RESOLUTION NO. 13-8713
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, TO GRANT
TEMPORARY PERMISSION TO OPA-LOCKA
COMMUNITY DEVELOPMENT CORP TO INSTALL
EIGHT (8) PANELS ON THE GROUNDS AROUND
HISTORIC CITY HALL IN ANTICIPATION OF ART
BASEL MIAMI BEACH, FOR THE PERIOD OF
NOVEMBER 20, 2013 THROUGH THE END OF
FEBRUARY 2014; PROVIDING FOR INCORPORATION
OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City of Opa-locka is engaged in a program of revitalization that features
arts and culture, and
WHEREAS,the Historic City Hall building is being restored and reprogrammed as an arts
and cultural center; and
WHEREAS, the Opa-locka Community Development Corporation ("OLCDC")
commissioned the internationally known photographer Hunter Barnes as the City's first artist in
residence for two weeks in September 2013; and
WHEREAS, Mr. Barnes' assignment was to create documentary portraits of Opa-locka
residents; and
WHEREAS, Mr. Barnes has chosen eight (8) of these portraits for 4'x6' high quality
enlargements as weather-proof outdoor panels; and
WHEREAS, the residency of Mr. Barnes and the creation of this eight (8) panel exhibit
are made possible by a grant to OLCDC by the Surdna Foundation; and

WHEREAS, the OLCDC wishes to install this eight (8) panel exhibit on the grounds of
Historic City Hall and nearby Sherbondy Park; and
WHEREAS, the OLCDC will remove the panels at the close of the exhibit's run; and
WHEREAS, the exhibit will be publicized to the media and to hundred of thousands of
renowned national and international leaders participating in `Art Basel Miami Beach; and
WHEREAS, the exhibit of portraits of our residents will reflect positively on the Great
City of Opa-locka, and the City Commission hereby grants permission to the OLCDC to install
the eight (8) panels for the period November 20, 2013 through the end of February 2014.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby grant temporary
permission to Opa-locka Community Development Corp to install eight(8)panels on the grounds
around Historic City Hall building in anticipation of Art Basel Miami Beach, for the period of
November 20, 2013 through the end of February 2014.
Section 3. This resolution shall take effect immediately upon adoption.
