ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 34,
ARTICLE III OF THE CODE TO REFLECT ADOPTED TRANSIT SYSTEM FARES
WHEREAS, the Council adopted new transit fares by Ordinance No. 14178, effective April 2,
2007; and
WHEREAS, Chapter 34, Transportation, should be amended to reflect the adopted fares.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Section 34-27 is hereby amended as follows
See.34-27.Transit system fares.
The following shall be the fares to be charged passengers for riding the city buses:
A. The general fare to be charged all passengers,except those riding under other provisions
of this section,shall be fifty cents($6.56)one dollar($1.00).
B. Children under the age of six(6)years accompanied by a paying passenger shall ride free
of charge.
C. Any student enrolled in any elementary,junior high, senior high school, in the city shall
be eligible to purchase a special student discount pass entitling the student to twenty(20)
rides for a cost of ni m dohs-($9-66)eighteen dollars($18.00). Student passes shall be
honored only on school days between the hours of 6:45 a.m. and 6:45 p.m. Student I.D.
card may be required as proof of eligibility.(Ord. 13070 § 1,6-19-2000)
D. Half Fare Program for Fixed Routes.
The fare on fixed routes shall be one-half the general fare charged in Section 34-27.A.
above for persons age 60 years and over, persons with disabilities and Medicare
cardholders. To access the half fare program:
1. Passengers shall show photo identification and proof of eligibility at the time
fares are paid or upon boarding transit vehicles. Proof of eligibility is either a
Medicare card or a half fare identification card issued by the City Finance
Department.
2. Passengers may obtain a half fare identification card from the City Finance
Department by providing photo-identification, proof of eligibility and
completion of the "Jefffran Application for Half Fare Identification Card."
Proof of eligibility for the half-fare identification card shall be:
(a) a Medicare card;or

(b) proof of age,if age 60 or older,such as driver's license or identification
card issued by a state agency;or
(c) proof of disability, such as ADA eligibility card, Veterans
Administration disability card,or physician statement.

E. Transfers on the transit system are free subject to the rules established by the Director of
Community Development. (Ord. 13790, §1, 10-18-2004)
F. The fare for the demand-response bus for the handicapped will be two
dollars ($2.00) per trip. Persons requesting this service must meet eligibility criteria as
established by the Director of Community Development in compliance with the
Americans With Disabilities Act of 1990 (ADA) and the Department of Transportation
implementing regulations, 49 CFR, Part 37 and subsequent updates. A doctor's
certification may be required. Bus service to be provided in the city limits only. (Ord.

G. A transit benefit program is hereby established by the City in which the City shall issue
identification cards to employers for distribution to their employees which provide for an
unlimited number of employment related rides. The identification cards shall be issued
by the City finance department on a monthly basis. The price for a fixed route
identification card shall be $26.66 $40.00 per month and for a para-transit identification
card shall be$46.66$80.00 per month.(Ord. 13790, §1, 10-18-2004)
H. The Director of Community Development may establish other rules and regulations not
inconsistent with requirements of the Federal Transit Administration,U.S. Department of
Transportation, or the City Code in order to implement this section. (Ord. 13790, §1, 10-

Section 2. This ordinance shall be effective as of April 2, 2007.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE 2006-
2007 BUDGET OF THE CITY OF JEFFERSON, MISSOURI BY APPROPRIATING
ADDITIONAL FUNDS WITHIN THE GENERAL FUND AND AMENDING THE SALARY OF
THE MUNICIPAL PROSECUTOR AND JUDGE TO REFLECT THE APPROPRIATION
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. There is hereby supplementally appropriated within the General Fund
One Hundred Fifty Four Thousand Four Hundred Thirty-Five and no/100 Dollars
($154,435.00) as indicated on Exhibit A, attached hereto:
Section 2. The transit system fares are hereby increased from$0.50 to$1.00 for
the regular bus route, and from $1.00 to $2.00 for Para-transit.
Section 3. Chapter 2 (Administration), Section 108 (Compensation of Officers and
Employees), of the Code of the City of Jefferson, Missouri, is hereby amended, as follows:
Sec. 2-108.Compensation of officers and employees.
A. The compensation of all officers and employees of the city shall be established by the
council.
B. The compensation for elected officials shall be as follows:
Mayor-$900/month
Councilman-$450/month
City Prosecutor- $x3;883-33$2,916.67/month
Municipal Judge-$1,256.60 2 083.33hnonth

C. In addition to the monthly salaries elected officials may be reimbursed for actual and
necessary expenses incurred on behalf of the city.
D. No elected official shall receive any health benefit on or after April 17, 1995,other than the
right,if otherwise eligible,to participate in any health plan offered by the City at the official's

E. No elected official shall receive any retirement benefits for their service to the City on or
after April 17, 1995. If an elected official is otherwise eligible for retirement benefits
offered by the City,they may participate in that program at their own cost. Any official who
is otherwise qualified for a retirement benefit due to their service to the city up to and
including April 17, 1995,shall remain entitled to that benefit as determined on that date.
Section 4. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.
