Board of Appeal and Equalization Meeting
Wednesday, April 6, 2022 at 6:30 p.m.
This meeting is held annually for the purpose of reviewing and correcting the
2022 assessed property values or property classifications in the City of Medina.
More information on the steps necessary to appeal your estimated property

Permit Required for Solicitors
With the arrival of spring we tend to receive complaints of unwanted peddlers
in our residential neighborhoods soliciting goods or services. Medina and
Loretto's city ordinances require solicitors to obtain a permit from the Cities
prior to selling products door to door. If you have a solicitor come to your
door, ask them for their City permit. If they don't have proof of a permit
send them away. If they refuse to leave, call the police department.
The ordinance also allows you to post your property with no solicitor signs,
which will prevent even the permitted solicitors from coming to your door. If
they do come onto your property we can charge them with a violation of our
ordinances.
When a solicitor comes into City Hall for a permit, we will run a check for
past criminal histories before the permit is issued. Just because they have a
City permit, it does not mean that the City endorses them or their products.
As the saying goes, "buyer beware". There are exceptions to the ordinance.
Regular route sales persons, sales to businesses, newspaper delivery, and
nonprofit organizations such as societies, associations or corporations solely
of its members (Scouts, Lions). If a nonprofit organization would like to sell
door-to-door in our cities, they are required to notify the City of their intent.

OPEN HOUSE
The Medina Police Department is hosting the Bicycle Safety Rodeo
for children ages 3-12. This event is designed to educate children
and to build confidence on riding safer and smarter this summer!
Children will have the opportunity to ride through an obstacle course
to practice bike safety skills. Bike inspections will also be offered.

The police department would also like to open its doors to the community
during the bike rodeo to meet and greet its police department members.
Join us for a walk through of the police department to meet the
chief and its officers and get a behind -the -scenes

Spring Road Weight Restrictions
Spring road weight restrictions went into effect on March 16th. The City does not
issue permits during road weight restrictions, with the exception of emergency utility
situations. When spring arrives, the frozen aggregate base and the soil under the
aggregate base thaw out and become saturated. Under these conditions the pavement
weakens, and the capacity of the roadway is reduced. It is during this time that heavy
vehides driving on the roadway damage the roadway more than any other time of the
year. The restrictions keep the cost of road repairs down for all taxpayers.
We ask all of our residents and business owners to keep an eye out for large trucks
using the roads during the restriction period. If you see them using a restricted road,
please call 9-1-1 to report it immediately. Help protect our roads!
When will road weight restrictions be lifted? There are a lot of variables that determine
when the signs for the restrictions are posted and when they are taken down. Please
watch the City's website for up-to-date information including a city map of restricted

Land Use Applications Under Review
The following land projects are currently under review by the City.

Hamel Townhomes — 342 Hamel Road— Hamel Townhome LLC
has requested approval of a preliminary plat and site plan review for
development of 30 townhomes on approximately 2.15 acres. A public
hearing is tentatively scheduled at the April 12, 2022 Planning
Commission meeting.
Marsh Pointe Preserve Final Plat — east of Arrowhead Dr., north of
Highway 55 — BPS Properties LLC has requested final plat approval for
development of 30 detached villas on 36 acres (12.16 acres buildable).
The City Council is tentatively scheduled to review at the April 19, 2022
meeting.
2055 Tamarack Drive Barn Setback Variance — Jeffrey Bonner has
requested a variance from the required 150 -foot setback to replace an
existing 780 s.f. barn with a 2,940 s.f. structure containing a barn area
and also a shop/storage area. A public hearing will be scheduled when
complete for review, potentially at the April 12 or May 10 Planning
Commission meeting.
City to Consider Electric Vehicle
(EV) Ordinance
The Medina Planning Commission is scheduled to
discuss an electric vehicle (EV) charging ordinance
at its meeting on April 12, 2022 at 7:00 p.m.
Production and use of electric vehicles is expected
to increase significantly in the near future. Accom-
modating EV charging infrastructure during con-
struction can significantly reduce costs compared
to retrofitting after construction. Proactive plan-
ning and preparation can encourage future installa-
tion, even if it is not constructed immediately.
These factors will be discussed as the City
determines whether EV charging infrastructure
should be required to be included with new
projects.

Building Permits: Tips for Success
Spring has arrived and this is the perfect time to take on outdoor home improvement projects. As you plan for these projects
there are a few things to keep in mind. Submit permit applications for work that you will be doing, or ensure that the hired
contractor obtains the necessary permits prior to starting the work. Allow two weeks to complete plan review for projects
that require it.
► Projects that require plan review: decks, additions, remodel, basement finish & accessory buildings over 200 square feet
► Projects that require permits, but no plan review: re -roof, re -side, window replacement (within the same opening),
furnace, A/C, water heater replacement & water softener
When issued, a permit will include a card describing required inspections. Make sure to schedule inspections or to verify that
your contractor has completed all inspections. This includes permits that don't require plan review such as re -roofs, water
heater replacement, or furnace and A/C replacement. This is especially important if you plan to sell your home. Home buyers
often inquire on the permit history of a home, and it is important for the permits to have an inspection that shows that the
work was reviewed for compliance with the building code.
Lastly, when hiring a contractor, verify that they are licensed with the State of Minnesota. Licensing information is available
on the Department of Labor and Industry website: https://www.dli.mn.gov/. Select "Check a License or Registration" and
search for the contractor's name. Any questions regarding specific work not listed here should be directed to the planning

