A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF LYNWOOD E;S1'ABLISHING AN
ACCEPTABLE PROCEDURE FOR ALLOCATION
OF 1973 HIGHWAY ACT FUNDS
WHEREASa the Fed~ral Aid Highway Act of 1973 extended tl:e permiss~bl2 usage
of Fe~erai Aid LT:°ban Systems (FAUS) frznas Ueyr;~nd simply ~t~~ee~ ~~~~", h;~;hv~,~~v
projects and now aPlows for the purch~se of'bttses; the construction, reconstruction
arad improvemer~t of fixed rail facilities, including rolling stock for fi.xed rail;
and the cor~struction of exclusive or preferential bus, truck and emergency
vehicle ro~~ee or lanes; and
WHEREASs the Federal Aid Highway Act of 1973 provides that respor.sibie local
officials of an urbanized ar~a can determine whether a percentage of FAUS funds
in their area should be expended on non-highway, public mass transit or on stre2ts
and highways; and
WHEREAS, the California Department of Transportation, in its guideline on the
local in*~rodvement required to determir~e the appropriate procedures for expendi-
tuz°e of FAUS funds clearly calls for a cooperative process involving cities, the
county, th~ state,, and transit agenciesy and
WHEREAS, tk~ere is a great deal of confusion as to the meaning and interpretation
of the pa°oposed Urban Systems Procedures distributed to cities in the Los Angeles
County Divisior~ of the League- and
WHEREAS, the Board of Directors of the League of California Cities has taken a
s+.rong position in support of the direct inva~vem~nt of cities in the process of
apportioning FAUS funds, rather than simply having cities consulted in the process,
thereby gfving c~ties more control over how ttnos~ funds will be spent in their
owra communities as well as in their region; and

WHEREAS, th~ Los Aageles County Di~rgsion of the I.~~gue o£ Califo~naa has
progo~ed a join* ~ommittee comprised of nine ~e}~r~sentati<Je~s (thre~ each)
~ppnir~t~d'~y tre Di•aisr~~arn (one from Ld.~g Be~ch and two from cities other
th~a Los An~e9es and Long Beach)y the Citry of Los Angeles.0 and th~ (~`our~ty
of Lcs Ar~ge,.e~y ther~~y as~uring th~~ cities do h«ve a direet involvement ir~
establi~hir.g pnorec~ures to be approved by ttre respective cities and the County;
acfldi4io.n_abdy thre~ ex-officio, non-vating positions would b~ filled by th~ District
Director of C"AL'I`RANS, the Gea~ral Maraager of SCRTD and SCAG.
NOW, THEREF'ORE, BE IT RESOLVED that the City Council of the City of
Lynwood sugports the active involvement of cities irs th.e process of" apportion-
ment of FAUS funds within the County by me~xns of a joint repres~ntative body
as proposed by the Los Angeles County Division of the League of California
Cities; and
BE IT FURTHER RESOLVED that the ~oint committee be convened irnm~diately
so that a report can be distributed to the cities and to•Los Angeles County for
final cornsideration of multi-model transportation alternatives; and
THEREF"ORE9 BE I'~ RESOLVED that a copy of the Resolution be forwarded
~o tl~e Los Arnge~~s County Board of Supervisors, the Los Angeles County
Divisioa~ of th,~ Leagu~q the Director of Di~trbct 7 CAL'PFtANS, and th~
Direetor of the D~gar~rnent of T~amspor°tatior~ of the State of Cal~fornia,
