Const. and Common Law. Any correspondence between Scott Morgan and the Ad Hoc Committee or between Scott Morgan and the ARPB created between Jan 1, 2013 and Jan 1, 2015. Electronic version if available. Please exclude any attachments or any agendas, minutes, or packets relating to meetings of the ARBP and Ad Hoc Committee. So I am looking for letters, texts, emails, or any other methods of sending written communications. I do not need attachments. But to the extent it is easier for the Town to include attachments (maybe it is more time to remove email attachments then it is worth) then I will accept attachments. If the Town asserts an interest in nondisclosure pursuant to the common law, please identify that interest. Please do not assess fees until fee proposals have been accepted. Please respond via email. O'Boyle [mail to: jobovle(aDobovlelawfirm.coml, The Town of Gulf Stream has received your public records requests dated March 21, 2016. Please refer to the referenced number above with any future correspondence. Please be advised that the Town of Gulf Stream is currently working on a large number of incoming public records requests. The Town will use its very best efforts to respond to you in a reasonable amount of time with the appropriate response or an estimated cost to respond. Sincerely, Town Clerk, Custodian of the Records Town of Gulf Stream atm. William Thrasher 100 Sea Rd. Gulf Stream, FL 33483 Dear Bill: ► RECEIVED SCOTT W. MORGAN DEC 16 2013 1140 N. Ocean Blvd. IownofGulfstream, FL Gulf Stream, FL 33483 Ph (561) 243 -1432 December 13, 2013 Re: Request for Input on Design Manual Changes In response to your request for input on the Design Manual, I read over the Code and, frankly, believe it to be a well written and comprehensive document that has served the Town well for many years. It gives specific guidance to architects, contractors and residents on acceptable design. I would hope a decision is made to keep the existing Manual and modify it only as needed. In particular, I believe that changing the Design Manual to eliminate the specific, itemized Requirements/Prohibitions and instead adding broad, discretion based rules would be a mistake; such rules do not give sufficient guidance and they also open up the Town to allegations of abuse of discretion. That much being said, I suggest consideration be given to modifying the following sections: Article VII, Division 2, Spanish Mediterranean Revival Style Sec. 70 -218 Roofs -(d) Prohibited Add the word "metal" Delete the phrase "on the streetside "that follows solar panels Article VII. Division 3, Gulf Stream Bermuda Style Sec. 70 -238 Roofs -(a) Required After the phrase: slate -like tile. Add "or other dark color tile." , ;t 1. -(d) Prohibited Add the word "metal" Add "solar panels" Very truly yours, i W. rg TOWN OF GULF STREAM PALM BEACH COUNTY, FLORIDA Delivered via e-mail April 22, 2016 Jonathan O'Boyle [mail to: joboyle@oboylelawfirm.com] Re: GS # 2138 (ad hoc - morgan) Any correspondence between Scott Morgan and the Ad Hoc Committee or between Scott Morgan and the ARPB created between Jan 1, 2013 and Jan 1, 2015.
