HomeMy Public PortalAbout1983-05-31 MeetingCOUNCIL MINUTES May 31, 1983 The Council of Bal Harbour Village met Tuesday, May 31, 1983 at 9:30 A. M. in the Village Hall. Present: Mrs. Antiles and Messrs. Laikin, Printup and Sherman Absent: Mr. Taplin Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village Clerk; and Alan S. Gold, Village Attorney. On motion of Mr. Printup, seconded by Mr. Laikin and voted the minutes of the meeting of April 26, 1983 were approved as submitted. A Public Hearing was held for the purpose of considering a non-use variance to permit a residential patio trellis to encroach 8' to 11' into the 40' waterfront set back Lot 17, Block 12 Residential Section Bal Harbour. Mr. Desharnais, the Village Building Inspector, presented sketches of the proposed trellis. It was moved by Mrs. Antiles, seconded by Mr. Laikin and voted that the variance be granted contingent upon approval in writing from the adjoining property owners. Mr. Maley said that sealed bids were received and opened for the Public Works facility on May 26, 1983. The Bids from four contractors for the building, not including the emergency generator, ranged from $458,000 to $497,800. The low bidder was Bob Poppiro,Inc. The council discussed the uses of the building and the placement of the building on the site. Inasmuch as an alternate plan for the site had just been presented by Mr. Whitman, it was the feeling of the council that the project should be reviewed. It was moved by Mr. Laikin, seconded by Mrs. Antiles and voted that a meeting should be held with Mr. Whitman, Mr. Maley and Mr. Sherman to further dis- cuss and review the plans for the building. Mr. Maley reported that he had interviewed five professional landscape architect firms according to the council's direction. Of the firms interviewed Strassau, Smith and Strassau have withdrawn their name. Each of the firms saw the project in a different manner. His recommendation in order of preference are: Taft Bradshaw and Associates; Douglas Ruth and William O'Leary in a joint venture, and Edward D. Stone, Jr. and Associates. After discussion on the items to be covered by the firm selected, it was moved by Mrs. Antiles, seconded by Mr. Laikin and voted that Mr. Sherman and Mr. Maley negotiate with the firm of Taft Bradshaw and Associates on a fee to present a scheme for the overall improvements to Collins Avenue and 96th Street. The council discussed with those present the problem of cars block- ing the sidewalks while waiting to enter on to Collins Avenue and 96th Street. Also mentioned was the problem of bicycles on the sidewalks. Mr. Maley ex- plained that State Law states that bicycles are to ride on the sidewalks. It was moved by Mr. Laikin, seconded by Mrs. Antiles and voted that Mr. Maley and the Chief of Police consult with a traffic consultant on this problem. Mr. Gutenstein of the Bal Harbour Resort Tax Advisory Committee said that overseas visitors are almost non-existant and more money is needed to advertise in the Northeast,Mid-States and locally. He said the advertising May 31, 1983 budget had been cut this year and they are requesting another $50,500. Mr. Maley advised that this money would have to come from the Resort Tax Fund Balance. It was moved by Mr. Printup, seconded by Mrs. Antiles and voted that an additional $50,500 be allocated for summer advertising. The Village Clerk advised that Items IV-B and IV-C had been withdrawn from the Agenda at the originator' request. Mr. Maley reported that all but nine of the residential street re- surfacing assessments have been paid. Mr. Gold advised that Certified letters should be sent on the outstanding bills, and the next step will be to file liens against the property. Mr. Sherman said that the Village Attorney has been researching the legality of investigating the background of security personnel working in the Village. Mr. Gold advised that he would have a written opinion for the council at the next meeting. Mr. Maley said the Chief of Police has done a survey on the fines levied in neighboring communities and he believes we should raise our parking fines from $3.00 to $6.00 in the new budget. No action was taken on the matter. On motion of Mr. Printup, seconded by Mrs. Antiles and voted the meeting was adjourned at 11:45 A.M. Attest: Village Clerk May 31, 1983 ¢or COUNCIL MINUTES June 9, 1983 A Special Meeting of the Council was held at 2:00 P.M. on Thursday, June 9, 1983 in the Village Ha11 for the purpose of reviewing the pro- posed Public Works Facility and other items. Present: Mrs. Antiles and Messrs. Laikin, Printup, Sherman and Taplin Also present were Fred W. Maley, Village Manager and Mary T. Wetterer, Village Clerk. The Council and Mr. Maley discussed the Public Works facility with the Village Engineer, Mr. Don Ditzenberger and the architect, Mr. Fraseur Knight. Items considered were the possible relocation of the building, proposed uses, reducing the square footage and lowering the cost by changing the exterior design. It was the council's feeling that inasmuch as Mr. Ditzenberger's firm and Mr. Knight had spent so much time on the project that they should restudy the job and see what can be done to lower the cost.
