A RESOLUTION OF THE CITY COLiNCIL OF THE CITY OF LYNWOOD
REQUESTING THE DEPARTMENT OF HOLSING AND URBAN DEVELOPMENT
TO PLACE A CONDITION ON THE SALE OF E~CH HOME SOLD BY HUD
THAT SAID HOME BE BROUGHT UP TO CODE REQUIREMENTS
OF THE CITY OF L.YNWOOD PRIOR TO SALE
WI3EREAS, the City of Lynwood has experienced a continually increasing
number of FHA foreclosixres which result in vacancy and boarding up of residential
units for a long period of time; and
WHEREAS, these vacant buildings result in vandalism and malicious mischief
thereby falling below the City's Building Code provisions for habitable conditions,
and
WHEREAS, the Department of Housing and Urban Development policy is to
sell these homes on an "as is" basis with no guarantees to the City that Code vio-
lations resulting from periods of vacancy and vandalism will be corrected, and
WHEREAS, vacant and vandalized buildings continue to contribute to a decline
of citizen morale and the quality of housing in the City of Lynwood, and
WHEREAS, over 100 hundred (100) of these properties are currently vacant
and boarded within the City of Lynwood.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF LYNWOOD, that the Council urges the Department of Housing and Urban
Development and the City's Federal Legislators to require that all vacant HUD
homes be brought up to local building code standards prfor to sale of said homes.
BE IT FURTHER RESOLVED THAT THE CITY COUNCIL forbvard copfes of
this resolution to the local HUD office, Congressman Wilson, Senator Tunney,
and Senator Cranston.
PASSED, APPROVED, AND ADOPTED THIS 19th day of February , 1974.
