RESOLU`I'lON NO~ 75-17
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
DECLARING THE NEED FOR A HOUSING AUTHORITY TO FUNCTION
WITHIN SAID CITY AND APPOINTING ITSELF TO BE THE COMMISSIONERS
OF SUCH AUTHORITY
WHEREAS, there is within the City of Lynwood a public body, corporate and
politic, known as the Housing Authority of the City of Lynwood; and
WHEREAS, said Authority is not authorized to transact any bu~inesa or
exercise its powers unless this City Council declares that there is a need for said
Authority to function; and
WHEREAS, this City Council believes there is a need f"or said Housing
Authority to function within this Cityt
NOW, THEREFORE, THE CITY COUNCIL OF THE C1TY OF LYNWOOD
hereby does find, determine, resolve and order as follows:
1. This City Council has heretofore from time to time received information
relating to the availability of safe and sanitary housing within the City and has con-
sidered, with respect thereto, the degree of overcrowding; the percentage of land
coverage; the light, air, space and access available to the inhabitants of dwelling
accommodations; the size and arrangement of rooms; the sanitary facilities; and
the extent to which conditions exist which endanger life or property by fire or other
causes.
2, In light of the aforesaid considerations, it is found that unsanitary and/or
unsafe inhabited dwelling accommodations exist within thia City and that there is a
shortage of safe and sanitary dwelling accommodations available to persons of low
income at rentals they can afford,
3, There is a need for the Housing Authority of the City of Lynwood to
function within this City>
4. Pursuant to Section 34290 of the Health and Safety Code of the State of
California this Council hereby declares itself to be the Commissioners of the afore-
said Authority; and all the rights, powers, duties, privileges and immunities vested
by the Housing Authorities Law in the commission of a housing authority shall be
vested in this City Council, except as otherwise provided in the aforesaid Housing
Authorities Law.
