HomeMy Public PortalAbout74-022 (04-02-74)RESOLUTION NO~ ?4-22 A RESOLUTION OF THE CITY COLJNCIL OF` Ti3I: CITY OF LYNWOOD ENDnPSINC CF.RTAIN E3ASiC ("r`~,^1r"~`E~.Y7'S EMBODIED IN THE UNIFIED TRANSPORTA'i'ION ASSI~T'ANCE ACT NOW BEING CONSIDERED BY CONGRESS AND tiKciiNG CONGRESS TO AMEND THE PROPOSED ACT TU CLARIFY INTENT AND PROVIDE FOR A FAIR AND E(~UITABLE DISTRIBUTION OF FUNDS WHEREAS, Congress ~is consideringthe en~ctm~nt of a r~r,ifie^~ Tr~~~~~-por~- tation Assistance Act to provide for the developmen± of t~alance:i r.~~_ilki--rnoaa.l transportation systems; and WHEREAS, the proposed act would authorize appropriration.~ for each fiscal year ending 1978, 1979, and 1980 for the Federal-Aid Urban transporta~ion system and an additional Urban Mass Transportation Capital Gran~ Program; and WHEREAS, effect~ive July 1, 1974, the Federal b~se ~~har~e pa~yable for projects on Federal-Aid systems would be raised from 70 pErceni ±0 80 p~rcen± thereby reducing the State or local government share; dr~d WHEREAS, the Unified Transportation A~si~tance Ack would extend the authority of the Secretary of Transpor^tation to certify th~ ;st~~tes to car°ry out the necessary environmental and 4(f) reviews and appr°ovals providing the State has a qualified agency; and WHEREAS, there is a need for Congress to clarify its intent and defLne such terms as Responsible Local Officials in the Fed~ral-Aid Highw~y Act of 1973; and WHEREAS, Urban and rural programs are of equal importance to the areas they serve, it is essential that such programs be r~esponsive to thE unique needs of their different areas and it is essential that a proper balance be est~blished for funding the programs to meet these needs; and WHEREAS, there is an increasing number of ~pecial purpose programs that perpetuate the donor status of California; and WHEREAS, the donor status of California continue~ t~o Increase as exv emplified by the fact that currently only 60°Jo of the FederaY Highway Users' Taxes revenues are returned to the State and its local juriscliction~o NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LYNWOOD THAT IT endorses the concept of 80 percent Feder~l participation in transportation projects and the delegation of authority to the S~ate to carry out the entire program including envirionmental matter~ as embodied in the proposed Unified Transpotation Assistance Act and that Congre~s is requested to amend the proposed act to clarify its intent and the intent of the Federal~Aid Highway Act of 1973 to, define the terms Responsible Local Officials, Appropriate Local Officials, and Local Bodtes as the tegislative bodies of citie~ and counties and by permitting the states and qualified cities and countie~ to be certified to carry out all phases of the Federally~aided transportation prog~am~.
