HomeMy Public PortalAbout05-06-10 agenda The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, May 20, 2010 was held on May 6, 2010, 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present; Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Randy Krum " Susan Naples " Joseph W. Sitarz Also noted present was Linda A. Rivera, Assistant Municipal Clei'k, in the absence of Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Borough Attorney. The Assistant Clerk stated that on January 4, 2010, the 2010 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board. It was published in The Home News Tribune on January 6, 2010 and The Star Ledger on January 8, 2010. The meeting was opened with a minute of silent prayer and The Pledge of Allegiance led by Mayor Daniel J. IIDIA'lillCN "Click It Or Ticket" Mayor Reiman read the following proclamation into the record: "Click It or Ticket" "Whereas, there were 586 motor vehicles fatalities in New Jersey in 2009; and Whereas, a large percentage of the motor vehicle occupants killed in traffic crashes were not wearing a seat belt; and Whereas, the National Highway Traffic Safety Administration estimates that 135,000 lives were saved by safety belt usage nationally between 1974-2000; and \Vhereas, the State of New Jersey will participate in the nationwide Click It or Ticket seat belt mobilization from May 24-June 6, 2010 in an effort to raise awareness and increase seat belt usage through a contribution of enforcement and education; and \Vhereas, the Division of Highway Traffic Safety has set a goal of increasing the seat belt usage rate in the state from the current level 92.67 to 100%; and Whereas, a further increase in seat belt usage in New Jersey will save lives in our roadway; Therefore, be it resolved that the Borough of Cmteret and the Cmteret Police Department declm'es its SUPPOlt for the Click It or Ticket seat belt mobilization both locally and nationally from MAY 24-JUNE6, 2010 and pledges to increase awareness of the mobilization and the benefits of seat belt use." 2 The Assistant Clerk stated that Ordinance #10-4 was introduced and adopted on First Reading at an Agenda Meeting of the Borough Council of the Borough of Carteret held on April 22, 2010. It was duly published in The Home News Tribune on April 27, 2010 with notice that it will be considered for final passage after Public Hearing to be held on May 6, 2010 at 6:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law she read the Ordinance by title. Upon MMS&C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the full Council present, the Mayor declared the Public Hearing to be opened. There were no questions or comments from the public. There being no fulther comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C by Councilmembers Diaz and Kl'Um and unanimous affirmative vote of the full council present. Upon MMS&C by Councilmembers Diaz and Sitarz "BOROUGH OF CARTERET COUNTY OF MIDDLESEX CALENDAR YEAR 2010 ORIDNANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (NJ.S.A. 40A: 4-45.14) was finally Adopted. Mayor Reiman explained it is an existing company and they are just adding another driver. Mayor Reiman then referred to Resolution #8, "Board of Education 2010-2011 School Budget" and welcomed the Board of Education members. He explained they had the opportunity to review seven (7) budgets commenting he has never met a budget that he has liked and certainly he has never had a budget that we could not cut. He said today this is a first for us because we are proposing a resolution to fund your tax levy as you adopted it in April as part of your budget, explaining the 2010/2011 School Budget that was introduced by the Board of Education in April called for elimination of sixty-two (62) staff positions and a zero increase in local homeowners local school taxes. He said the proposed 2010/2011 School Budget of 47.2 million dollars appropriates four (4) million dollars less, an eight (8) percent cut, over the current 2009/2010 Budget. He went on to explain the reduction in local spending consists of Governor Christie's administration of 2.5 million dollars in state aid and a further reduction of $1,012,000 in accumulated surplus, a reduction in the districts miscellaneous revenues of$18l,000 and a cut of$225,000 in state extraordinary aid that was realized in the current year budget. He said each year we reach these crossroads where we have to make the decision in determination between the appropriate balance of taxes and the quality of educational resources that are provided by our school system through the Board of Education and over the past seven (7) years we reviewed seven (7) other budgets and we have cut a total of 6.8 million dollars and it saved the Borough homeowners $815.00 on average, however this year Governor Christie declared war on the working middle class family in New Jersey and the state's cut. of $2,750,000 in extraordinary aid to Carteret Public Education has unfairly increased the burden on our local taxpayers, today and in the foreseeable future. He went on to say that our Board of Education has worked hard on this budget and has made tuff 6 decisions with regard to the elimination of positions and programs and the voters message was that they wanted a thorough and efficient review of the proposed budget and this administration and this council has done just that. He said they have found this budget to be fair to the taxpayers and to our school children and while other school districts are raising taxes this Board of Education calls for a zero percent increase, less money raised, than the 2010,2009, 2008 and 2007 budget years. He said the significant growth that Carteret has experienced and additional ratables have helped stabilize local and school property taxes and said it was a tough year across the state and our Board of Education stepped up to the plate and he thanked them on their job on the budget. RESOLUTION #10-117 was introduced by the Mayor and referred to the Council for