A. Special Session - Call to Order – 7:00 PM
B. Roll Call
The City of Tiffin City Council held a special session Tuesday, March 30, 2021 at the City Hall Council
Chambers. This was a meeting open to the public through the Iowa Open Meeting Law but due to the
current public health emergency (Covid-19) most councilpersons were participating in the meeting
electronically as allow by the Iowa Code, Chapter 21. Mayor Berner called the meeting to order at 7:00
PM. Upon roll being called the following members were present: Skylar Limkemann arrives at 7:02 PM,
Al Havens via Microsoft Teams, Jim Bartels via telephone, Eric Schnedler, Chris Olney. Others present
City Administrator Doug Boldt and City Clerk Abigail Hora.
C. Agenda Additions/Agenda Approval
Motion to approve agenda by Olney.
Second by Havens.
All ayes, agenda approved.
D. Communications and Reports

Motion to open Public Hearing on FY 2021-2022 Proposed Budget by Bartels.
Second by Schnedler.
Roll Call: Olney, Havens, Limkemann, Schnedler, Bartels.
Discussion: Nothing Received at City Hall.
Motion to close Public Hearing on FY 2021-2022 Proposed Budget by Olney.
Second by Limkemann.
Roll Call: Havens, Limkemann, Schnedler, Bartels, Olney.
H. Ordinance Approval/Amendment

I. Resolutions for Approval
1. Resolution 2021-024 – A Resolution Approving the City of Tiffin FY 2021-2022 Annual
Budget. Motion to approve Resolution 2021-024 – A Resolution Approving the City of Tiffin
FY 2021-2022 Annual Budget by Limkemann.
Second by Havens.
Roll Call: Havens, Bartels, Schnedler, Olney, Limkemann.
All ayes, motion carried.
J. Motions for Approval
1. Discussion and Consideration to Approve Three-year Contribution ($2962 annually, $8886 total)
to the Clear Creek Watershed Coalition to Fund a Program Coordinator and Council Action as
Needed.
Motion to approve by Schnedler.
Second by Bartels.
All ayes, motion carried.
