SITE PLAN REVIEW COMMITTEE
March 4,2015 -Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room at
the Orleans Town Hall. Departments Present: George Meservey(Planning); Bob Canning(Health); Greg
Baker(Fire);Brian Harrison(Building);John Jannell(Conservation);Todd Bunzick(Water); and Tom
Daley(DPW).
INFORMAL REVIEW: Orleans Marketplace(c/o Todd Thayer), 130 Route 6A
Todd Thayer and David Michniewicz(Coastal Engineering Co.)described changes proposed for the
shopping center known as Orleans Marketplace located at 130 Route 6A. Thayer noted that traffic pattern
complications have caused an unsafe situation for vehicles and pedestrians in the Orleans Marketplace Plaza,
particularly between Guapos Restaurant and the Dunkin Donuts area. Thayer stated his intention to plant
trees and landscaped islands in the parking area as well as provide handicapped parking spaces and
walkways. Thayer described a proposed outdoor fenced in seating area for Guapos restaurant to be accessed
from inside the restaurant.
Comments:
Fire: The applicant needs to provide an outdoor egress from the fenced in seating area,
possibly with a crash bar on a gate to provide an emergency escape. The applicant
should consider installing bollards to provide protection from vehicles.
Building: Safe walkways must be provided to handle foot traffic across the road between
buildings. Emergency egress must be provided from the outdoor fenced in seating
area to the parking area as noted by the Fire Department. Architectural Review
Committee review and approval will be required.
Water: There are no Water Department comments.
Health: Applicant will need to contact the Department of Environmental Protection
regarding sewage control. Grease trap location will need to be conveyed to the
Health Department for town records. The applicant has requested an increase in
seating.
Conservation: There are no Conservation Department comments.
Highway: Applicant might consider extending the walkway around the patio seating and
planting trees in the islands.
Planning: Planning Department concerns have been addressed at this meeting.
MOTION: On a motion by Bob Canning, seconded by John Jannell,the Committee voted to accept the
plan entitled,"Orleans Marketplace,LLC-Plan Showing Proposed Site Modifications"prepared by Coastal
Engineering Company, Inc., Scale 1"=40',dated February 25, 2015 as the Formal Site Plan.
VOTE: 7-0-0 The motion passed unanimously.

APPROVAL OF MINUTES: January 21, 2015
MOTION: On a motion by Bob Canning, seconded by Todd Bunzick,the Committee voted to
approve the minutes of January 21,2015.
VOTE: 7-0-0 The motion passed unanimously.
The meeting adjourned at 10:25 a.m.