action. Upon MMS&C by Councilmeinbers Diaz and Sitarz and unanimous affirmative vote of the full Council present the public portion on Resolution #10-117, "Board of Education 2010-2011 School Budget" was opened to the public. Helen (inaudible) spoke saying she was born in Carteret and lived here all her life. She asked how many administrators they have in the school system. . Mr. Patel, Business AdministratorlBoard SecretalY said they have twenty-one (21) administrators and additionally four (4) administrators (inaudible). Mayor Reiman asked Mr. Patel what the ratio was in comparison of Carteret administrators to teaching staff and other faculty verses another district and the ratio was almost twenty (20) to one (1). Helen asked if there were four (4) public schools in Cmteret. Mayor Reiman said there is a total of five (5) schools in Carteret. RE:TIlJI'ICN #10-117 ''ffW{) CF EIXmCN 2010-2011 SffiXL lllGEI' ' /rlq:ltro Mayor Reiman explained her questions relative to the administration should be addressed to the Board of Education and explained to her the goal and only authority of the Governing Body would be to address the tax levy and went on to explain he cannot direct the Board of Education to eliminate a principal or teacher, but, he said regarding that, as part of their reduction of the sixty- two (62) positions that they proposed and approved, there may be the possibility of eliminating some of the administrators, which is something the Board of Education will have to take up at the next meeting as pmt of their adoption to the fmal budget. Helen asked when the next Board of Education Meeting will be held. Mr. Patel said May 26th. Mayor Reiman said it is also to his understanding that to the extent positions are eliminated, some administrators may be eliminated as well, or put back in the classroom. Upon Ml\1S&C by Councilmembers Sitarz and Krum the public pOltion on Resolution # 1 0-117 was closed. Upon Ml\1S&C by Councilmembers Diaz and Bellino RESOLUTION #10-117 "BOROUGH OF CARTERET MIDDLESEX COUNTY, NEW JERSEY RESOLUTION - BOARD OF EDUCATION 2010-2011 SCHOOL BUDGET" was Adopted. Upon individual roll call vote: 8 Upon individual roll call vote: Councilmember Bellino - Commented that is the first year that he can remember that we actually went backwards on the budget. He commended the Board of Education for what they have done because they have been sitting there for a few years going over the budget and he knows that at this point people will be impacted and will be disastrous for a while but they will bounce back. HE VOTED YES. Councilmember Diaz - Commented that he knew how difficult it is, as an educator as well, for the decisions that have to be made with the reductions in state aid and the budget that has failed. He said as he understood the introduced budget called for a zero tax increase and that also encompasses cuts in administration and possibly some programs, never the less, the Bom'd of Education and the Chief Administrator have to celtifY that even with these cuts the introduced budget is going to ensure a thorough and efficient education for our students and he thinks they have done that, so he cannot recommend any additional cuts. HE VOTED YES FOR THE RESOLUTION AS WELL. Coullcilmembel' Di Mascio - YES. Coullcimember Krum - Commented being an ex-member of the School Board he knows how very hard it is to bang heads and get numbers cOll'ectly , but an outstanding job was done by the School Board and everybody involved in getting the numbers properly with a hands on budget and HE VOTED YES. Councilmember Naples - Commented as a thilty-three (33) year School Board employee SHE RECUSED HERSELF FROM THE VOTE .AND RECUSED HERSELF FROM ANY COMMENTS AS A COUNCILMEMBER. Councilmember Sitarz - Questioned Mr. Patel and Mr. Cherepski, if they are buying any kind of new equipment, such as trucks. Concilmember Sitarz said he questioned this because they have better equipment than the Borough and we have been cutting our budget for years , but said since they have worked so hard on this budget HE VOTED TO ACCEPT IT. YES. Mayor Reiman said the budget has been introduced and is now adopted, although it calls for a zero increase in the tax rate for the residents, actually it calls for a $50.00 reduction because there will be a difference between the calendar year and the fiscal year so our residents should see a $25.00 reduction for the third and fourth quarter of this yem, and the first two (2) qumters of next year will be a stabilized rate, so we won't see any increase or any additional numbers from the School Board for at least another year. He commented relative to the lady's question regarding administration, he has had discussions with Mr. Cherepski, the Board President and Mr. Patel the Board Administration and they are addressing those issues as to where they can cut in administration. He said a ratio of twenty (20) or twenty-five (25) to one (1) doesn't seem to be significant but he would like to see a comparison of what the ratio is at the county level and the state leveL He said he has not seen a top heavy administration in our Board of Education, but to the extent any positions can be eliminated in administration and save faculty positions and teaching positions, of course, has to be our top priority. BUSINESS TO BE ADDED: Council President KlUm commented that Saturday morning, eleven o'clock, there will be a get-together to pay tribute and dedicate the Fire House to a wonderful Firefighter, Hugo Marocchi, who passed away thirty (30) years ago. Council member Sitarz asked the Assistant Municipal Clerk to look up an old ordinance in reference to scrap pickers going around the streets at night picking up steel and things put out to the curb. He said he remembered a license for it years ago, He went on to explain that he received a few complaints about a truck on Matthew Street that was stacked extremely high. Mayor Reiman suggested calling the Police Depmtment, but directed that the Borough Ordinance be looked into.
