MINUTES
MARCH 16, 1982
INITIATION:
1. CALL TO ORDER:
Mayor Merritt called the regularr meeting of the City Council to
order 7:32 p.m. on Tuesday, March 16, 1982, in the Council
Chamber of the City Hall.
2.. The invocation was given by City Attorney Martin.
3. The. Pledge of Allegiance to the Flag was led by Mayor Merritt.
4. ROLL . CALL:
Present: Councilmen- Atkins, Dennis, Gillanders, Tyrell, Merritt
Absent: Councilmen -None
Also Present: City Manager Koski, City Attorney Martin, Assistant
City. Manager.Kimbrough, Planning Director Shaw, Parks
and Recreation Director Kobett, and Julie Estrada,
Temple City Times
At this time Mayor Merritt presented Deputy Charles Gillmann a Certificate
of Appreciation for the many years of service to the City as Business
. - License Detail... Deputy Gillmann will retire from the Los Angeles County ,
Sheriff's ..Department :::'.on March 26. Deputy Gillmann expressed his thanks
stating. the:City. has "an excellent staff and it was a privilege working
with them.
5. CONSENT CALENDAR:
Councilman.Dennis directed.the clerk's attention to Item 8 in the
March'2 minutes where- ..:itwas. stated Councilman Tyrell made and
seconded the-same motion.
Councilman .:Atkins .moved :to, . approve. Items - .A.through I as recommended,
seconded by Councilman Dennis and carried.

Approved as corrected.
B. RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of March 3, 1982
(1) LA ROSA SCHOOL PARKING RESTRICTION MODIFICATION
Approved rescinding of present parking .. restrictions on La Rosa
Drive and. on. Alessandro Avenue and,:•the placing of a 10 minute
parking zone from 8:30 a.m. to 3 p.m.
(2) TEMPLE: CITY. FAMILY YMCA - 5926 ROWLAND AVENUE
PASSENGER LOADING ZONE
Approved placing a passenger loading,zone.on the east side of
Rowland Avenue north of Las Tunas Drive.

Found the work. completed, as required_ by_ the three party subdivision

F. PURCHASE OF MOBILE RADIO FOR ANIMAL CONTROL VEHICLE,
Approved the : purchase '.- of.a:_ single - .channel .FM. radio for the Animal
Control .vehicle _and appropriated $1,545 from the equipment replace-
ment fund.

At this. time Council recessed to meet as•the Community Redevelopment Agency, .
all members being present; approved the minutes of. the March 2, 1982,
meeting. The minutes are set forth in full in the records of the Agency.

There was no action to be taken.
11. MATTERS FROM :.CITY OFFICIALS:.
A. Request. to Attend California Municipal Treasurers Association
Seminar - San Mateo, April 19 -23
Councilman Dennis_moved...to authorize. the City Treasurer's attendance
to the annual ..Treasurer's seminar and workshop to be held in San
Mateo and to approve the costs to $543,00, seconded by Councilman
Gillanders and carried,
B. Councilman Atkins stated :. the meeting of the San Gabriel Valley
Association of Cities will be Thursday, March 18 at T & J Restaurant,
and program will be "Marketing Leisure Services ".
C. Councilman. Tyrell stated he feels the City should proceed on the
petition. to_annex.received: from the residents on Temple City Boulevard
and Ancourt Street across from Temple City High School..
Councilman ;.Tyrell..moved.to...appoint Patrick Froehle•to the Planning
Commission to fill'the unexpired term vacated by Jerry Seibert.
Councilman. Gi1Ianders stated.: it is inappropriate, in his opinion,
to appoint someone., prior to the.:. Council _. election, and he would be
opposed to taking any action at this time.
Councilman. Tyre11 responded-_ that:- it.is . too _. important to have a
complete. Planning Commission to wait, and he does not see this as
an election issue.
Councilman:. Dennis_ stated: heAoes.aot. see.. it_ as inappropriate to
appoint someone to a Commission an& seconded the motion,
Councilman.Gillander.s . stated :that ._the :.City_will have one new Council-
man at the 'least :and. ::he_thinks - it inappropriate to appoint someone
several weeks :before..the election; thatthe. new. councilman should
be able_.to.have- ..:some input. He called for a roll call vote and
motion : carried..

D. Councilman Tyrell referred to_an._article in the .Ternple: City Times
about transportation_for_ senior :.citizens.. Council took action to .
implement the_ program_ and_. are.. now waiting .for _ approval to enter into -
the contract. _He ::stated.he for one is tired of being maligned by
an incorrect press.
E. Councilman. Gillanders _stated_the. Council . has an opportunity to
go from_.a_private_.insurer _ to._ JPIA_. for,.. its ..property . insurance which
mill '.provide sub-stantial..reduction. in. premium.. _ _He moved to authorize..
staff _to.negotiate_ can .cellation_withvour_:present carrier .. and insure.
