cost of tuition over $10 where the cost of such tuition exceeds the sum of $10 per semester course while the employee is accruing the $40 per month maximum pay. • , ~ SALARY RESOLUTION N0. ' . Page 5 The provisions of this section do not apply to hourly employees or employees undertaking an approved course during a regular work day or assigned shift. A. Police Officers, upon receipt of a salary increment as a result of attaining an Intermediate or Advanced POST Certificate, shall cease to receive any premium pay accrued prior to the effective date of the above described increment. police officers may begin anew to undertake outside studies as herein described and shall receive premium pay for acceptable Said courses undertaken subsequent to the receipt of the Intermediate or Advanced POST Certificate up to a maximum pay of $40 per month. B. The City agrees to pay Fire personnel for ranks of Firefighter through Captain incentive for job-related educational achievements as follows: 30 Units - 21 Units Fire Science - 2.5q of Base Salary Total AND 9 units in Fire Science Curriculum Upon attainment of 2.5% achievement level, an employee forfeits the $1.00 per unit accrual to that point. An employee may additionally receive $1.00 per semester unit in addition to the 2.5q, as per current policy, for job-related courses taken subsequent to achieving the 2.5% level with a maximum of $40 per month, or until attainment of an Associate in Arts Degree in Fire Science from an accredited institution, at which time such employee shall receive 5% of base salary, as is present policy. An employee may additionally receive $1.00 per semester unit for job-related courses taken subsequent to achieving the 5% level up to a maximum of $40 per month. Section 5. Longevity Program. A longevity program is hereby established for all regular full-time City employees as follows: 1% of base salary at the end of seven (7) years of service; an additional 1% of base salary at the end of twelve (12) years of service; and an additional 1% of base salary at the end of seventeen (17) years of service. Employees in the Police Department must obtain either an Intermediate or Advanced POST Certificate prior to receiving longevity pay. SALARY RESOLUTIO~ N0. Page 6 Section 6. Acting Supervisory Compensation. At such time as a Miscellaneous or Police Super~isory position becomes vacant for reasons of sick leave, leave of absence or injury on duty status, for a period exceeding thirty days, then the employee replacing said supervisor shall receive compensation at a rate equal to the "A" step of the rate of the supervisory position or such step in that range next higher than that rate which the officer is currently receiving. Such additional compensation would commence on the thirty-first day and would continue until such time as the supervisor returns to work. The employee performing those duties as designated in this Section shall be selected by the Department Head. Section 7. Employee's Insurance Coverage. The City will contribute the employee's share toward any health insurance, accident insurance, or life insurance policies which the City Council agrees to provide. If desired, the employee may obtain coverage for members of his family. Such premium shall be borne by the employee and payment will be made by payroll deduction. Section 8. Work Schedule Employees governed by this Memorandum shall work a fifty-six (56) hour schedule consisting of three (3) twenty-four (24) hour shifts in each nine (9) day work cycle (commonly referred to as a 3 on -- 4 off schedule) which schedule shall average 121.75 shifts per calendar year consisting of 2,922 hours. Section 9. Holidays. Employees governed by this Memorandum shall receive pay in addition to annual salary equiva- lent to five (5) shifts for holidays to be paid or taken as compensatory time in accordance with current department policy. Section 10 Retirement Policy. The City of Lynwood agrees to amend its contract with PERS so that retirement compensation would be computed on the employee's highest year's earnings. • • • • • SALARY RESOF~UTION N0. Page 7 Section 11. Sick Leave Policy. It is proposed that Resolution No. 69-68 will be amended to provide that at the time of resignation or termination (except for cause) after ten years employment with the City, the general employees will be compensated for one-quarter of their unused sick leave which has been accrued to the effective date of resignation or termi- nation (except for cause). The method of compensation shall be on a straight time pay basis at the rate of pay in effect at the time of accrual. Effective July l, 1974, accrual of sick leave shall be limited to a maximum of ninety-six (96) work days for which 50% compensation shall be received upon regular service retirement. Sick leave earned in excess of 96 days prior to July l, 197~J, shall be retained and frozen effective June 30, 1974, and upon regular service retiremen, 50% compensation for said frozen sick leave also be received. 25% of sick leave earned beyond 96 days or the frozen amount shall be annually compensated to the employee at the end of each calendar year. The remaining unused sick leave days shall be accrued for sick leave purposes only at the end of eachcalendar year. Sick leave accrued beyond the 96 day maximum or frozen amount after July l, 1974, shall be used by the employee prior to use of sick leave earned prior to that date. Section 12. Nothing herein contained shall be construed in any way as affecting Personnel Ordinance No. 671 of the City of Lynwood, or the Rules and Regulations adopted pursuant thereto. Section 13.
