ORDINANCE NO. 1378
AN ORDINANCE OF THE-CITY OF LYNFtOOD CALIFORNIA,

LYNWOOD MUNICIPAL CODE RELATING TO THE CREATION" ~,
OF A LAW ENFORCEMENT REVIEW BOARD
The City Council of the City of Lynwood California, does ordain as
follows:.
Section l: Anew section 2=20 is hereby added to the Lynwood
Municipal Code, to read as follows:
2-20: Law Enforcement Review Board. There is
hereby created the Law Enforcement Review
Board of the City of Lynwood.
Section 2: A new section 2-20.1 is hereby added to the
Lynwood Municipal Code, to read as follows:
2-20.1: Composition; Appointment of Members.

' of five (5)amembers, who shall be appointed
by, and serve at the pleasure of the City
Council.
Section 3: A new section 2-20.2 is hereby ,added to the
Lynwood Municipal Code, to read as follows:
2-20.2: Member to be Residents of, City.
Members of the Board shall be residents of the
City; and any members of the Board
automatically shall be deemed to have resigned
from the Board and his office as a member of
the Board automatically shall be vacated, in
the event said member ceases to be a resident
of the City.
Section 4: A new section 2-20.3 is hereby added to the
Lynwood Municipal Code, to read as follows:
2-20.3: Terms of Office; Vacancies. Three of
the members first appointed to the Board shall
be designated by the City Council to serve
terms of two (2) years; and two (2) of the
members first appointed shall be designated by
the City Council to serve terms of four (4)
years. All succeeding terms of office shall
be for a period of four. (4 ) years . Members
shall hold office until their successors are
qualified and take office. ~ ,
Section 5.: A new section 2-20.4 is hereby added to the
Lynwood Municipal Code, to read as follows:
2-20.4: Meetings. the Board shall hold at
.least one (1) regular meeting per month, which
shall be held in the City Council Chambers,
unless the City Council shall provide for

additional meetings at places other than the
City Council Chamberu to the extent otherwise
permitted by law.
The Board shall adopt such rules as it may
deem expedient -for the conduct of its --
business. It shall keep a record of its
resolutions, transactions, findings, and
determinations, which record shall be open for
public inspection.

All meetings of the Board shall be noticed,
. held and conducted in accordance with the
provisions of the Ralph M.'Brown Act and all.

Section 6: A new section 2-20,5 is hereby added; to the
:Lynwood Municipal Code, to read as follows:
2-20.5: Duties of the Board. It shall be the
duty of the Board to:
(a) Provide a forum for the receipt of
" information, complaints and/or
commendations from the community relative
- to its law enforcement efforts.
(b) On a monthly basis review and discuss any
written information that has been
submitted prior to the. meeting, or -hear
any .verbal input from the public in
regard to these matters.
{c) Subsequent to each meeting the Board
. shall prepare a summary of all items, be
they written or verbal, which have been

distributed to the City Council and City
Manager. The City Council shall follow
up with the Sheriff's Department on an as
needed basis.
Section 7: A new section 2-20.6 is hereby added to the Lynwood
Municipal Code, to read as follows:
2-20.6: Compensation of Members. Members of
the commission shall serve. as such with
compensation; as established by resolution of
City Council.
Section 8: The City Clerk shall certify to the passage of this
ordinance and shall-cause same to be published once in the Lynwood
Press within fifteen (15 ) days after its passage and -said ordinance
shall. become effective thirty (30) days after its passage.

California, do hereby certify that the foregoing ORDINANCE No.
1378 was duly passed and adopted by the said City Council,
approved and signed by the Mayor of said City, and attested by the
City Clerk of said City, all at a regular meeting of the said
Council held on the 16th day of June , 1992 and that the same was
so passed and adopted by the following vote:
AYES: COUNCILMEMBERS BYRD, RICHARDS, WELLS, HEINE
NOES : NONE
ABSENT: COUNCILMEMBER REA
NOT VOTING: NONE
