Mayor Vandernail called the meeting to order at 6:00 p.m.

2. Approval of Agenda:
Trustee Miller moved to remove Ordinance 462 Elections from the consent agenda to a
discussion item, and Trustee Quinn seconded the motion to approve the amended
agenda. Motion carried: 7-0.
3. Executive Session
Town Manager evaluation: For discussion of personnel matter under C.R.S. Section 24-
6-402 (4)(f)(I) and not involving any specific employees who have requested discussion
of the matter in open session to include the TM Durbin.
Trustee Quinn moved, and Trustee Soles seconded the motion to open the Executive
Session at 6:02 p.m. Motion carried: 7-0
Trustee Miller moved, and Trustee Soles seconded the motion to close the Executive
Session at 7:00 p.m. Motion carried: 7-0
4. Consent Agenda:
a) Minutes October 3, 2018
b) Minutes October 10, 2018
c) Ordinance 463 Alcoholic Beverages
d) Rendezvous Surety Reduction for EMF #10
Trustee Miller moved, and Trustee Soles seconded the motion to approve the consent
agenda. Motion carried: 7-0.

5. Open Forum:
a) Kristen and Joe, Fraser residents, Thanked the TB for the single use bag fee
ordinance, funding for Headwaters Trail Alliance and Thanks to Andy Miller and Michael
Brack for attending the CU Boulder Decathlon regarding solar homes.
6. Public Hearing And Possible Action:
a) Glunk Minor Subdivision and Conditional Use Permit
Trustee Waldow moved, and Trustee Quinn seconded the motion to open the Public
Hearing regarding Glunk Minor Subdivision and Conditional Use Permit. Motion
carried: 7-0
Town Planner Trotter and Michael Glunk addressed the Town Board.
Trustee Soles moved, and Trustee Quinn seconded the motion to close the Public
Hearing at. Motion carried: 7-0
ai) Resolution 2018-11-02 Glunk Minor Subdivision Conditional Use Permit
Trustee Soles moved, and Trustee Quinn seconded the motion to approve Resolution
2018-11-02 Glunk Minor Subdivision Conditional Use Permit. Motion carried: 7-0.
b) 2019 Budget
Trustee Miller moved, and Trustee Soles seconded the motion to open the Public
Hearing regarding the 2019 Budget. Motion carried: 7-0
TM Durbin presented the 2019 preliminary budget. Durbin will insert the proposed
budget narrative numbers into the budget and present this at the next TB meeting.
Trustee Barwick moved, and Trustee Waldow seconded the motion to continue the
Public Hearing to November 28, 2018. Motion carried: 7-0
7. Discussion and Possible Action Regarding:
a) Ordinance 462 Elections
TC McVeigh explained the ordinance reflects changes to the C.R.S. that cancelling an
election 64 days before an election saves funds on an election and allows other required
dates to be met.
Trustee Miller moved, and Trustee Soles seconded the motion to approve Ordinance
462 Elections. Motion carried: 7-0.
b) Town Manager Evaluation
Trustee Soles moved, and Trustee Quinn seconded the motion to continue the Fraser
Town Manager contract with Durbin for another year to include an increase based on the
average increase that other department heads may also receive, 3%-4%. Motion
carried: 7-0

8. Board Updates-
a) Trustee Meyring — Can we remove snow and ice on the Fraser River Trail
bridges?
b) Trustee Miller— County Road 5 Solar Garden
c) Trustee Miller— County Leadership discussed a model rental regulation to
include resources for tenants and landlords.
d) Trustee Miller— Mental Health funding
e) Trustee Miller — attended the NWCOG meeting
9. Adjourn:
Trustee Soles moved, and Trustee Meyring seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 9:00 p.m.
