.RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR
ENGINEERING SERVICES 'VITHT&M ASSOCIATES-
HERMANN AVENUE, PHASE IT IMPROVEMENTS
ENVIRONMENTAL INVESTIGATION SERVICES
'VBEREAS, the Borough of Carteret is in need environmental investigation services in regard to
the Hennann Avenue, Phase n Improvements Project; and
WHEREAS, the Borough's Consulting Engineers, T&M Associates, possess the requisite skill
and expertise for said services; and
"'HEREAS, T &M Associates has submitted a proposal to provide said engineering services at a
total cost not to exceed $9,875.00; 81?-d
WHEREAS, the Mayor and Council have reviewed said proposal;
WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said
purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret, County of Middlesex, State of New Jersey. as follows:
1. That the proposal from T&M Associates for environmental investigation services
in regard to the Hermann Avenue, Phase II Improvements Project at a total cost
not to exceed $9,875.00 at the rate set forth in T&M1s existing contract with the
Borough is hereby approved.
2. That annexed hereto is a copy of said proposal.
3. That this action is approved as an award of a professional services contract
pursuant to NJ.SA 40A:1l-5(1)(a) in accordance with the Borough's Fair and
Open Process as authorized by law.
4. That a copy of this resolution be fonvarded to the Borough's Purchasing
Dep~ent and T&M Associates.

Dear Mayor Reiman:
AB you are aware, the Borough is in receipt of an NJDOT Local Aid Grant for Hermann Avenue
Phase II. The Phase II project area includes the intersection of Hermann Avenue and Whittier
Street where undesirable subsurface soils were encountered several years during the performance
of routine roadway repairs, However, now that a comprehensive roadway reconsbuction project
is planned for the intersection in question, a detailed subsurface investigation is necessary to
determine the extent and quality of the undesirable material.
In order to obtain subsurface infonnation necessary for the roadway design and consbuction, we
propose the following Scope of Services to detineate the extent of the material within the right-of-
way and project limits, and to test it for hazardous constituents,
The environmeutal investigation included in this scope of services is intended to characterize the
undesirable material (white fill) SU8pected to be present within the road improvement project
limits and provide necessary infonnatlon for possible off site disposal. However, should the
results of the lab analyses reveal soil contamination additional rounds of sampling and analysis
beyond the scope of this initial investigation will be required. It is also likely the Borough will
need to notify NJDEP regarding the findings.
Scope of Services
Initial Site Characterization
The proposed Hermann Avenue roadway improvement project is 1,200 feet in length. Initial site
characterization will proceed as follows:
I) Soil cores will be collected across the roadway (two gutters and centerline) via direct
push (Geoprobe) sampling equipment at 50-foot intervals to visual1y examine the
material beneath the roadway. Corings will extend to 5-10 feet below grade based on
visual characteristics of the soils. Core locations will be surveyed with a Global
Positioning System (GPS).
2) Cores will be taken starting from the SU8pected area of undesirable material then proceed
east and west down the street within the project area.

3) Initial field operations will be a 1 day and are represented by the below sampling and
testing program. Should the extent of the targeted material extend west of Linden Street
and east of Longfellow, a supplemental scope and fee will be provided.
4) During the 1 day operation, one soil sample of the suspect white fill material will be
collected (if encountered).
5) Soil cores with evidence of contamination (odors, staining, and screening instrument
response) will be analyzed for the parameters specified below.
Soil samples will be analyzed for Target Contaminant List/farget Analyte List (fCIJrAL)
organic compounds and metals, cyanide, phenol and pH. A field/trip blank will also be collected
for quality assurance/quality control purposes. Pricing proposed herein for laboratory services is
based on a one-week turnaround time for sample analysis/results.
A waste characterization analysis wUl also be performed on the sample showing the highest
. . conCentration' of cont"tiijn~nts. A full Toxicity Characteristic LeacWng Procedure (fCLP) and
RCRA characteristics (reactive sulfide, reactive cyanide, corrosivity by pH and ignitabllity) wUl
be performed (two.week tumaround time on sample analysis/results).

ThIs services described herein will be completed within 45 days of authorization unless events
beyond our control create delay.
Dellverables:
Two copies of the letter report and a copy of the laboratory analysis will be provided to the
Borough.
Exclusions:
l. This proposal does not include a remedial investigation or remedial action workplan.
Should additional investigation be warranted, we will advise the Borough and provide a
