HomeMy Public PortalAbout75-013 (02-18-75)~ T ~ _ J EESOLUTION N0. 75-13 A RESOLUTION OF ~HE CITY COUNCIL OF THE CITY OF LYNWOOD EXPRESSING CONCERN AND DISPLEASURE REGARDING THE PLACEN~NT OF STATE N~NTAL PATIENTS INTO CONV'ERTED CONVALESG`ENT HOSPITALS AND PRIVATE HOP~S WITHIN THE COMMUNITY. WHEREAS, the State of California has actively closed many State mental hospitals, the prospect of which has already stimulated a sharp increase in the number of convalescent hospitals and private homes in the Community being utilized as mental care facilities, and WHEREAS, the State preempts the cities to a great extent with respect to licensing and control of inental care facilities, but as yet, has not provided any standards or guidelines for patient care, treatment or supervision at the 1oca1 level, and WHEREAS, an inspection of local f~cilities has revealed, with but few exceptions, the inadequacy or complete absence of a program of therapeutic treatment arid a lack of qualified, trained personnel on duty capable of administering to the needs of the patients, and WHEREAS, inspection further revealed that patients recently returned from State mental hospitals, lacking supervision, are free to come and go as they p],ease with no apparent regard for the safety and security of either the citizens of the community or the patients themselves, and WHEREAS, the Planning Commission of the City of Lynwood has, in Resolution No. 5i9 of said Commission, indicated its deep concern with respect to State and local mental care facilities. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lynwood recommends the following: a. That guidelines and standards for care, treatment and supervision of resident pafients in 1oca1 mental health facilities be prepared without delay by the appropriate State agency and that such guidelines be strictly enforced. b. That the further conversion of buildings in fhe City to mental care facilities be discouraged until such time as State guidelines for patient care are provided. c. That the Council urges and wi11 support the passage of any responsible State Assembly or Senate bi11 prohibiting the transfer of patients from State mental hospitals to local facilities unless there is a guarantee of proper treatment and care. d. That Governor Brown seriously reconsider the decision to close State mental hospitals in view o£ the totally inadequate nature of available local facilities. BE IT FURTHER RESOL,VED, that said Council recommends that other California municipalities throughout the State make known their feelin@;s to the Governor and to the legislature concerning the closure of State mental care facilities.
