CITY OF MEDINA
RESOLUTION NO. 94-10
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND AUTHORIZING ADVERTISEMENT FOR BIDS
FOR ROAD MAINTENANCE MATERIALS
WHEREAS, the Public Works Director has prepared plans and
specifications for road maintenance materials and has presented
such plans and specifications to the Council for approval.
NOW THEREFORE, BE IT RESOLVED by the City Council of Medina,
Minnesota, as follows:
1. Such plans and specifications, a copy of which is attached
hereto and made a part hereof, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in
the city's official newspaper an advertisement for bids upon the
making of such improvement under such approved plans and
specifications. The advertisement shall be published as required
by law, shall specify the work to be done, shall state the bids
will be opened at 10:00 a.m. on March 29, 1994 and tabulated by the
City Clerk and considered thereafter by the City Council.

The motion for the adoption of the foregoing resolution was duly
seconded by member Philip Zietlow and upon vote being
taken thereon, the following voted in favor thereof:
Council Members John Ferris, Zietlow and Mayor Theis.
and the following voted against: None.
and the following were absent:
Council Members James Johnson and Ann Thies.
Whereupon said resolution was declared duly passed and adopted this
2nd day of March , 19 94
SECTION 3.0
SPECIAL CONDITIONS (GENERAL)
ROAD MATERIALS
MEDINA, MINNESOTA
3.0-1 DESCRIPTION OF WORK: The work to he performed
consists of furnishing to the City of Medina either at
the suppliers source car on the City streets, gravel,
crushed rock aggregate, sand, recycled black top, read
oil and bituminous mix.
3.0-2 GENERAL CONDITIONS: The General Conditions
are general in scope and may refer to conditions not
encountered on. the work covered by this contract. Any
provision of the General Conditions which pertains to a
non-existent condition and is not applicable to the
work to be performed hereunder, or which conflicts with
any provision of the Special Conditions, -shall have no
meaning. in the contract and' shall be disregarded.
3.0-3 NO BID BOND OR PERFORMANCE FOND REQUIRED: . No
bid bond or performance bond will be required for this
work.
3.0-4 QUANTITIES: The City reserves the right to
purchase without limit at the contract unit price and
does not guarantee to buy a minimum quantity of any
material.
3.0-5 AWARD OR REJECTION OF BIDS: The contract
will be awarded to the lowest responsible bidder complying
with.these specifications and instructions providinc;
the bid is reasonable and it is to. the interest of the
.City to accept it. The City will take into account the
distance of. the bidders plant from the City when awarding
the contract.

SECTION 3.1
SPECIAL CONDITIONS -(TECHNICAL)
GRAVEL, ROAD OIL AND BITUMINOUS MIX
MEDINA, MINNESOTA
.CLASS 5 GRAVEL
Class 5. gravel shall conform to the requirements of MHD
specification 3138.
METHOD OF PAYMENT: Payment shall he one of the following
methods:
1) At the bid price per ton loaded into City trucks by
the Contractor at his pit.
2) At the bid price per ton furnished and delivered to
the site 'of .the road work in . the City of Medina'.
ROAD OIL
MC 30 and MC 70 shall meet the requirements of MHD specification
3151.
METHOD OF PAYMENT: Payment for road oils shall be at the bid
price per gallon of material furnished and spread on the road
with an acceptable distributcr.
BITUMINOUS PATCHING MIXES
Bituminous patching mixes shall conform to the -requirements of
MHD specification 2331. The bituminous content of the mix shall
be an AC or MC asphalt at the discretion. of the City.
METHOD OF PAYMENT: Payment for patching mixes shall be at the
bid price per ton of mix picked up at the Cgntractors plant
with City trucks.

PURCHASE OF CRUSHED LIMESTONE AGGREGATE
MEDINA, MINNESOTA
3.1-1 1" HIHUS (HHD 3138 - CLASS 5) Aggregate shall
be 100% crushed limestone and shall conform to the requirements
of the Minnesota Highway Department Specifications 3138 for
Class 5 aggregate.
.3.1-2 . . 1-1/2" MINUS (HHD 3138 - Class 5 Modified) :
Aggregate shall be 100% crushed limestone and shall conform
to the requirements of the Minnesota Highway Department
specifications 3138 for Class 5 aggregate modified so that
100% of the material passes the 1-1/4" sieve.
3.1-3 WEIGH SLIPS: When the Contractor delivers aggregate
to City streets or •to 'the City stockpile, weigh slips'shall
be delivered to designated City Personnel with each truck.
3.1-4 METHOD OF PAYMENT: For material picked up at the
Contractor's pit in City trucks, payment shall be at the
contract unit price per ton furnished and loaded into the
City trucks.
For material delivered to the City,. payment shall be at the
contract unit price per ton, furnished and trucked to the
designated delivery site in Medina.
SECTION 3.1
3.1-7 FA-1 WINTER SAND: FA-1 Winter sand shall conform
to the requirements of MHD specifications 3127.
3.1-8 WEIGH SLIPS: When the Contractor delivers material
to City streets or to the City stockpile, weigh slips shall
be delivered to designated City Personnel with each truck.
3.1-9 METHOD OF PAYMENT: For material picked up at the
Contractor's pit in City trucks, payment shall be at the
contract unit price per ton furnished and loaded into the
City trucks.
For material delivered to the City, payment shall be at the
contract unit price per ton, furnished and trucked to the
designated delivery site in Medina.
