RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR
ENGINEERING SERVICES WITH T&M ASSOCIATES-.
HERt\1ANN AVENUE EMERGENCY- SANITARY SEWER REPAIR
\VHEREAS, the Borough of Carteret is in need of environmental engineering and field
inspection services in regard to the emergency sanitary sewer repair on Hennann Avenue; and
WHEREAS, the Borough'S Consulting Engineers, T &M Associates, possess the requisite skill
and expertise for said services; and
\VHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a
total cost not to exceed $8,750.00; and
\VHEREAS, the Mayor and Council haye reviewed said proposal;
\\'BEREAS, the Chief Financial Officer has certified that funds are or ,viiI be available for said
puryose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from T &M Associates for environmental engineering
and field inspection services for the emergency sanitary sewer repair on
Hermann Avenue at a total cost not to exceed $8,750.00 at the rate set
forth in T&M's existing contract with the Borough is hereby approved.
2. That annexed hereto is a copy of said proposal.
3. That this action is approved as an award of a professional services contract
pursuant to NJ.8.A. 40A:1I-5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.
4. That a copy of this resolution be forwarded to the Borough's Purchasing
Department and T &M Associates.

Re: Emergency Services - Hermann Avenue Sanitary Sewer Repair
Dear Mr. DuPont:
As requested, we have provided environmental engineering and field inspection services for the
cmergency sanitary sewcr repair on Hennann Avenue over the past month.
Our services included investigating the sinkhole; overseeing video inspection of the sanitary
sewer performed by Oswald Enterprises; coordinating and overseeing the Borough's emergency
sewer repair contractor; discussions with a specialty pipe manufacturer regarding optional pipe
repair materials & methods; collaborating with Borough staff regarding investigation alternatives
and potential repair strategies; preparation of a written report to the Borough on contractor
invoicing; and providing inspection services to oversee sinkhole excavation and backfilling to
restore the site,
At this time, we are writing to request Borough approval of our emergency services for the
sinkhole investigation and pipe line repair oversight. OUf fees for engineering and inspection
related services described in detail above total $8,750.
Presently the sewer repair is complete. Final resurfacing of the roadway repair patch will be
performed by F&P Contracting as part of the Hermann A venUe improvement contract.
