HomeMy Public PortalAbout76-094 (11-16-76) RESOLUTION N0. 76-9~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING RESOLUTION N0. 67-9 DESIGNATING CERTAIN STREETS WHEREIN PARKING IS PROHIBITED AT CERTAIN TIMES The City Council of the City of Lynwood does hereby resolve as follows: Section 1. That on the following named street in the City of Lynwood, two hour parking is allowed between the hours of 8:00 a.m. and 6:00 p.m., Mondays through Fridays, Saturday, Sunday and Holidays excepted. The Traffic Engineer is authorized to erect signs giving notice thereof: East side of Alameda Street between 108th Street and Century Boulevard. We have received a communication from Allen Camp of the Earl M. Jorgensen Company to this effect. This matter has been reviewed by the Traffic & Parking Commission at their meeting of October 28. A recommendation was made to approve a parking restriction along east of Alameda Street between 108th Street and Century Boulevard between the hours of 8 a.m. and 6 p.m., Monday through Friday, Saturdays, Sundays and holidays excepted. So it is our recommendation that the Council approve the attached resolution of the City Council of the City of Lynwood amending Resolution No. 67-9 entitled: "A Resolution of the City Council of the City of Lynwood amending Resolution 67-9 Designating Certain Streets Wherein Parking is Prohibited at Certain Times." You also have in your packet the map that has been added showing the proposed two hour parking limitation. Councilman Morris: If this is approved, who is going to check the two-hour parking? City Manger: Of course, it falls under the responsibility of the Police Department. Councilman Byork: A good many two-hour parkings, 20-minute parking zones and that sort of thing and I am yet to see one of them enforced and now if their security people get permission from our Police Department to keep track of something of this sort, is that feasible? May I direct my question to the Chief of Police? 2. r Chief Ralston: Do you mean to determine the rapidity of the problem? Councilman Byork: Not the rapidity of the problem but the problem. If a man pulls in there and parks all day, could their security people do something about it or would they need to call you and tell you that - Chief Ralston: It is on a public street or highway and we would have to be the one to take action, Mayor Rowe: Yes, they can'tenforce it. They can call you on the telephone, that's about all they could do. Councilman Green: But it would be two hours after that before you could really - after you have made the first... Mayor Rowe: Yes. Councilman Higgins: If they're going to stay all day, after two hours they are still going to be there. Chief Ralston: We have a parking enforcement officer. Councilman Byork: Where does he work? Chief Ralston: Inaudible. Councilman Byork: Mr. Mayor, if they requested it, I am sure they have something in mind, so I would approve of the resolution, Mayor Rowe: I personally don't see anything here that would inconvenience the public. Councilman Morris: I'll second it. Mayor Rowe: We have a motion and a second to approve the two-hour parking. Councilman Byork: I have a question. Will that necessitate the painting of zones and that sort of thing? Councilman Higgins: It's posted. Before we vote, I would like to state for the record that Kenneth Thompson, 108th Street approved the action taken by the City Council. He couldn't be here tonight. 3• ~ He approved the action of Jorgensen Steel parking. • Mayor Rowe: All right. Are there any objections? Hearing none, the motion carries to approve the parking limitation. ***
