HomeMy Public PortalAboutOrd. 1422ORDINANCE NO 1422 AN ORDINANCE AMENDING SEC'T'ION 25 -16 6 OF CHAPTER 25 OF THE LY°NWOOD`MUNICIPAL CODE TO PROHIBIT FENCES AND WALLS IN THE FRONT YARD SETBACKS OF R -1 (Single Family) RESIDENTIAL PROPERTY, TO ADD DESIGN STANDARDS FOR FENCES IN ALL ZONES, TO CLARIFY FENCE REGULATIONS AND PERMIT APPLICATION PROCEDURES AND MAKE MINOR RELATED CHANGES THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES ORDAIN AS FOLLOWS S ect ion 1 _ Chapter 25 of the Lynwood Municipal Code is hereby -� amended by amending Section 25- 16__6_ - E6 read as foi:tows_ " 25 -16 6- Fences and Masonry Walls a Prior to the installation or construction of any fence or masonry wall in any zone, the property owner shall obtain plan approval from the Director of Community Development or his /her designee b The applicant shall submit a plot plan showing the location of the fence or masonry wall in relation to property lines, the height of 'the fence, proposed materials, and openings or gates to provide access for vehicles and pedestrians The applicant shall also submit an elevation sketch showing the design of the fence or wall c For masonry walls (as defined in subsection 25 -2 1) a building' permit shall be. applied for in addition to the plot plan described above All masonry walls of any height shall meet the requirements for masonry construction as defined in Chapter 24' of the Uniform Building Code A tee based on the valuation of the proposed construction shall be paid to the Building Department d All fences or masonry aralls shall be required to maintain adequate pedestrian access for the purpose of safety and convenience A thirty -six (36), inch or three (3) foot clear gate or opening shall be provided to all enclosures for pedestrian and wheelchair access Pedestrian and vehicular access shall be provided separately e All fences or masonry walls shall be of simple design, with flat, horizontal tops and. minimal decoration and shall be installed with a finished, aesthetically pleasing side facing out toward adjacent properties or the public right of way Chicken wire and fiberglass are not permitted as fencing material in any zone f The following shall apply to fences and masonry walls in residential zones r { 1 No fences or walls may constructed in the.20 foot front yard setback in R -1 (single family) residential zone Fences, walls and gates up to 6 feet in height may be constructed in the R -1 zone across the property at or behind the 20 foot front yard setback between side yard fences or walls and the sides of Upon application to the Director of Community Development, a fence, not to exceed 3 feet if solid and 4 feet if wrought iron, may be approved in the front yard setback area for the corner portion of a corner lot adjacent to a major arterial street or in other situations where it can be demonstrated that a fence is necessary to prevent significant trespass. 2 In the R -2 and R -3 zones, in any required front yard, a wall or fence shall not exceed 4 feet in height, except as provided in subsection 25 -4 8d 13, provided the upper one foot is open to permit vision through the fence surface A fence up to six feet high may be permitted in front yards for individual unified developments of 20 or more units, provided that such fences are set back at least three feet from the front property line and the setback area is landscaped and provided with an automatic irrigation system '3 Any wall or fence, including rear or side yard fences, generally parallel and located within 10 feet of any driveway, shall not block the vision of any drivers exiting the driveway to the street Such fences shall not exceed four (4) feet in height within any required front yard or from the driveway curb cut for a minimum of 30 feet a -long the side of the driveway At least the upper-�one -
