HomeMy Public PortalAboutResolution 2018-12-15 Establishing Attainable Housing Plant Investment Fee Incentive Program TOWN OF FRASER RESOLUTION NO. 2018-12-15 A RESOLUTION ESTABLISHING AN ATTAINABLE HOUSING PLANT INVESTMENT FEE INCENTIVE PROGRAM WHEREAS, Water and Wastewater Plant Investment Fees are development expenses affecting the cost of housing in the community; and WHEREAS, the Fraser Housing Work Plan identifies amendments to the Plant Investment Fee Schedule to incentive smaller units, multi-family units, and apartment developments as one of many strategic opportunities; and WHEREAS, in addition to the attainable housing challenge facing the community, the Town board desires to protect the future sustainability of the water and wastewater enterprise funds and rates; and WHEREAS, along with certain amendments to the Town Code provided by Ordinance 436 the Town Board believes an incentive program as defined by this resolution to be in the best interests of the Town of Fraser. NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF FRASER, COLORADO THAT: 1. The Attainable Housing Plant Investment Fee Incentive Program is hereby authorized. a. Effective January 1, 2019 through December 31, 2019, the SFE rate for single family detached residential units and/or single family attached residential units (up to four attached units) shall be calculated as follows: i. Up to 750 square feet equals .5 SFE. ii. Up to 1000 square feet equals .625 SFE. iii. Up to 1250 square feet equals .75 SFE. iv. Up to 1500 square feet equals .875 SFE. v. Anything over 1500 square feet equals 1 SFE. b. The square footage calculation shall be calculated based upon gross building square footage excluding any garage or unfinished space.
