BOROUGH OF CARTERET
COUNTY OF MIDDLESEX, STATE OF NEW JERSEY
WHEREAS, the Urban Enterprise Zone Authority was created in August 2002, and has been a
significant economic development tool for the Borough of Carteret's business community,
creates benefits that help generate hundreds of new full and part time jobs, and return valuable
funding to our ffiill1icipalities to create economic development projects; and
WHEREAS, the UEZ operates by allowing UEZ businesses to charge half of the mandated state
sales tax that is returned to the community for economic development projects' and
administration. DEZ Businesses earn tax incentives and exemptions on certain purchases to
operate VEZ Businesses; and
WHEREAS, based on language in the Fiscal 2011 Budget Brief proposed by Governor Chris
Christie, eliminating any part of the UEZ Program or the freezing of UEZ Funding will greatly
impact the municipalities' ability to recover from economic decline and stagnation. These
potential actions will have a devastating impact and potential loss of businesses in the Borough
ofCarleret. Governor Christie's proposed budget would divert all of the dollars that currently are
sent back to the town's UEZ to the general fund of the State; and
\VHEREAS, in the past these funds have been used to create jobs, build infrastructure, and
spawn economic activity in our community.
NOW THEREFORE BE IT RESOL YED, by the Mayor and Board of Commissioners of the
Borough ofCarteret, County of Middlesex and State of New Jersey, as follows:
1. \Ve request Governor Christie remove any language in his proposed budget that will
freeze UEZ funding including administrative and project funds.
2. Request that onr State Legislators do not to sign a 2011 State Budget that does not fully
restore the UEZ Program and incentives to businesses.
.3. Request that Governor Christie work with the UEZ State Office and Local
Representatives to address the future of the program.
