ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH MTS CONTRACTING,
INC., FOR THE JEFFERSON STREET PARKING GARAGE REHABILITATION
PROJECT.
WHEREAS, MTS Contracting, Inc. has become the apparent lowest and best bidder on
the Jefferson Street Parking Garage Rehabilitation Project.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. The bid of MTS Contracting, Inc. is declared to be the lowest and best
bid and is hereby accepted.
Section 2.The Mayor and City Clerk are hereby authorized to execute an agreement
with MTS Contracting, Inc. for the Jefferson Street Parking Garage Rehabilitation Project.
Section 3. The agreement shall be substantially the same in form and content as
that agreement attached hereto as Exhibit A.
Section 4. This Ordinance shall be in full force and effect from and after the date
of its passage-and approval.

PAST PERFORMANCE:
The City has no prior experience with this vendor; however; staff believes they will complete the
work as specified and bid.
RECOMMENDATION:
Staff recommends award of the bid in the amount of$93,000.00 to the lowest and best
bid as submitted by MTS Contracting, Inc., of Springfield, Missouri.

Re: Jefferson Street Parking Garage Rehabilitation
Project No. 62015
Public Works has completed a review of the bids opened at 1:30 PM on May 19, 2009 for the above
noted project. As part of the review all the bids were tabulated to check for math errors and to compare
unit price quotes of the various contractors. Attached to this memo is the tabulation of the twelve (12)
bids that were received for the project.
Based on our review, we recommend acceptance of the base bid from the low bidder MTS Contracting,
Inc., 2110 E. Rockhurst, Springfield, MO 65802. The bid total is $93,000.00
The project will be expensed as follows:
