CITY COUNCIL
MINUTES
APRIL 6, 1982
INITIATION:
1. CALL TO ORDER:
Mayor Merritt called the regular meeting of the City Council to
order at 7:30 p.m. on Tuesday, April 6, 1982, in the Council
Chamber of the City Hall.
2. The invocation was given by Reverend Albert Frederico, Associate
Pastor, Seventh Day Adventist, 9664 E. Broadway.
3. The Pledge of Allegiance to the Flag was led by Mayor Merritt.
4. ROLL CALL:
Present: Councilmen - Atkins, Dennis, Gillanders, Tyrell, Merritt
Absent: Councilmen -None
Also Present: City Manager Koski, City Attorney Martin, Parks and
Recreation Director Kobett, and Julie Estrada, Temple
City Times
At this time Mayor Merritt gave the Oath of Office to Patrick Froehle,
Planning Commissioner, and Mr. Froehle was welcomed by the Council.
Mayor Merritt presented a Certificate of Recognition to Michael Tomasulo,
a teacher and coach at South High School, who administered CPR to a victim
of a traffic accident at Cloverly Avenue and Las Tunas Drive.
IMayor Merritt also stated he had a Certificate of Recognition for John
Miller who alerted the Sheriff's Department to suspicious circumstances
at his neighbor's home on Hermosa and because of his observance and in-
volvement, a burglar was apprehended. Mr. Miller was unable to attend the
meeting and his certificate will be mailed to him.
5. CONSENT CALENDAR:
Councilman Dennis moved to approve Items A through I on the Consent
Calendar as recommended, seconded by Councilman Tyrell and carried.
A. APPROVAL OF MINUTES: Regular Meeting of March 16, 1982
Approved as written.
B. RECOMMENDATIONS FROM PARKS AND RECREATION COMMISSION
(1) REQUEST FOR RESERVED USE OF TENNIS COURTS - TEMPLE CITY
TENNIS CLUB
Approved reserved use of four tennis courts at Live Oak Park by
the Temple City Tennis Club on Sunday, May 30, 1982 to conduct
a round robin and invite residents of Temple City in joining the
club as a celebration of their three years as a club.
(2) REQUEST FOR USE OF FACILITIES AT LIVE OAK PARK - SEQUOIA
UNION SCHOOL DISTRICT
Approved request from Sequoia Union School District to use Live
Oak Park on April 29 and 30, 1982 subject to the required Certifi-
cate of Insurance.
C. COMMUNITY RECREATIONAL SWIMMING AGREEMENT - TEMPLE CITY UNIFIED
SCHOOL DISTRICT AND CITY
Approved the agreement prepared by the City Attorney and authorized
Mayor and City Clerk to sign.

D. ACCEPTANCE OF BID: RE- ROOFING OF GINO'S FURNITURE -
5843 TEMPLE CITY BOULEVARD
Accepted the low bid from Stone Roofing in the amount of $3,231.00
and authorized staff to issue a start work order.
E. ACCEPTANCE OF BID: STREET IMPROVEMENTS - CAMINO REAL ET AL
Accepted the low bid from J.E.G. Construction in the amount of
$88,884.30 and authorized the Mayor and City Clerk to sign.
F. COMPLETION OF WORK: SCHEMATIC DESIGN STUDY FOR LIVE OAK PARK
RECREATION SYSTEMS, INC.
Authorized payment to Recreation Systems, Inc. in the amount of
$3,650 for professional services rendered in preparing schematic
design study for Live Oak Park.
G. ACCEPTANCE OF SANITARY SEWERS - TRACT NO. 35757
Approved the work completed as required by the Sanitary Sewer
Agreement and accepted for public use; released the Sanitary Sewer
Agreement and Faithful Performance Bond in the amount of $10,000.00.
H. RESOLUTION NO. 82 -2051: COOPERATIVE AGREEMENT WITH COUNTY OF LOS
ANGELES - CONVERSION OF HIGHWAY SAFETY LIGHTING

Adopted Resolution No. 82 -2051 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY, CALIFORNIA, CONSENTING TO ESTABLISHMENT OF PORTIONS
OF SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS
ANGELES and approved agreement with the County for the conversion of
safety street lighting at certain signalized intersections.
I. RESOLUTION NO. 82 -2058: WARRANTS AND DEMANDS
Adopted Resolution No. 82 -2058 A RESOLUTION OF THE CITY COUNCIL OF TH:
CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF
$222,369.32, DEMAND NOS. 3647 THRU 3756.
6. UNFINISHED BUSINESS:
None.
7. NEW BUSINESS:
None.
8. COMMUNICATIONS:
A. Registrar of Voters Request to use Live Oak Park for polling
place - June 8 Primary Election
Councilman Atkins moved to approve the request from the Registrar of
Voters to use Live Oak Park for two polling places for their June 8
Primary Election as a public service, seconded by Councilman Gillanders
and carried.
B. Claim for Damages - Helen Colwell, 1106 Maple Street, South Pasadena
Councilman Tyrell moved to deny the claim submitted on behalf of Hele
Colwell and refer to JPIA and note that the claim has inadequate in-
formation, seconded by Councilman Atkins and carried.
9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward.
RECESS TO CRA:
At this time Council recessed to meet as the Community Redevelopment Agency,
all members being present, and approved the minutes of the March 16, 1982
meeting. The minutes are set forth in full in the records of the Agency.

RECONVENE AS CITY COUNCIL:
10. ACTION ON REQUEST BY CRA:
There was no action to be taken.
11. MATTERS FROM CITY OFFICIALS:
A. Consideration of Membership Renewal - L. A. County Division,
League of California Cities
City Manager Koski stated there was some question about the
Treasurer's report and proposed dues schedule for the Los Angeles
County Division of the League.
Councilman Atkins stated concern regarding the overhead of the
Division office and felt that some savings could be realized. He
does not object to their function, but rather to the costs incurred.
Councilman Dennis stated in his opinion the City gets some benefit
from membership in the Division.
Councilman Tyrell stated he is not sure whether the county office
really represents the smaller cities, however their operations should
be questioned at that organization's meeting by our representatives.
He felt the Council meeting is not the proper forum to discuss this
matter.
Councilman Gillanders felt the dues schedule was disproportionate
and suggested the matter be continued to the City's budget discussion,
to which the Council agreed.
B. Councilman Tyrell directed Council's attention to some mail he
received indicating that he has had control of the Council for many
years. It was apparantly sent by a supporter of some candidates
and his concern is that the election process in Temple City has gone
below its usual integrity.
Councilman Gillanders commented that there have been a number of
things which have been done in this election which have degraded the
entire election process and all candidates should be concerned.
12. ADJOURNMENT:
On motion by Councilman Atkins, seconded by Councilman Tyrell, meeting
adjourned at 7:55 p.m. Next regular meeting of the Council will be
held Tuesday, April 20, 1982, 7:30 p.m. in the Council Chamber of the
City Hall.
