MEETING MINUTES
Board of Selectmen members present: Brian Herr, Chairman; Mary Pratt, Vice-Chairwoman; Michael

Open Public Meeting (Room 211)
6:00 p.m. Mr. Herr opened public meeting in Room 211/and motioned to move into executive session for
the purpose to discuss ongoing litigation, collective bargaining strategies, and the deployment of public
safety personnel. So moved Mr. Zettek. Second Mr. Shepard. The roll call votes follow: Mr. Herr: yes;
Mrs. Pratt: yes; Mr. Shepard: yes; Mr. Zettek: yes; Mr. Dourney: yes. Unanimously voted.
6:30 p.m. Mr. Herr re-opened public meeting in Room 215 for the Board to consider administrative
issues.
Ambulance Gifts
Vote: Mr. Shepard motioned to accept a $25 ambulance gift from Herbert & Mary Pollard in memory of
Marjorie Peloquin. Second Mrs. Pratt. Unanimously voted.
Parade Permit:
Vote: Mr. Dourney motioned to grant a parade permit to the Hopkinton’s Little League for the annual
Little League Parade scheduled on Sunday, April 5 beginning at 1:30 p.m. at the Town Common. Second
Mrs. Pratt. Unanimously voted. It was noted that the request has been reviewed and favorably
recommended by Police Chief Irvin.
Liaison Reports
Members of the Board of Selectmen gave their liaison reports. Mr. Dourney talked about his attendance at
a recent Board of Health meeting. Mr. Zettek talked about the “Go Green Day”. Mr. Herr attended a
recent RTA meeting and said that there is a new bus route from Hopkinton to Framingham. Mr. Zettek
said that a town wide Beautification Day is scheduled on May 2.
Pledge of Allegiance: This portion of the meeting was televised live through HCAM.
7:00 p.m. Mr. Herr invited everyone to stand for the Pledge of Allegiance. Mr. Herr reviewed the actions
taken by the Board of Selectmen during the business segment of the meeting that began at 6:30 p.m.
Public Forum
Mr. Herr explained that this segment of the meeting is to give residents an opportunity to voice their
opinions, ideas or ask any questions that they might have regarding Town Government. Girl Scouts,
Meghan Krueger, Brooke O’Brien, Lauren Harvey, and Samantha Racicot invited the Board of Selectmen

to an upcoming Girl Scout event. Renee Martin, Chairwoman of the Go Green Event, talked about the
scheduled events for that day.
Readout Mail
Mr. Dourney read an announcement regarding the Hopkinton Public Library’s Celebrating Hopkinton’s
Women’s of Words (3/11. Mr. Zettek read a community project, HopSwap, and that more information
about this event is throughout various places in the town including the Town Hall’s foyer. The Swap is
scheduled on Saturday, May 9 from 12:30 p.m. to 3:30 p.m. at the Middle School. Mrs. Pratt talked about
the SPEAC fundraising event for the 09 Boston Marathon.
MA Water Pollution Abatement Trust Bond (Community Septic Management Program Loan):
Mrs. Maureen Dwinnell, Treasurer. This bond is an aggregate principal amount not to exceed $500,000
pursuant to the General Laws and a vote of the Town passed May 5, 2008 authorizing a total borrowing of
$500,000 for a community septic management loan program.
Vote: Mrs. Pratt motioned to authorize for signature the MA Water Pollution Abatement Trust bond as
submitted by the Town Treasurer. Second Mr. Zettek. Unanimously voted.
Housing Committee Interview (one vacancy; term to ’11): Rick Scherer
Mr. Herr invited Mr. Scherer to present his background and state why he would like to serve on the
Housing Committee. Mrs. Lillian Holden, Chairwoman of the Housing Committee, endorsed Mr.
Scherer’s appointment to the Housing Committee.
Vote: Mr. Shepard motioned to appoint Mr. Scherer to the Housing Committee. Second Mrs. Pratt.
Unanimously voted.
Power Options Agreement
Mr. Carlisle presented and explained a Power Options Agreement for Sale and Purchase of Electricity and
recommended that the Board authorize him, as the Town Manager to sign the agreement. He appointed
out that this agreement will save the Town $5,000 a month in electricity bills. He explained that NStar
continues as the distributor.
Vote: Mr. Dourney motioned to execute the contract and authorize the Interim Town Manager, Clayton
Carlisle, to sign the Power Options Agreement as presented. Second Mrs. Pratt. Unanimously voted.
Town Manager
Mr. Herr announced that the Board of Selectmen interviewed four candidates at the March 7 Selectmen’s
meeting and voted unanimously to offer the Town Manager’s position to Norman Khumalo. Mr. Herr
gave an overview of the interviewing process. A contract between the new Town Manager and the Town
of Hopkinton is presently being developed.
Town Manager’s Report of the general affairs of the Town.
Mr. Carlisle presented his report of the general affairs of the Town. He said that he met with the Fire and
Police Chiefs to discuss preparedness for emergencies; Mr. Carlisle talked about the new phone system
through the internet at the DPW eliminating the cost of phone service. The town Hall gutter recently gave
way and he has been advancing the progress for repairs. He has been in discussion with the School
Committee, Appropriation Committee etc. about the budget and keeping the lines of communication
open. He said that the budget information would be put on the Town’s website. Mr. Carlisle referred to
the Budget Summary booklet that includes an Executive Summary that he prepared. A summary of all of
the cost savings efficiencies is also included in the booklet. It was noted that Mr. Carlisle would be
staying through the Town Meeting. Also, a copy of a Feasibility Study: Hopkinton Municipal Insurance
Trust is also available (see attachment). There was an interactive discussion regarding the budget. The
Board agreed to schedule a Selectmen’s working budget meeting on Saturday, March 21 from 8 a.m. to
noon.
