A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
URGING THE COMMUNITY SERVICES ADMINISTRATION TO EFFECT
IMMEDIATE RELEASE OF FUNDS APPROPRIATED TO THL; SOUTH-
EASTERN REGIONAL COMMUNITY ACTION AGENCY FOR REINSTIT-
UTION OF COMMUNITY ACTION ACTIVITIES I1V 'i"HE COMPTON HEALTH

WHEREAS, on „Tune 14, 1974, the Southeastern Regional Community Action
Agency (SERCAA) was established under California law by the County of Los Angeles
and the cities of Carson, Compton, Lynwood and Paramount as a joint powers agency
to carry on community action activities within the Compton health District and on
July 26, 1974, said agency was approved by the Office of Economic Opportunity
of the United States of America (OEO~, now known as the Community Services
Administration (CSA); and
WHEREAS, CSA and the County entered into a grant contract (OEO Grant
90109) approved by OEO on July 19; 1973, and accepted lay Countyori August 7, 1973
under which $651, 000 of funding remains fr°om the original grant of $776, 000
for the reinstitution of community action activities within the Cornpton Health
District boundaries; and
WHEREAS, the County has been released by CSA from its obligations as the
grant recipient of the aforesaid monies pursuant to tine execution of a Contract for
Substitution of Rights and Obligations by County and Regional OEO on March 20,
1975, inasmuch as the SERCAA Agency has been created, is ire operation and has
been deemed eligible by CSA to be the direct recipient of grant funds on behalf
of the Compton Health District; and
WHEREAS, since no CSA g-rant monies have been transmitted to SERCAA
as of this date, the Lynwood City Council in concert with the other joint powers and
the Agency's Board of Directors does hereby urgently request the immediate
release of previously allocated monies in the amount of $$51, OUO by the Community
Services Administration to fulfill its designated responsibility to create vitally
needed social and economic opportunities for the citizens residing within the joint
powers jurisdictions.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the
City of Lynwood that grant monies previously allocated to the Southeastern Regional
Community Action Agency be released forthwith to SERCAA subsequent to the
authorization of CSA Director Bert A. Gallegos.
PASSED, APPROVED, AND ADOPTED THIS 4th day of November, 1975.
