Request for Qualifications
Technical Services for Affordable Housing Bylaw Amendment
The Town of Brewster, Massachusetts has been awarded an EEA Planning grant in the amount of
$15,000 for technical services to amend the Town’s Affordable Housing zoning bylaws. Through the
Town’s Chief Procurement Officer, we are seeking a qualified consultant to develop an amended
Affordable Housing bylaw for the Fall 2018 Town Meeting on October 29th, 2018. Amendments to the
Affordable Accessory Dwelling Unit (AADU), Affordable Accessory Commercial Unit (AACDU), and
Accessory Dwelling Unit (ADU) bylaws are requested.
The Town recently adopted a Housing Production Plan (2017) that contained as a primary
recommendation amending the Affordable Housing bylaw to allow for more accessory housing options.
The Town is also currently undergoing a strategic planning process to develop a long range vision for the
Town. Through a series of facilitated community workshops held by the Brewster Vision Advisory Group,
residents have recognized the lack of affordable housing, for both young families and seniors, as a
primary challenge facing our Town’s community character and sustainable economy.
In response to this identified need, the Brewster Housing Partnership Committee has been actively
examining the AADU and ADU bylaws, and exploring the model ADU bylaw introduced by the Cape Cod
Commission, with an interest in allowing more affordable housing options in Brewster. The final bylaw
amendments shall be completed on or before August 15th, 2018.

ma.gov, 508-896-3701 X1130. Complete submittal of the qualifications shall be received by the Town no
later than 4 P.M. on March 23, 2018.
The Town Administrator reserves the right to reject any and all submittals, waive informalities, and to
award contracts as may be in the best interests of the Town. The selected consultant shall be expected to
comply with all applicable federal and state laws in the performance of services. The consideration of all
qualifications and subsequent selection of the successful consultant shall be made without regard to race,
color, sex, age, handicap, religion, political affiliation or national origin. The contract and its award process
resulting from this Request for Qualifications (RFQ) are not subject to the Uniform Procurement Act
pursuant to the M.G.L. c. 30B.