Pollution Prevention —Pet Waste
The presence of pet waste in stormwater runoff has several implica-
tions for water quality with perhaps the greatest impact from fecal
bacteria. The release of nutrients from the decay of pet waste pro-
motes weed and algae growth, limiting light penetration and the
growth of aquatic vegetation. This in turn can reduce oxygen lev-
els in the water, affecting fish and other aquatic organisms.
With the arrival of spring and warmer weather, we will be out enjoy-
ing the parks and trails. If you are headed out to one of the City
parks or trails with your pets, please ensure they are on a leash. City
Ordinance 515 requires that pets be contained or on a leash no long-
er than six feet in length. The ordinance also requires that pet own-
ers clean up pet feces and dispose of the feces in a sanitary manner.
Please do your part and pick up after your pets.
What is an Illicit Discharge?
Illicit Discharge is any discharge of pollutants or
non -storm water materials allowed to enter the storm
sewer system from overland flows or direct dumping
of materials into a catch basin.
Examples of Illicit Discharge: Sand and Dirt from
construction sites washing into drains, Dumping Toxic
Chemicals into drain, Chemical and Fuel Spills, overuse
of Fertilizers and Pesticides, and Trash not picked up
allowed to go into drains.

Annual Storm Water Pollution Prevention Program (SWPPP) Public Hearing —April 19th
The City of Medina will be holding a public hearing before the Medina City Council on Tuesday, April 19, 2022 beginning at
7:00 p.m. The purpose of the hearing is to receive public input on the adequacy of the City of Medina Storm Water Pollution
Prevention Program (SWPPP).
The City operates under a MS4 permit for stormwater control which is regulated by the Minnesota Pollution Control Agency.
The City is required to hold an annual public hearing and apply for the permit every 5 years, which commenced again in 2019.
The primary goal of the MS4 General Permit is to improve water quality by reducing pollutants in stormwater discharges from
an MS4. Examples of stormwater infrastructure include curbs, ditches, culverts, stormwater ponds and storm sewer pipes.
Public and private spaces contribute to urban stormwater pollution. While MS4 administrators control the public sources of
stormwater pollution, it is also in the hands of private citizens to change the way they do small things that will have a dramatic
effect on the quality of their favorite fishing spot or swimming beach.
A copy of the Storm Water Pollution Prevention Program is available at Medina city hall. Any person wishing to express an
opinion on this matter will be heard orally or in writing at the hearing.
Simple Steps You Can Take:
Fertilize established lawns with phosphorous -free fertilizer and do not overspray fertilizer into the street.
Rake leaves and sweep grass clippings away from curbs. Clean curbs mean clean water.
When you wash your car or truck, direct water onto your lawn to soak up soap.
Find attractive alternatives to large, impervious driveways and sidewalks.
Direct your home's gutters onto your lawn. Water that does not make it to the curb cannot carry pollutants to lakes & streams.
Do not participate in illicit discharge, such as chemical dumping.

Severe Weather Awareness Week April 11-15, 2022
Are you ready for severe weather? Homeland Security
and Emergency Management in collaboration with the
National Weather Service sponsors SWAW in
Minnesota. The week is designed to refresh, remind,
and educate everyone about the seasonal threats from
severe weather and how to avoid them.
Arguably the most important events during the week are the two annual
statewide tornado drills. In Minnesota, the 2022 statewide tomado drills
are scheduled for Thursday, April 14. According to the Mn DNR,
Minnesota experiences an average of 28 tornadoes per year. In 2018, 44
twisters touched down. A record was set in 2010 with 113 tornadoes
touching down across the state. Understanding this threat and knowing
what to do when a tornado is approaching can save lives.
Take advantage of Severe Weather Awareness Week to review your own
emergency procedures and prepare for weather -related hazards.
Each day of the week focuses on a different weather safety topic:
• MONDAY: Alerts and Warnings
• TUESDAY: Severe Weather, Lighting and Hail
• WEDNESDAY: Floods
• THURSDAY: Tornadoes (statewide tornado drills)
• FRIDAY: Extreme Heat

Septic System
Pumping Reminder
To protect groundwater and increase the life
of the septic system, city code requires prop-
erty owners to have septic tank(s) pumped
and inspected a minimum of once every
three years.
The standard not only is intended to protect
groundwater by requiring certified
assessments of septic systems throughout
the City, but also has the potential benefit of
increasing the life of the septic system, as
experts believe regular pumping is an im-
portant part of maintaining a system.

Pick up your free packet of milkweed seeds at Clean-up Day
Milkweeds are the required host plants for monarch butterfly caterpillars and their
flowers provide nectar for bees, butterflies, and other beneficial insects.
By planting milkweed, you can provide habitat for monarchs and also attract and support pollinators.
