AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING
THE FINAL SUBDIVISION PLAT OF EMILY LANE SUBDIVISION, SECTION TWO, A
SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, Dale and Alvyne Scheperle, owners of the real estate hereinafter described, having
submitted to the City Council a plat of said real estate, being located in Jefferson
City, Cole County, Missouri, and being part of the Southwest Quarter of the
Southwest Quarter of Section 8 and part of the Northwest Quarter of the Northwest
Quarter of Section 17, Township 44 North, Range 12 West, in the City of Jefferson,
Cole County, Missouri, more particularly described as follows: Part of the Southwest
Quarter of the Southwest Quarter of Section 8, Township 44 North, Range 12 West,
in the City of Jefferson, Cole County, Missouri, more particularly described as
follows: From the southwest corner of Section 8, Township 44 North, Range 12
West, Cole County, Missouri; thence N6 032'04"W, along the Section Line, 813.10
feet to the most northerly corner of a tract described by deed of record in book 401,
page 939, Cole County Recorder's Office; thence S55 048'04"E, along the northerly
line of the aforesaid tract described in book 401, page 939, 309.05 feet to the
northeasterly corner thereof and the POINT OF BEGINNING; thence S59 059'24"E,
508.15 feet; thence S40 035'22"E, 148.52 feet; thence S28 023'09"E, 25.02 feet to a
point on the northerly boundary of EMILY LANE SUBDIVISION SECTION ONE as
recorded in Plat Book 12, page 659, Cole County Recorder's Office; thence
southerly along the northerly boundary of said EMILY LANE SUBDIVISION
SECTION ONE the following courses: S52°05'44"W, 140.02 feet; thence northerly
on a curve to the left, having a radius of 425.00 feet, an arc distance of 20.13 feet,
(Ch: N39°15'40"W, 20.12 feet); thence S49 022'57"W, 197.40 feet to a point on the
east line of a tract described in Book 402, page 974, Cole County Recorder's Office;
thence leaving the northerly boundary of said EMILY LANE SUBDIVISION
SECTION ONE and along the east boundary of said tract described in Book 402,
page 974 the following courses: N6 051'04"W, 106.81 feet; thence S84 012'56"W,
206.23 feet to the easterly line of a tract described in Book 401, page 939 Cole
County Recorder's Office; thence leaving the boundary of said tract desrcibed in
Book 402, page 974 and along the east boundary of said tract described in Book
401, page 939, N6 032'04"W, 505.92 feet to the point of beginning. Containing 3.76
Acres.
WHEREAS, it appearing that said plat has been fully and properly signed and accepted by the
owner of said subdivision, known and referred to as the Final Subdivision Plat of
Emily Lane Subdivision, Section Two, that all taxes have been paid, that in all
respects the requirements of Chapter 445, RSMo, entitled "Plats" have been fully
complied with by the owner of said subdivision, and that in all respects the
requirements of the Planning and Zoning Commission of the City of Jefferson,
Missouri, relating to plats and subdivisions have been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
SECTION 1. That the Final Subdivision Plat of Emily Lane Subdivision, Section Two, lying,
being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the
said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by
the City Council of the City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P09016 — 4700 Block of Old Lohman Road; Final Subdivision Plat of
Emily Lane Subdivision, Section Two. Application filed by Dale and Alvyne Scheperle,
property owner, for a final plat of 3.76 acres on land zoned RA-1 High Density
Residential. This proposed final plat includes 10 residential lots. The property is located
on the northern side of Old Lohman Road approximately 250 feet west of South Country
Club Drive. The property is described as part of the Southwest Quarter of the Southwest
Quarter of Section 8 and part of the Northwest Quarter of the Northwest Quarter of
Section 17, Township 44 North, Range 12 West, Jefferson City, Cole County, Missouri
(Central Missouri Professional Services, Consultant)
Mr. Barron described the proposal and explained that Emily Lane Subdivision, Section
Two, will consist of 10 lots on 3.76 acres.
Mr. Brian McMillian, Central Missouri Professional Services, 2500 E. McCarty Street, was
present on behalf of the Applicant. At this time, no further questions were asked of Staff or
the Consultant.
No one spoke in opposition to this request and no correspondence was received.
Mr. Barron explained that staff recommends approval subject to compliance with
comments and technical corrections of the Engineering Division.
Mr. Wade gave the Engineering Division staff report and explained that a turnaround has
been shown in front of the last lots of proposed Section Two. He stated that drive access to
those last lots will be restricted with no direct access from the turnarounds.
Mr. Nunn moved and Mr. Hagan seconded to recommend approval of the Final
Subdivision Plat of Emily Lane Subdivision Section Two to the City Council, subject to
compliance with comments and technical corrections of the Engineering Division. The motion
passed 7-0 with the following votes:

Subdivision, Section Two. Application filed by Dale and Alvyne Scheperle, property owner, for a final

Background
This Major Subdivision Plat is for a new residential subdivision. The Preliminary Plat for this subdivision
was approved by the Planning and Zoning Commission on February 12, 2009.

Staff recommends approval of the final subdivision plat subject to the following:

ENGINEERING STAFF RECOMMENDATION-
Recommend approval.
Existing Infrastructure Summary
* Infrastructure exists in the vicinity. New sidewalk is planned along Emily Lane. Storm
water detention is not a specific requirement in this development, as lots proposed are
residential lots. Sanitary sewer exists on this property and is proposed to be extended to
serve all proposed lots.

* Roadway, storm water and erosion control plans are being reviewed and are nearly in
approvable form.
* A turnaround has been shown in front of the last lots of proposed Section Two (2). Drive
access to the last lots in Section Two (2) will be restricted, no direct access from the
turnarounds; drive approaches will need to be constructed for the driveways.
Sanitary Sewer
* The proposed development will be served by an existing sanitary sewer main running
through Section One (1). A sewer main extension is proposed to serve the lots within the
subdivision. Sanitary sewer main extension plans are being reviewed and are nearly in
approvable form.
Sidewalk
* A four(4) feet sidewalk is proposed along Emily Lane.
Street Access /Traffic Im pact
* Parking is proposed on one (1) side (the east side) of Emily Lane.

* Facilities within the subdivision are proposed in accordance with City standards.
