Member Philip Zietlow introduced the following resolution and moved its adoption:
CITY OF MEDINA
RESOLUTION NO. 94-11
RESOLUTION DENYING CONSENT TO USE CO. RD. 6 AS
NEW TRUNK HIGHWAY 12 CORRIDOR WITHIN THE CITY
OF MEDINA
WHEREAS, the Minnesota Department of Transportation (MnDOT) has initiated
a study regarding upgrading of Trunk Highway 12 (T . H . 12) between Wayzata and
Delano; and
WHEREAS, the current alignment of T . H . 12 extends for a short distance
through the southern portion of Medina; and
WHEREAS, as a current corridor city, Medina has participated in the policy,
technical and citizen committees established by MnDOT to review and comment upon
various alternatives regarding T . H . 12; and
WHEREAS, Medina has previously expressed its disapproval of the use of any
existing or new roadways within Medina as realigned or alternate routes for T . H . 12;
and
WHEREAS, MnDOT and the City of Long Lake recently suggested a Traffic
System Management Plan (TSMP) which would involve using Co. Rd. 6 for commuter
traffic to and from Minneapolis; and
WHEREAS, the TSMP would have a significant impact on Medina because Co.
Rd. 6 extends along Medina's southern boundary for a considerable distance; and
WHEREAS, city staff and the city council have reviewed the TSMP as it relates
to the City's plans for development and have carefully considered the impact of it on
the City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Medina makes the following findings of fact:
1. Medina's comprehensive plan, which was adopted in 1992 and which
guides development in the City, calls for development of Medina to be
concentrated within the existing sewered portions of the City. The

comprehensive plan calls for no expansion of the sewered areas in the
southern portions of the city.
2. Construction of the TSMP would bring added development pressures to
Medina which are inconsistent with the City's goals and objectives and
which are contrary to the metropolitan council's objectives of
restricting development in the southern areas of Medina to a residential
density no greater than 64 houses per 640 acres.
3. The comprehensive plan does not include a major new transportation
corridor such as would occur if the TSMP were selected by MnDOT.
4. Construction of the TSMP would result in the need for additional
north/south arterials to serve T.H. 12, which is inconsistent with the
stated and demonstrated intent of the City.
5. The Medina planning commission has not made the finding required by
Minn. Stat. Section 462.356, subd. 2, regarding the compliance of the
TSMP with the City's comprehensive plan.
6. Traffic analyses indicate that the TSMP will not satisfactorily meet the
goals of the project as they have been presented by MnDoT
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Medina, Minnesota as follows:
1. The City does hereby deny its consent to the proposed TSMP, and
specifically to the use of Co. Rd. 6 as an alignment for T . H . 12 or as
part of a commuter route, which approval is necessary pursuant to
Minn. Stat. Section 161.172.
2. The City expresses its intent to contest vigorously any further or
future consideration of the Co. Rd. 6 portion of the TSMP by MnDOT
or any other entity responsible for making a decision regarding T . H.

3. The city clerk -treasurer is authorized and directed to transmit copies
of this resolution to all relevant persons and agencies.

John Ferris
and upon vote being taken thereon, the following voted in favor thereof:
Councilmembers Ferris and Zietlow and Mayor Anne Theis.
